The Palouse Basin’s groundwater serves more than 80,000 people in eastern Washington and northern Idaho, but withdrawals still exceed recharge. Conservation has slowed the decline; it has not stopped it. Here are practical answers about where local water comes from, what current quality reports establish, and what residents can do.
Where does Palouse Basin drinking water come from?
The Palouse Groundwater Basin crosses Whitman County, Washington, and Latah County, Idaho. Its water is held in layered basalt and sediment formations, including two major aquifers: an upper aquifer and a lower aquifer. The aquifers have only minor hydraulic connection, and their water levels are generally separated by more than 100 feet, according to the Palouse Basin Aquifer Committee (PBAC).

Municipal wells in Pullman, Moscow, and Palouse draw from the lower aquifer. Most domestic wells typically draw from the upper aquifer. That distinction matters: a city water report describes that city’s system, not every private well in the basin.

Why are aquifer levels declining if residents conserve water?
Groundwater is being pumped faster than it is replenished. PBAC reports that water levels are declining by about 0.7 feet per year, compared with declines above one foot per year in the 1990s. The geology makes recharge difficult, and the supply and recharge processes are not fully understood.

Recharge rates also differ by aquifer. The City of Moscow’s 2025 Water Conservation Plan says the Wanapum aquifer recharges more rapidly than the Grande Ronde, whose recharge is slower.
Conservation has helped reduce demand. PBAC reports per-capita water use over the past 30 years is 30% lower in Pullman and at Washington State University, and 43% lower in Moscow and at the University of Idaho. Those are the committee’s reported changes, not a controlled estimate of the effect of one particular conservation measure. Even with those reductions, withdrawals remain greater than recharge.
How much groundwater was pumped in 2024?
PBAC’s 2024 annual report records 2.30 billion gallons pumped by Pullman, Moscow, Palouse, Washington State University, and the University of Idaho. The total excludes private residential wells.

| Comparison | PBAC-reported figure |
|---|---|
| 2024 versus 2023 | 2.30 billion gallons in 2024, 1.7% less than 2.34 billion gallons in 2023 |
| 2024 versus 1992 | 19.1% less than 2.74 billion gallons, the first year of the Groundwater Management Plan |
A lower pumping total in one year does not mean the aquifer has recovered. PBAC notes that year-to-year variation is normal and that water levels are still declining.
Is Moscow tap water safe, and where can I read its latest report?
Moscow’s 2025 Water Quality Report says the city’s municipal water met state and federal drinking-water standards for the calendar year January 1 through December 31, 2025. The city says it collects samples monthly and publishes results in its annual report.
This finding applies to Moscow’s municipal system and the report period; it does not establish the quality of every provider’s water or of private wells elsewhere in the basin. If you live in Pullman or use a private well, consult the current report from your water provider or contact the relevant state or local well-testing authority.

Is there lead or copper in my water?
Moscow’s 2025 report says the city has never had a sample set fail for high lead content. But lead can enter water through service lines, faucets, fixtures, or solder in a building, even when the utility’s supplied water is treated and tested. If you have a concern about your home, review the city’s annual report and contact the water department about your specific service or plumbing.

Is there fluoride in my water?
Check the current water-quality report for the utility serving your home. The detailed quality information described here is specific to Moscow’s municipal system; it should not be assumed to describe Pullman, Palouse, or a private well.
What does “no PFAS detected” mean?
Moscow reports that testing in May and November 2024 at all active city drinking-water sources found none of the 29 PFAS compounds tested. Results were below the EPA minimum detection limits. That means the tested compounds were not detected above those limits in those samples; it does not prove that every PFAS chemical is absent from every source or private well across the basin. The city says it plans additional monitoring in 2027. Details are on its PFAS information page.

Does conservation alone solve the basin’s supply problem?
No. PBAC answers its own question, “Isn’t conservation enough?” by saying conservation has been successful but cannot by itself resolve the supply issue. PBAC says communities have grown by 40%–46% while pumping stayed consistently low over the past 30 years; the cited passage does not specify the population baseline. Conservation remains important, including because it can mitigate costs associated with stabilizing the aquifer.
The region’s coordinated approach began with the 1992 Groundwater Management Plan, which set goals for beneficial use without depleting aquifers, water-quality protection, public education, monitoring, and exploring supplemental sources. PBAC brings together cities, counties, universities, and state water agencies to coordinate management and track pumping and water levels.
Could aquifer storage and recovery add water?
PBAC describes aquifer storage and recovery (ASR) as a possible approach on its Clearwater River project page. The concept is to treat surface water to drinking-water standards, inject it into the aquifer when river flows and availability are high, and recover it later. PBAC presents this as an option that requires further study—not as an operating supply project or a completed decision. The concept also raises questions about injecting treated surface water into a naturally filtered aquifer.

What can a household do to use less water?
Household measures reduce demand, but no individual action should be expected to reverse basin-wide declines. Practical steps include:
- Fix leaking toilets, faucets, and irrigation lines.
- Use efficient showerheads and faucet fixtures, and shorten showers.
- Limit unnecessary outdoor watering; use a hose timer or rain shut-off where appropriate.
- Consider water-wise landscaping and turf replacement through local conservation guidance.
Moscow’s 2025 plan lists conservation devices including 1.25-gallon-per-minute showerheads, other low-flow showerheads, shower timers, toilet leak-detection tablets, hose timers, rain shut-offs, hose nozzles, drip stakes, and shower diverter valves. The city has distributed water-saving devices, so check local availability before buying a low-flow showerhead or timer. Urban residents can look to the PBAC conservation page for Moscow and Pullman programs; rural residents can contact PBAC about devices. For landscape practices, see the regional Wisescape guide.
