Pakistan received three recognitions at the CTO Digital Excellence Awards 2026 in London: one winner award, one runner-up placement and one finalist recognition, according to the Associated Press of Pakistan (APP). The report, published October 2, 2026, attributes the results to a news release from Pakistan’s Ministry of Information Technology and Telecommunication.
Pakistan award winners in London: the three results
The recognitions span two categories and cover startup incubation, government relief delivery and spectrum management. The projects were not competing against one another in a single category.

These placements come from APP’s October 2, 2026 report of the ministry release. The CTO’s official awards page provides descriptions of the categories, but the material available there does not independently confirm the results or name the winners.
What the three recognized initiatives do
National Incubation Centers: the winner
APP describes the National Incubation Centers as a nationwide network of incubation platforms for young innovators and entrepreneurs. The network is intended to provide mentoring, technology support, business development services and access to investor networks. The initiative won in Digital Policy & Regulatory Excellence, according to APP.

Digital relief delivery: the runner-up
“Transforming Government Relief Delivery Through Digital Transformation” received runner-up recognition in the 21st Century Government / E-Government Initiatives Excellence category. APP says its digital systems are intended to strengthen transparency, efficiency, targeting and accountability in relief delivery, while supporting faster and more inclusive access.
Spectrum governance reform: the finalist
“Integrated Spectrum Governance Reform” was named a finalist in Digital Policy & Regulatory Excellence. APP characterizes it as a coordinated, evidence-based approach to spectrum management, with aims that include better connectivity and service quality, support for next-generation telecommunications, and investment in the digital economy.
How the CTO categories frame the awards
The CTO’s official awards page describes Digital Policy & Regulatory Excellence as a category for policy and regulatory work. Its 21st Century Government / E-Government Initiatives category covers digital public services, including service delivery, transparency, citizen engagement, digital identity and electronic payments. The page lists August 10, 2026 as the submission deadline.
The category descriptions help explain why the three projects were recognized in two different areas, but they are not a substitute for a results announcement. APP’s report is the source for the placements and project summaries; the CTO page supplies category context, not an independently confirmed winners list.

APP says the awards were presented in London as part of the CTO’s 125th anniversary celebrations. It also reports that Pakistan was the only CTO member state among the organization’s 56 members to have finalist nominations in three entries and receive recognition for all three across two major categories. That is APP’s reported distinction, not an independently established overall ranking of member states.
APP quoted Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja describing the recognition as a “proud moment for the nation” and linking it to work toward an inclusive, innovative and technology-enabled Digital Pakistan. She also said the focus remains on opportunities for young people, more accessible public services, improved connectivity and a more competitive digital economy.

What the awards do—and do not—establish
The results indicate international award recognition for three Pakistani initiatives. They do not, by themselves, quantify the initiatives’ impact. The available reporting provides no judging scores, project outcome statistics or named judges, so the awards should not be read as evidence of measured improvements in entrepreneurship, relief delivery or connectivity.
