For eligible new personal Google Play developer accounts, paid testers do not change the production-access requirement: at least 12 testers must remain opted in to a closed test continuously for 14 days. Start with free recruitment if you can reach likely users who will participate and give useful feedback. Consider paid recruitment only when it solves a real access or audience-targeting gap; paying people does not guarantee engagement or production access.
Who has to meet Google Play’s 12-tester requirement?
The requirement applies to personal developer accounts created after November 13, 2023—not automatically to every Play developer account. Check your account type and creation date in Play Console before planning the test. Google’s current production-access guidance says that eligible accounts must run a closed test with at least 12 testers opted in continuously for the preceding 14 days before applying for production access.

A tester who opts out before completing the 14 days does not count toward that continuous period. If that person opts in again, the consecutive count starts over. Plan for some attrition rather than relying on exactly 12 people to stay throughout.
After the test meets the threshold, you still need to apply for production access in Play Console and answer questions about the app and test. Meeting the tester count is a prerequisite, not an automatic approval. Google says review usually takes seven days or less, though it can sometimes take longer.

What matters more than whether testers are paid?
Google’s stated guidance emphasizes whether testers resemble your intended audience, whether they engage with the app, and what feedback they provide. Its production-access application asks about recruitment, feature use, whether usage matched expected real-world behavior, feedback and how it was collected, and changes made as a result. Google has not published a head-to-head study showing that paid or free testers are more effective.
Use these practical criteria to assess either route:

- Audience fit: Are participants plausible future users, or do they have the profile you need to evaluate?
- Participation: Are they likely to stay opted in and actually try the app’s important flows?
- Feedback: Can they report specific problems and explain what happened?
- Effort and cost: How much time will recruitment, scheduling, reminders, and follow-up take, and what will you spend?
These criteria are a way to make a sound recruitment decision, not a published scoring formula or guarantee of approval.

Google recommends recruiting through personal or professional networks, relevant user communities, and social media. It also recommends choosing a diverse group representative of the app’s future audience. A volunteer who understands the problem your app addresses may offer more realistic feedback than someone recruited simply to join a test.

Free recruitment is a sensible first choice when you can reach enough relevant people and coordinate their participation. It avoids a recruitment fee and may give you access to people with existing interest or context. Those are practical advantages, not measured outcomes from Google.
The main limitation is reach: your contacts may be too few or too similar to one another or to you. Volunteers may also stop participating. Build a small pool of alternates as a practical buffer, while tracking the 12 people who remain continuously opted in for the required period.

When paid recruitment may be worth considering
Paid recruitment or an incentive can be useful if your existing networks cannot supply enough appropriate participants, or if you need a particular audience profile that is difficult to reach. Treat payment as a way to recruit—not as a substitute for continuous opt-in, app use, or useful feedback.

Before choosing a paid option, ask how participants are recruited, how closely they match your intended users, whether they will remain opted in, what app activity they are expected to complete, how feedback is collected, and what the total cost includes. A paid participant who only joins the test without using the app may not help you answer Google’s questions about engagement and feedback.

Keep the test focused and document what happens
Give testers clear instructions on the features and flows to try, and tell them where to send feedback. Encourage broad use of the app, including the tasks that matter most to its intended purpose. Keep a record you can use to answer Play Console’s production-access questions accurately.
- Where and how each tester was recruited, and why the group fits the intended audience.
- Whether testers stayed opted in continuously and the dates that matter to the test period.
- Which features and important flows participants tried.
- Device types represented in the group.
- Feedback themes, how feedback was collected, and the severity of reported issues.
- Changes made in response and the results of retesting those changes.
This record is useful for explaining what the test showed; it is not evidence of a hidden Play Console ranking formula.
Choose the right Play testing track
Play Console provides internal, closed, and open testing. For affected new personal accounts, the closed test is the track relevant to the production-access prerequisite. Internal testing is intended for quick early checks and supports up to 100 testers. Open testing becomes available after production access. See Google’s testing-track setup guidance for track details.
Do not confuse paying people to test your app with a paid app. Google says testers must purchase a paid app in an open or closed test, while internal testers can install paid apps for free. That purchase rule is separate from how you recruit testers.
Quick Recap
Make the decision
- Choose free recruitment first if you can reach a diverse group of likely users who can participate and give actionable feedback.
- Consider paid recruitment if it fills a genuine gap in access or audience targeting, and the participants are still likely to engage with the app.
- Either way, plan for continuity and record actual use, feedback, and resulting changes; payment alone does not satisfy the production-access criteria.
