OT Cybersecurity vs. IT Cybersecurity: Key Differences in Priorities and Controls

OT security protects systems that affect the physical world, so controls must account for availability, predictable performance, safety, and reliability alongside information security.

OT cybersecurity protects systems that monitor or affect the physical world; IT cybersecurity typically protects information and digital services. Because an OT compromise can disrupt a physical process, security decisions must account for safety, reliable operation, performance, and availability—not just data confidentiality. The boundary between OT and IT varies by system, and their priorities overlap.

What OT cybersecurity protects

Operational technology (OT) comprises programmable systems and devices that interact with the physical environment or manage devices that do. Industrial control systems (ICS) are one part of OT, not a synonym for the whole field. OT also includes systems used in building automation, transportation, physical access control, and environmental monitoring, as described in NIST’s overview of SP 800-82 Rev. 3.

IT cybersecurity focuses on information technology and digital services. In practice, OT and IT may connect, share data, or depend on one another. The useful distinction is not that they are wholly separate, but that OT security decisions may directly affect a physical process.

How their security priorities differ

The President’s National Security Telecommunications Advisory Committee (NSTAC) summarizes a common contrast: “IT systems generally have a strong focus on accessibility and confidentiality, where OT systems prioritize availability and determinism.” Here, determinism means that a system’s response occurs predictably enough to support the process it controls.

  • Simplified Management and Deployment: Features a user-friendly management console that provides comprehensive network automation and visibility, coupled with Zero Touch Integration with Fortinet’s Security Fabric for easy deployment.

That contrast describes typical emphasis, not mutually exclusive goals. Confidentiality and integrity still matter in OT, and IT services also need availability. The weight given to each property depends on the system’s purpose and the consequences of a delay, interruption, disclosure, or unauthorized change.

Comparison IT cybersecurity OT cybersecurity
Mission protected Information, applications, and digital services Physical processes and services, as well as the systems supporting them
Commonly emphasized priorities Accessibility and confidentiality, according to the 2022 NSTAC report Availability and determinism, according to the 2022 NSTAC report
Potential consequences of compromise Disclosure, tampering, or interruption of digital services Those information and service risks, plus disruption to physical operations and possible safety or reliability consequences
Security change or delay Assess the impact on the affected service and users Assess whether the method or timing could affect performance, reliability, safety, or the process itself
Useful monitoring considerations IT-appropriate visibility for the systems and services in scope OT protocol analysis, asset inventory, expected-traffic baselines, and detection of unusual connections or changes, as outlined by CISA

Why familiar IT controls need OT-specific assessment

A control that is sound in one environment can have different operational effects in another. Before applying a security change, assess whether its timing and method fit the system’s performance, reliability, and safety requirements. That is not a reason to assume OT systems cannot be patched or updated; it is a reason to plan the change with the people responsible for the process and validate its impact.

Bring cybersecurity, operations, engineering, and safety stakeholders into risk decisions. They can help identify which assets and functions matter, what interruptions are tolerable, and what safeguards fit the site’s process. A control checklist by itself cannot supply that context.

NIST’s SP 800-82 Rev. 3, Guide to Operational Technology (OT) Security, provides OT system topologies, discussion of threats and vulnerabilities, safeguards, and an OT-tailored overlay for the controls in NIST SP 800-53 Rev. 5. Use it as a reference for tailoring—not as a universal checklist that replaces system-specific risk and engineering judgment.

Controls and capabilities to consider

Understand the assets and process

Maintain an inventory of critical OT assets and understand what each does, what it communicates with, and what operational function depends on it. That knowledge helps teams assess risk and notice when a device or connection is unexpected.

Make network boundaries visible

Treat connections between OT, enterprise IT, external networks, and OT segments as deliberate risk boundaries. CISA recommends considering monitoring that can identify suspicious or unauthorized connections across these boundaries. Segmentation can help structure those boundaries, but it does not secure an environment by itself; teams also need appropriate rules, visibility, and response procedures.

Monitor in a way that understands OT

CISA’s monitoring considerations include evaluating tools and capabilities that can:

  • Analyze common ICS protocols.
  • Maintain an updated inventory of critical assets.
  • Establish baselines for expected network traffic.
  • Alert on suspicious connections, configuration changes, or unauthorized applications.

These are capabilities to evaluate against the environment, not an endorsement of a particular product. A useful alerting approach starts with understanding normal communications and deciding who will investigate deviations.

Plan maintenance and security changes around operations

Evaluate updates, configuration changes, and other security actions in light of the affected system’s requirements. Coordinate the timing and method with operational and engineering owners, and consider safety and reliability impacts before implementation. The appropriate process will depend on the system and its role.

Which NIST guidance is current?

NIST SP 800-82 Rev. 3 is the final published edition, released in September 2023; it superseded Rev. 2, published June 3, 2015. NIST’s publication record also identifies an initial public draft of Rev. 4 with a public comment deadline of November 30, 2026. A draft is not final guidance, so consult the current NIST publication record when checking revision status.
