It can connect dependency analysis, source scanning, advisory lookup, policy evaluation and reporting in a pipeline your team configures—then produce outputs such as SPDX or CycloneDX SBOMs and FOSS notices. It supports compliance work; it does not decide by itself whether a component is legally acceptable for your product.
What is the OSS Review Toolkit?
ORT is an open-source toolkit for managing software dependencies and automating FOSS policy checks. The project describes it as a policy automation and orchestration toolkit. Teams can use it as a library, through its command-line interface (CLI), or in CI workflows. Its purpose is to bring dependency information and configured checks into a repeatable process, rather than to replace an organization’s own policy or legal review. See the ORT introduction.

How ORT’s pipeline works
ORT’s tools can be combined into a customizable pipeline. A team does not have to run every component on every project; the useful stages depend on its inputs, checks and reporting needs. The project outlines these stages in its introduction.
- Analyze: Identify dependencies and collect package metadata from supported package managers and build systems.
- Download: Fetch dependency source code for later processing.
- Scan: Run configured scanners to find license and copyright information in source files.
- Advise: Retrieve security advisories from configured services.
- Evaluate: Apply configured rules and license classifications to produce policy violations.
- Report: Generate reports, notices and software bills of materials (SBOMs).
- Notify: Send results through configured notification channels.
The stages have different roles: for example, advisory lookup depends on configured services, while evaluation applies the organization’s own rules to the available project data.

What ORT can produce
Depending on the configuration and workflow, ORT can generate SPDX and CycloneDX SBOMs, FOSS attribution documentation and reports showing policy results. It can also support source archiving and corrections to package metadata or license findings. These outputs help teams record what they use and surface issues for review; their usefulness depends on the quality of the input data and configuration. The project introduction describes the available capabilities.
How teams run ORT
Choose an installation method
Official installation documentation describes Docker images, downloadable release binaries and building from source. It distinguishes a full ort image, which includes all supported package managers, from ort-minimal, which includes a more common subset. Check the installation guide for current versions and instructions; release examples and version numbers can change.
The current runtime documentation lists Linux, Windows and macOS as well-supported and says running ORT binaries requires Java 25 or later. It recommends 8 GiB of memory and at least four CPU cores as general guidance, not as a measured minimum for every project. Actual resource needs vary with project size and type. Consult Runtime Requirements before planning an environment.
Run analysis and connect the workflow
The usage guide demonstrates invoking the CLI with an input project directory and an output directory. A simplified command shape is:
Rank #3
- Used Book in Good Condition
ort analyze -i <project-directory> -o <output-directory>
Replace the angle-bracketed values with paths for your project and results. The usage documentation also describes a basic CI flow that connects analysis, scanning and reporting. Exact options and integration details should follow the current usage guide.
Configure policy at project and global levels
ORT supports global configuration as well as a project-level .ort.yml file. Repository configuration can define inclusions and exclusions, resolutions, metadata curations, package-specific configuration and license choices. This lets teams encode repeatable handling for known cases while keeping the project context visible. The repository configuration reference documents the available settings.
How to interpret license findings
ORT distinguishes several kinds of license information, and they should not be treated as interchangeable. Package metadata can state one license while source scanning detects another or finds multiple license texts. A curated conclusion records a reviewed interpretation; the effective license is the one applied in the project context, including a valid selection among alternatives.

- Detected licenses: Scanner findings from source files.
- Concluded license: A curated conclusion for the package, ideally grounded in verifiable facts.
- Effective license: The license ORT applies in context for evaluation and reporting.
ORT’s license-handling guidance recommends objective curation based on verifiable facts. Broadly overriding a package’s license conclusion can hide a new or changed license in a later version; a narrow, finding-level curation may be more appropriate when it addresses a specific result. The license-handling guide explains these distinctions.
Best Value
A configured license choice is valid only for alternatives joined by SPDX OR. It changes the effective license used by evaluation and reporting; it is not proof that the choice is legally correct for every use. Teams need to assess findings against their own distribution model, legal requirements and release context. Configuration behavior is covered in the ORT configuration reference.
Where human review still matters
Automation can make dependency data and policy checks more repeatable, but a report is not a self-authenticating compliance decision. Review is especially important when source findings conflict with package metadata, a curation or license choice changes the result, or a policy violation may affect a release. Teams should also ensure the configured scanners, advisory services and rules match their process; ORT’s output reflects the data and settings supplied to it.
ORT is licensed under Apache License 2.0, and its license page identifies it as a Linux Foundation project and part of ACT. Those project-level details are stated on the ORT license page.
