Doral’s City Council unanimously authorized an agreement with federal immigration authorities on April 16, 2025. Florida’s legal and political pressure helps explain that decision, but it does not erase the council’s responsibility to explain it, disclose what followed, and answer residents’ questions about its effects.
What Doral’s council actually approved
Resolution 25-120 authorized the city manager to enter an agreement with Immigration and Customs Enforcement (ICE) under the 287(g) program for operational assistance related to immigration-law enforcement, subject to the city attorney’s review for legal conformity. The council approved it unanimously on April 16, 2025. The resolution is evidence of authorization—not, by itself, proof of when an agreement was signed, which program model Doral selected, which officers were trained, or how delegated authority was used.
That distinction matters. Public debate often treats a vote to authorize an agreement, a signed memorandum of agreement, and officers exercising delegated powers as if they were the same event. They are not. Accountability requires the city to make clear which steps occurred and what authority, if any, officers actually exercised.
State pressure was real; the city’s choice still matters
Doral’s resolution said the city wished to fulfill obligations under Florida law and cited attorney-general opinions describing possible penalties and removal from office. That is a serious explanation for why officials felt pressure to act. But the Miami Herald reported at the time that Florida law explicitly required county-jail operators to participate in 287(g), while cities were not explicitly required to join. Doral City Attorney Lorenzo Cobiella said the attorney-general opinions were persuasive rather than legally binding, adding, “Most local governments tend to follow their lead.”

Those points do not settle the legal question for Doral: the available reporting is not a court ruling on the city’s obligations. They do, however, make “we had no choice” an inadequate final answer. The city should explain how it interpreted the law, what alternatives it considered, and why it concluded that joining was the right response. The Miami Herald’s April 2025 report describes the state-law dispute and the council’s vote.
287(g) is not one uniform set of powers
ICE describes three 287(g) models: Jail Enforcement, Task Force, and Warrant Service Officer. The duties differ by model, and delegated duties operate under ICE’s direction and supervision. Doral’s resolution does not identify which model it authorized. It would therefore be premature to claim, from the resolution alone, that Doral officers received any particular power or used it in a particular way.

Residents should be able to see the signed agreement and learn the model, participating officers, training status, reporting arrangements, and any actual use of delegated authority. These are not technical footnotes: they define what the city agreed to do and make it possible to assess whether public assurances match operations.
What leaders have said—and what remains unanswered
In April 2025, Mayor Christi Fraga said, “We were the first to raise the voices of residents who have come to contribute positively to this community, and we know they are the majority.” Police Chief Edwin Lopez said, “The primary focus of our officers during interactions with the public is not to question anyone’s immigration status. Our mission is to serve and protect every member of this community, regardless of their immigration background.” Those statements express commitments to residents. The city should pair them with transparent records that let the public assess how the agreement was implemented.

In September 2026, former U.S. Representative Joe Garcia urged the city to reverse course, saying, “They could have chosen to have compassion, and they chose to be cruel.” Fraga answered that repeal would not change federal law or ICE’s federal enforcement authority, and said: “The pain and uncertainty the people of South Florida are feeling should not be used to score political points or to make Doral the face of a national immigration crisis that this City did not create and does not have the authority to solve.”
Fraga is right about an important limit: Doral cannot end federal immigration enforcement by changing a local agreement. But that does not answer whether the city should continue its own participation, what it has contributed, or what effects residents have experienced. The council’s decision is a local one, even though the broader system is federal.

Community effects deserve attention, not overstated causation
CBS News Miami reported that about 70% of Doral’s population was foreign-born. The outlet also reported that some businesses said sales fell by as much as 70%, which they attributed to people being afraid to leave home amid immigration-enforcement operations. Those are attributed figures and accounts, not independently established citywide outcomes. The report does not show that Doral’s 287(g) agreement caused the reported sales declines or specific ICE activity.
That limitation is not a reason to dismiss residents’ fear or businesses’ accounts. It is a reason for officials to address them carefully: explain the city’s role, publish what the agreement authorizes and what has happened under it, and distinguish local police activity from federal enforcement. A city cannot responsibly claim credit for no harm—or assign blame for every consequence—without evidence connecting its own actions to the outcome.

South Miami is relevant, but not a legal verdict
South Miami Mayor Javier Fernandez said in September 2026 that his city had not joined 287(g) and had not faced repercussions. That comparison challenges any suggestion that participation was obviously unavoidable for every municipality. It does not establish that Doral and South Miami had identical legal, operational, or political circumstances, nor does it resolve what Florida law required of Doral.
The comparison is useful as a question for Doral’s leaders: what did they believe would happen if they declined, and what evidence supported that view? The council owes residents an answer grounded in its legal advice and decision-making record, not just a general invocation of state pressure.
What owning the decision should look like
Owning the consequences does not mean claiming that Doral caused the national immigration crisis or controls ICE. It means taking responsibility for the local choice: explaining its legal basis, disclosing the agreement and operational facts, listening to affected residents, and reconsidering participation if its costs outweigh its stated purpose.
- Publish the executed agreement and identify the 287(g) model and the duties delegated to city personnel.
- Report which officers participated, what training they completed, and whether they exercised delegated authority, while respecting applicable privacy and legal limits.
- Explain the city’s interpretation of Florida law, including the attorney-general opinions and the distinction reported between county-jail requirements and city participation.
- Address reported community concerns without presenting attributed business figures as verified citywide effects or as proof of causation.
- Hold a public discussion about whether the agreement should continue, with a clear explanation of what repeal would and would not change.
Doral’s leaders had reasons to feel pressure. They also made a choice that affects public trust. The council should not be asked to answer for every federal action, but it should answer for its own vote and make the consequences of that vote visible.
