OpenVPN vs IPsec L2TP: Which VPN Should You Set Up on a VPS?

OpenVPN is the practical default for most new VPS deployments. L2TP/IPsec can fit systems with native client support, but L2TP is not encryption and requires careful IPsec, IKE, NAT-Traversal, and firewall configuration.

For a new VPS, choose OpenVPN by default when you can install an OpenVPN client and distribute a profile. Its single service listener, certificate-based TLS, and TCP or UDP transport generally make deployment and troubleshooting simpler. Choose L2TP/IPsec when native operating-system client support is the priority or an existing network already standardizes on it.

The crucial distinction is security: L2TP is only a tunnel. RFC 3931 states that its data channel provides no cryptographic security, so a secure deployment must run L2TP inside IPsec. That adds IKE negotiation, ESP or NAT-Traversal encapsulation, and more firewall details than a typical OpenVPN installation.

OpenVPN or L2TP/IPsec: the short decision

Choose OpenVPN when… Choose L2TP/IPsec when…
You are deploying a new VPS and can install an OpenVPN client. Your users need the operating system’s built-in L2TP/IPsec client and installing software is difficult or prohibited.
You want one clearly defined TCP or UDP service port. An existing environment already uses L2TP/IPsec and its IKE/IPsec policies are standardised.
You need flexible transport through NAT, proxies, or restrictive networks. You accept the additional IKE, ESP, NAT-Traversal, and L2TP configuration work.
You want profile-based client provisioning and certificate authentication. You can verify the exact client’s IPsec and IKE profile, including its authentication and proposal requirements.

OpenVPN is a VPN daemon with its own encrypted tunnel. L2TP/IPsec is a stack of two protocols: L2TP supplies the tunnel and IPsec supplies encryption, authentication, and key management. Treating those as equivalent products is the source of many insecure or broken VPS deployments.

What OpenVPN actually provides

The OpenVPN 2.6 manual describes an open-source daemon that supports SSL/TLS, certificate authentication, static pre-shared keys, TUN/TAP interfaces, dynamic addressing, and operation on many operating systems. Its tunnel can use TCP or UDP and can operate through proxies or Network Address Translation (NAT).

Authentication and tunnel model

For a multi-client VPS, use the TLS certificate mode rather than a single shared static key. A certificate-based design lets the server and each client authenticate separately, so one client can be revoked without replacing credentials for every other user. Static-key mode remains a documented option, but it is a poor fit when clients must be managed individually.

OpenVPN creates a virtual TUN or TAP interface. The VPS then routes, and if required, NATs traffic between that interface and the server’s network interface. The client receives a configuration profile containing the server address, transport, certificates or keys, and tunnel settings. The exact profile format and client application vary by platform, so test the profile on every operating system you intend to support.

Transport choices

UDP is normally the preferred transport for an OpenVPN server. It avoids adding a second reliability layer when the traffic inside the tunnel already uses TCP, and it generally handles changing network conditions better. TCP can improve reachability when a network permits web traffic but blocks unfamiliar UDP destinations. OpenVPN Access Server documentation specifically identifies TCP 443 as a fallback for restrictive networks, while warning that TCP-over-TCP can cause the “TCP meltdown” phenomenon: retransmissions and congestion control at both layers can produce poor responsiveness.

What L2TP/IPsec actually provides

L2TP, defined in RFC 3931, is a tunneling protocol. The RFC explicitly says, “The L2TP data channel does not provide cryptographic security of any kind.” L2TP traffic therefore must be protected by another protocol, normally IPsec.

How the layers fit together

  1. IKE negotiates IPsec. The peers authenticate and agree on cryptographic proposals and keys.
  2. IPsec protects the session. ESP carries the encrypted and authenticated payload. In a common L2TP design, IPsec transport mode protects the L2TP exchange between the endpoints.
  3. L2TP carries the tunnel. The L2TP session transports the user’s inner traffic through the protected IPsec association.

Because these are separate layers, a failure at any one of them can look like a generic “VPN does not connect” error. A valid L2TP username and password cannot compensate for a failed IKE negotiation, an incompatible IPsec proposal, or a firewall that drops ESP.

Ports and NAT-Traversal

IKE starts on UDP port 500. ESP is IP protocol 50, not a TCP or UDP service, so it has no port that can be forwarded in the usual way. When a NAT device is detected, NAT-Traversal encapsulates ESP in UDP 4500. strongSwan documents that UDP 4500 is shared with IKE when NAT is present.

L2TP commonly uses UDP 1701, but in a protected design it is carried inside the IPsec session. Do not expose UDP 1701 directly to the public internet as a substitute for IPsec. Follow the firewall rules required by the specific L2TP/IPsec implementation and ensure the L2TP endpoint is reachable only through the intended protected path.

VPS deployment comparison

Decision axis OpenVPN L2TP/IPsec
Client compatibility Requires an OpenVPN client and profile, but the protocol is portable across major platforms. Often convenient where operating systems expose L2TP/IPsec settings; verify the exact client and required IKE/IPsec profile.
Public exposure One configured TCP or UDP listener. IKE on UDP 500, NAT-Traversal on UDP 4500, and ESP handling; L2TP is part of the protected design.
NAT and restrictive networks TCP or UDP forwarding is straightforward. TCP 443 can help when only web-like traffic is allowed, with TCP-over-TCP risk. ESP is awkward across NAT because it has no ports; NAT-Traversal moves protected traffic to UDP 4500 after NAT is detected.
Security administration Manage TLS certificates or static keys, control-channel protection, and data-channel cipher settings. Manage IKE authentication, proposals, IPsec policies, NAT-Traversal, and the L2TP service. L2TP itself is not encryption.
Performance Use UDP where possible. Data Channel Offload can move encryption and decryption into the kernel when supported. No universal speed winner is established. Results depend on encapsulation, CPU, MTU, cipher, and the NAT path.
Operational complexity Usually one daemon, one listener, and profile-based clients. Several interacting components: IKE, ESP or UDP-encapsulated ESP, and L2TP.

Plan the VPS before installing either VPN

  • Confirm the client requirement. Decide whether users may install an OpenVPN client or must use the operating system’s built-in L2TP/IPsec settings.
  • Reserve a stable server address. Clients need a reachable VPS address or DNS name. If the address changes, update every profile or client configuration.
  • Map the network path. List the VPS provider’s security group, the host firewall, and any upstream router or NAT device. A rule in only one of these layers is not enough.
  • Choose one transport first. Start OpenVPN with UDP, or start L2TP/IPsec with the required IKE and NAT-Traversal rules. Add fallbacks only after the primary path works.
  • Record the client matrix. Note each operating system, its supported authentication methods, and whether it expects a particular IKE/IPsec profile. Native support does not guarantee that every L2TP/IPsec variant is compatible.
  • Plan credential lifecycle. Decide how certificates, private keys, pre-shared secrets, and user passwords will be issued, rotated, and revoked before handing out access.

Setting up OpenVPN on a VPS

The exact package commands differ by Linux distribution and OpenVPN edition, but the deployment sequence is consistent. Use the documentation for the server package you install and test from an external network rather than from the VPS itself.

  1. Install a current OpenVPN server. Keep the daemon and its cryptographic libraries updated. Confirm that the installed client applications support the protocol and cipher settings you plan to use.
  2. Create the server tunnel configuration. Select a TUN or TAP interface, an address pool for VPN clients, the listening protocol, and the server port. UDP is the normal starting point.
  3. Set up TLS authentication. Create the server certificate and a separate client certificate for each managed device, or use the certificate authority workflow supplied by your distribution or VPN management package. Protect private keys and define a revocation process.
  4. Configure routing and forwarding. Enable IP forwarding on the VPS and add the routes or NAT rules needed to reach the private networks and internet destinations that clients should use. Limit access to only the networks the VPN is intended to expose.
  5. Open the firewall. Allow the selected UDP or TCP listener in both the VPS security group and the host firewall. Do not open unused VPN ports.
  6. Distribute a client profile securely. The profile should identify the VPS, transport, certificates or keys, and tunnel settings. Deliver it over a protected channel and treat embedded private material as a credential.
  7. Test from an outside connection. Verify that the client authenticates, receives a tunnel address, reaches an intended internal host, and exits through the expected public path if full-tunnel routing is configured.
  8. Add a fallback only if needed. If a user’s network blocks the UDP listener, create a separately tested TCP configuration, commonly on port 443. Explain that TCP-over-TCP may reduce performance and that the fallback is for reachability, not a guaranteed speed improvement.

Using Data Channel Offload

OpenVPN Access Server documents Data Channel Offload (DCO), which moves encryption and decryption into kernel space and can improve performance when the operating system, kernel, server, and clients support it. Treat DCO as a compatibility-dependent optimization: establish a working non-DCO configuration first, then enable it only after checking support across the entire client set.

Setting up L2TP/IPsec on a VPS

L2TP/IPsec requires you to configure both the IPsec security layer and the L2TP tunnel. A native client may make the user side look simple, but the VPS still has to satisfy the client’s exact IKE and IPsec expectations.

  1. Choose a compatible IPsec implementation. Confirm whether the client requires IKEv1, which authentication method it uses, and which proposals it accepts. Do not assume that two devices labelled “L2TP/IPsec” negotiate the same profile.
  2. Configure IKE authentication and proposals. Set the peer identities, authentication credentials, encryption and integrity proposals, lifetimes, and any required policy settings according to the implementation’s documentation.
  3. Enable NAT-Traversal. Permit UDP 500 for initial IKE and UDP 4500 for NAT-encapsulated traffic. Ensure the implementation can detect NAT and switch to the encapsulated path when required.
  4. Configure the L2TP service behind IPsec. Define the L2TP address pool, user authentication, and routes. Keep the L2TP listener associated with the protected IPsec policy instead of treating UDP 1701 as a standalone public VPN service.
  5. Handle forwarding and firewall rules. Permit UDP 500 and 4500 in the VPS provider firewall and host firewall. Account for ESP protocol 50 when the path is not NATed, and confirm how the chosen implementation handles it. Add forwarding or NAT rules for the networks clients must reach.
  6. Test both protected and translated paths. First test from a client with a direct public path, then from behind NAT. Check that IKE completes, that ESP or UDP 4500 carries traffic, and that the L2TP session receives an address and routes packets.
  7. Remove unnecessary exposure. Once the protected path works, verify that unauthenticated L2TP traffic is not reachable from the public interface and that unused IPsec proposals and services are disabled.

Which VPN works best behind NAT?

Both can work behind NAT, but they solve the problem differently. OpenVPN carries its tunnel over ordinary UDP or TCP, so the firewall generally needs one listener and a normal port-forwarding rule. If a network blocks unfamiliar UDP traffic, a separately configured TCP listener can improve reachability; TCP 443 is commonly used for that purpose.

L2TP/IPsec must account for ESP’s lack of ports. Without NAT, the path may carry ESP directly. When NAT is detected, NAT-Traversal encapsulates ESP in UDP 4500. The firewall therefore needs to allow the IKE exchange on UDP 500 and the translated session on UDP 4500. A connection that works on a public test network but fails behind a home router often indicates missing NAT-Traversal handling or a blocked UDP 4500 rule.

Security choices and common mistakes

Do not deploy bare L2TP

L2TP by itself is not an encrypted VPN. The RFC’s security statement is unambiguous: the L2TP data channel has no cryptographic protection. Any design that exposes L2TP without a correctly negotiated IPsec layer should be treated as an unauthenticated tunnel, not as a secure remote-access service.

Use managed OpenVPN credentials

For multiple users or devices, issue distinct TLS certificates and protect private keys. Keep the server software current, choose data-channel and control-channel settings supported by every approved client, and revoke credentials when a device or user should no longer connect.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reduce the attack surface

  • Open only the selected OpenVPN listener, or the L2TP/IPsec ports and protocols your implementation requires.
  • Disable unused listeners and obsolete cryptographic proposals.
  • Separate VPN authentication from VPS administrator credentials.
  • Log connection attempts and review failures for repeated authentication or negotiation errors.
  • Document which private networks are reachable through the tunnel instead of routing every internal segment by default.

Performance, MTU, and reliability

There is no authoritative, directly comparable throughput or latency figure that makes one protocol universally faster. The result on your VPS depends on CPU capacity, encryption settings, tunnel overhead, MTU, client hardware, routing distance, packet loss, and whether NAT-Traversal is adding another encapsulation layer.

OpenVPN UDP is the sensible performance baseline. If a client network forces TCP, expect the possibility of TCP-over-TCP congestion effects rather than assuming that port 443 is equivalent to UDP. DCO may improve OpenVPN performance on supported systems, but it is not a substitute for testing the actual kernel, server build, and client combination.

L2TP/IPsec adds headers for IPsec and L2TP, and NAT-Traversal can add UDP encapsulation. If large packets stall while small packets work, investigate MTU and path-MTU discovery rather than immediately changing authentication settings. Test with the same client network and route that users will actually employ; a benchmark on a direct public path says little about a NAT-heavy mobile or home connection.

Troubleshooting by symptom

The OpenVPN client cannot connect

  • Confirm the VPS security group and host firewall allow the configured protocol and port.
  • Check that the client profile names the correct server address and transport.
  • Test UDP first; if the user’s network blocks it, try the separately configured TCP fallback.
  • Review certificate validity, client identity, and system time on both ends.
  • Once the tunnel is established, troubleshoot routing and NAT separately from authentication.

L2TP/IPsec fails before login

  • Check UDP 500 for the initial IKE exchange.
  • If the client is behind NAT, verify UDP 4500 and NAT-Traversal detection.
  • Check IKE version, peer identities, authentication method, and proposal compatibility.
  • On a non-NAT path, confirm that ESP protocol 50 is permitted.

IKE succeeds but no L2TP session appears

  • Verify that the L2TP service is running and bound to the protected interface or policy expected by the implementation.
  • Check the L2TP user credentials and address pool.
  • Ensure UDP 1701 is handled internally by the IPsec design and is not being exposed as an unrelated public service.
  • Inspect forwarding and route rules after authentication succeeds.

The tunnel connects but applications fail

  • Check whether the client received the intended routes and DNS settings.
  • Verify VPS forwarding and NAT rules for the destination network.
  • Test smaller packets to identify an MTU problem.
  • Compare behavior on UDP and TCP only for OpenVPN; changing transport will not repair an incorrect L2TP/IPsec policy.

Decision checklist for a new VPS

  1. Can every user install an OpenVPN client? If yes, start with OpenVPN.
  2. Do you require built-in operating-system L2TP/IPsec settings? If yes, verify the exact client profile and choose L2TP/IPsec only with a complete IPsec plan.
  3. Are restrictive networks likely? OpenVPN offers a UDP baseline and a TCP fallback. L2TP/IPsec requires UDP 500, UDP 4500 when NAT is detected, and appropriate ESP handling.
  4. Will several users or devices connect? Prefer OpenVPN TLS certificates with per-client credentials, or design equivalent individual authentication and revocation for IPsec.
  5. Can you operate multiple protocol layers? If not, OpenVPN’s single-daemon model is less error-prone than troubleshooting IKE, ESP, NAT-Traversal, and L2TP separately.
  6. Is performance the deciding factor? Do not choose from generic speed claims. Test the actual VPS, clients, route, MTU, and NAT conditions; no general head-to-head speed advantage is established.
