Yes, according to OpenBot’s own documentation. Every tool call a Bot makes is meant to pass through a single gateway, which resolves the target, checks the current policy, writes an audit row recording that decision, and only then calls the computer if the decision allows it. A refused action is stopped at the gateway and the refusal names the rule that caused it. These are statements in the project’s repository and architecture documents. They describe intended behavior, not results from a test of a running installation.
The documented order of operations
The OpenBot repository describes the gateway as the only route for Bot tool calls. Its feature description states that the gateway resolves the target, decides against policy, records an audit row, and then either acts or refuses. The project also describes giving each Bot its own computer, with its own browser and workspace, so that browser and file actions reach a Bot-specific container. OpenBot repository

- Evaluate the current action policy.
- Write an audit row for the decision.
- Call the computer only if the decision forwards the action.
- If a forwarded action fails, write a second audit row.
The practical consequence is that the first row is written before the computer is contacted. It is a record of what the gateway decided, not a record of what the computer did. OpenBot architecture documentation

What each outcome looks like
The sequence produces three distinct outcomes. The table below summarizes what the documentation says for each, so you can tell which record to expect when you audit a Bot’s activity.
| Policy decision | Audit rows written | Computer called? | What the record establishes |
|---|---|---|---|
| Allowed, action succeeds | Decision row (step 3) | Yes | The gateway allowed the action. The documentation does not describe a separate success row, so success is not recorded as a distinct event. |
| Allowed, forwarded action fails | Decision row, then a second row (step 5) | Yes | The gateway allowed the action and the forwarded attempt failed. The second row is the documented signal of that failure. |
| Refused by policy | Decision row (step 3) | No | The gateway refused the action and the decision row is written before forwarding is withheld. The refusal names the rule that applied. |
The table reflects the documented design. It does not show that every deployment produces these rows in exactly this form.
Refusals and the rule that caused them
When policy refuses an action, the gateway refuses it and does not forward it. The repository states that the refusal names the rule responsible. That matters for operators because a refused action is still visible: it leaves a decision row, and the rule named in the refusal tells you which policy produced the stop. OpenBot repository
Why the first row does not prove success
Readers often treat an audit entry as confirmation that an action happened. For OpenBot, the first row only means the decision was allowed. The architecture explicitly anticipates that a forwarded action can fail, and it adds a second row in that case. So an installation’s log should be read as a sequence: a decision, then, if needed, a failure record. Do not assume that the absence of a second row means the action completed in the way you intended, because the documentation does not describe a separate success record.

How policy is evaluated
The architecture document describes the policy as fail closed, and it sets out three rules that define the behavior:
- Deny rules are evaluated before allow rules.
- If no policy is present, nothing is permitted.
- If a rule is broken, the gateway refuses the action rather than opening access.
The policy can consider several kinds of input. The architecture lists the tool and intent, the Bot and actor identifiers, browser page and element details, keyboard input, the command, file details, the MCP server, tool, and effect, and information about the initiator. Because the policy works on these inputs, the audit row is only as informative as the fields it captures from them. OpenBot architecture documentation
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Checking the sequence in your own installation
The documentation describes intended behavior, so an operator who depends on it should verify it. The following checks correspond directly to the claims above:
- Confirm that every Bot tool path goes through the gateway, not directly to the computer.
- Trigger a refused action and confirm that a decision row appears and that the computer receives no call.
- Check that the refusal names the specific rule.
- Force a failure on a forwarded action and confirm that a second row follows the first.
- Remove or break a policy in a test environment and confirm the gateway refuses rather than allows.
Run these checks against your own deployment. The repository and architecture documents are the source for the expected behavior, but they do not replace a test of the system you run.

What the sources do and do not establish
The claims here come from two OpenBot documents: the repository overview and the architecture document. Neither includes a named statistic about audit ordering, and the repository’s quoted statement is attributed to the project documentation rather than to an individual. The exact wording is: “The gateway is the only way in: it resolves the target from a server-held snapshot, evaluates the policy, writes the audit row, and only then calls the computer.” Also note that the two links above point to different repository paths; the sequence is described in both, but readers should confirm which copy they are following against the version they run.
Two things are outside the scope of the documentation. It does not establish that the sequence is enforced in every possible execution path of every deployment, and it does not describe how audit rows are stored, retained, or protected from modification. Those questions require checking the installed software rather than relying on the design description.
This is a software-architecture question, not a product comparison. There is no competing product or version in the sources to weigh against OpenBot, so the relevant comparison is between the documented behavior and what your installation actually does.
