For most Indian startups, the sensible starting point is to evaluate a hybrid approach and choose a model for each workload—not to commit to open-weight hosting or proprietary APIs across the board. APIs can get a product running without the startup operating inference infrastructure. Self-hosted open-weight models offer more control over deployment and adaptation, but the startup takes on compute, engineering, reliability, security and ongoing maintenance. Test both against real product tasks and compare total operating cost before deciding.
What is the difference between an open-weight model and a proprietary API?
A proprietary API lets a startup send requests to a provider-operated model service. The provider manages the serving infrastructure; the startup integrates the API and pays according to the provider’s terms and pricing. This can make experimentation and launch simpler, though the startup remains dependent on the provider’s availability, controls and model changes.

An open-weight model makes its trained weights available for deployment or adaptation under a particular license. A startup can run it on rented or owned infrastructure, or use a third-party hosting service. That can increase control over where inference runs and how the model is adapted, but it does not make inference free or remove operational work.

How should a startup choose?
Match the deployment choice to the workload, the team and the traffic pattern. A model that is attractive on token price may still cost more once infrastructure utilization and engineering are included. Conversely, an API subscription or usage bill may be a poor fit for sustained, predictable workloads if a startup can serve a suitable open-weight model efficiently.
| Decision factor | A proprietary API may fit better when… | Self-hosted open weights are worth testing when… |
|---|---|---|
| Time to launch | The team needs to integrate quickly and has little capacity to operate inference infrastructure. | The team already has serving and infrastructure expertise, or a specific requirement justifies building it. |
| Traffic and utilization | Usage is early-stage, variable or too low to keep dedicated compute productively busy. | Demand is sustained and predictable enough to use rented or owned compute efficiently. |
| Task quality | A hosted model performs materially better on the startup’s actual tasks. | A smaller or adaptable model meets the product’s quality bar at acceptable latency and cost. |
| Data handling | The provider’s actual terms and available controls meet the startup’s requirements. | The team needs more direct control over where inference runs or how the model is adapted, and can implement its own security controls. |
| Reliability and support | Managed operations and provider support are valuable to a small team. | The startup can own monitoring, capacity, incident response, updates and the model lifecycle. |
| Customization and portability | The hosted model and interface meet current product needs. | Adaptation, serving control or reduced dependence on one API matters enough to justify maintaining the stack. |
Are open-weight models cheaper than APIs?
Not automatically. API charges are visible, while self-hosting costs are spread across compute, storage, networking, engineering time, capacity planning, monitoring, reliability work and support. A rented GPU that sits idle between traffic spikes can undermine an attractive per-token estimate. A busy, predictable service may make self-hosting more compelling, but there is no universal break-even traffic level established here.
Compare monthly total cost at today’s traffic and at plausible growth levels. Include the cost of retries, failures, caching, peak capacity and the people required to operate the service. For a hosted model, include the provider’s current pricing and any relevant service or data-handling terms. For self-hosting, use current infrastructure rates and realistic utilization rather than assuming a GPU runs at full productive capacity all month.

EY’s 2025 report describes rapidly falling model costs and gives a historical illustration in which the reported cost for two million tokens of GPT-4-level models declined from US$180 to US$0.75 over two years, described in the report as 240 times cheaper. EY also reported that GPT API costs had fallen nearly 80% in two years. These are historical report figures, not current API quotes or a comparison with the cost of hosting a particular open-weight model. Check today’s provider and infrastructure rates before making a budget decision. EY, The AIdea of India 2025, also discusses approaches including fine-tuning, prompt caching, batch processing and quantization; their value depends on the workload and implementation.
What does India-specific evidence say?
The Competition Commission of India’s 2025 market study found that 43% of interviewed Indian GenAI startups preferred a hybrid architecture combining open- and closed-source models. In the interviewed sample, 76% of companies built application solutions using open-source technologies, while 17% mostly used closed-source technologies. These figures describe the study’s interviewed participants; they are not a census or a current adoption estimate for every Indian startup.
The study also describes firms using existing open and closed models rather than training foundation models from scratch. For many startups, the practical decision is therefore which existing model or service to use for a specific application—not whether to build a foundation model independently.

Self-hosting can give a startup more direct choice over where inference runs and what infrastructure handles its data. That control is not the same as legal compliance: the startup still needs suitable security, access controls, retention practices and an assessment of its applicable obligations. Do not treat a deployment pattern alone as a compliance determination.
API data location and retention depend on the provider, configuration, customer eligibility and contract. Check the actual request path, storage and retention terms for the specific service and account. An API is not necessarily cross-border in every configuration, and a provider’s India infrastructure announcement does not prove that every customer’s requests are processed in India.

For example, OpenAI’s 2026 announcement with Tata described plans to develop local AI-ready data-center capacity, starting at 100 megawatts with potential to scale to one gigawatt. The announcement says the infrastructure is intended to support data residency, security and compliance needs; it does not establish that every OpenAI API request is already handled in India or that every customer can use a particular residency configuration. OpenAI’s India announcement also describes a broader initiative involving infrastructure, skills and local partnerships.
Provider-specific controls have their own eligibility and rollout limits. OpenAI says Zero Data Retention is available to eligible API customers, and its September 22, 2026 update says Private Safety Processing was being tested with early customers. Those details should not be generalized to all providers or accounts. OpenAI’s Zero Data Retention update is the relevant source for its stated controls.

What does a hybrid architecture look like?
Hybrid does not have to mean routing every request between two models. It can mean using an API for one product feature and a self-hosted model for another, or keeping a fallback available for a critical workflow. A team might test a hosted model for a task where quality or operational simplicity is paramount, while evaluating a self-hosted option for a predictable workload or a case that benefits from more control.

Routing requests based on cost, sensitivity or task type is another implementation choice, but it adds complexity: the team must decide which requests can go where, maintain consistent behavior, observe model quality and handle failures. Treat routing as something to validate, not as guaranteed cost savings. Keep a fallback only where the product’s reliability needs justify the extra integration and operating work.
How to benchmark before committing
- Choose one representative use case. Use real or carefully anonymized examples that reflect the range of inputs, languages and edge cases the product will encounter.
- Set a quality bar and latency target before testing. Define what counts as an acceptable answer, including the error or hallucination rate the product can tolerate.
- Compare shortlisted APIs and open-weight models on the same tasks. Measure task quality, language performance, latency, throughput and failure behavior. The available evidence does not establish one best model for every Indian language or startup workload.
- Test realistic traffic, not just a single prompt. Record input and output tokens, peak concurrency, retry and failure rates, caching behavior, and—when self-hosting—GPU utilization.
- Price the whole operating model. Include current API or infrastructure rates, engineering effort, reliability work and support. Model costs at current usage and plausible growth levels.
- Check operational and contractual details. For a hosted service, confirm the applicable terms and controls. For an open-weight model, verify the exact version’s license, usage policy, support expectations and update path.
- Run a limited production trial if the stakes warrant it. Observe quality and failure modes under real usage, and decide in advance how the product will respond to an outage or quality regression.
What does a startup take on by self-hosting?
Open weights are not a free inference service. OpenAI’s documentation says gpt-oss is not served through its API and that users bear compute, storage and third-party hosting costs. It also states that OpenAI does not receive or process data sent to gpt-oss models that users self-host unless they explicitly share it with OpenAI or use a managed hosting partner. That statement is specific to gpt-oss self-hosting, not a general guarantee about every deployment. OpenAI’s gpt-oss documentation identifies GPU environments as a deployment option and notes substantial memory requirements for some large variants, so check the exact model’s requirements against current hardware before estimating capacity.
The startup also needs people and systems to deploy, monitor, scale and maintain the service. A policy brief on open-source AI in India cautions that ongoing maintenance can be costly and that support, access and release strategies may change. Open weights reduce some dependencies; they do not remove the need to review security updates, license terms, support and continuity risk. BMZ Digital.Global’s 2026 policy brief discusses these trade-offs.

A practical starting choice
If the team is small, traffic is uncertain and no special data-control or customization need has been established, start by evaluating hosted APIs while measuring real usage. If traffic becomes sustained, infrastructure expertise is available, or control and adaptation are important requirements, benchmark an open-weight deployment against the API on the same workload. Use a hybrid design when different tasks genuinely call for different trade-offs—not simply because it sounds like a compromise.
