Open Banking Was Built for a Different Future—and That May Make It Useful for AI Agents

UK Open Banking was built to increase banking competition. Its APIs may help AI agents access account information and initiate payments, but customer consent and agent authority are not the same thing.

UK Open Banking was created to increase competition in retail banking, not to give AI agents control of people’s money. Yet its consent-based APIs already offer two ingredients an agent might need: structured account information and a way to initiate payments through a customer-authorized provider. That makes Open Banking a plausible foundation for agentic finance—not a ready-made system for delegating financial decisions.

The distinction matters: a person’s consent for a provider to connect to an account is not, by itself, permission for an AI agent to decide what to do with that account over time.

What was UK Open Banking built to do?

Its original purpose was to address a competition problem. After a 2016 Competition and Markets Authority investigation found that large banks dominated retail banking, the CMA and UK government required the nine largest providers to implement common standards. The aim was to make it easier for customers and small businesses to share financial data or initiate transactions through trusted providers, creating room for more choice and new services.

Implementation began in 2017 as part of that package of remedies. The programme was not a failed attempt to build AI infrastructure; it was designed to solve a different problem. Calling that a mismatch with a possible future use is more accurate than saying Open Banking was built badly or has outlived its purpose.

What can Open Banking APIs do now?

In the UK framework, Read/Write APIs are RESTful interfaces that let third-party providers connect securely to account providers to access account information and initiate payments, with customer consent. The standards also cover open data interfaces, participant directories, client registration and reporting. The security profile uses Financial-grade API (FAPI); the standards site says version 4 adopted the final FAPI 1 Advanced specification.

These interfaces provide a standardized technical route for permitted access and payment initiation. They do not grant unrestricted authority to any software that can connect, nor do security standards alone decide what an AI agent is allowed to choose or do.

Why might those capabilities suit AI agents?

An agent that helps someone manage money could benefit from machine-readable account information and a standardized way to prepare or initiate a payment. In principle, it might review cash flow, identify recurring costs, prepare a payment for approval, or carry out a narrowly authorized action. Those are plausible design patterns, not evidence that a general-purpose AI agent is already autonomously managing UK bank accounts through Open Banking.

The underlying infrastructure can make an interaction more structured than asking an agent to interpret a bank webpage or handle credentials directly. But the crucial question is not only whether an agent can reach an API. It is whether the person’s authorization clearly covers the agent, the action, and the circumstances in which it acts.

Does account consent mean an agent can make decisions?

No. A customer authorizing a regulated third-party provider to connect to an account is not necessarily authorizing an AI system to make choices over time. Access to account data and authority to decide when, where, or how much to pay are different permissions.

Open Banking Limited’s AI and Open Finance green paper says that topics including AI ethics, agentic AI and agent consent remain outside its scope, while being relevant to current and future ecosystems. That acknowledgment points to an open design and governance question; it does not establish a complete agent-specific authorization framework.

For an agent to act safely, the person and provider would need clarity on questions such as:

  • Identity and scope: Which agent or service is acting, and what specific tasks is it allowed to perform?
  • Limits and approval: Are there spending caps, permitted payees, time limits or actions that always require confirmation?
  • Changes and exceptions: What happens if an amount, recipient or account detail differs from expectations, or a payment fails?
  • Records and accountability: Can the customer see what the agent did and why, and who is responsible if something goes wrong?
  • Revocation and recovery: Can the customer stop access promptly, and what happens to pending actions or disputed payments afterward?

These are questions a sound agent design needs to answer. The APIs’ ability to connect and initiate payments does not, on its own, answer them.

What does current consent guidance expect?

Open Banking good-practice guidance emphasizes that customers should be able to understand a service’s terms, how their data will be used and what value they receive in exchange. It recommends explaining what data is requested and why, the purpose and duration of consent, and known onward sharing. It also calls for an accessible way to review consent and cancel it, such as a consent dashboard or equivalent function, and for controls to review onward-sharing arrangements.

The guidance says firms should consider the conduct of agents acting on their behalf, onward recipients and technical service providers. That is relevant to AI services, but the guidance does not turn a conventional human-facing consent flow into a complete protocol for delegating decisions to an AI agent. It also signposts regulation and good practice rather than creating new legal obligations by itself.

Do adoption figures show that AI agents are using Open Banking?

No. They show the scale of the UK Open Banking ecosystem and payment activity, not autonomous-agent use. The Financial Conduct Authority reported more than 16 million active users and 53% growth in Open Banking payments in 2025. Open Banking Limited announced on 30 July 2026 that more than one billion payments and 100 billion API calls had been recorded across the UK’s nine largest banks since launch. Neither figure measures how many transactions, if any, were initiated autonomously by AI agents.

What is the UK policy direction?

The FCA has described its vision for an ecosystem that is sustainable, secure, scalable and useful to consumers and small businesses. In a December 2025 update, it said Treasury was expected to introduce legislation in 2026 giving the FCA powers to set Open Banking rules. That was an expectation, not confirmation that legislation had taken effect.

In its feedback statement, the FCA described a future entity that, subject to legislation, would set common API standards, monitor performance, support conformance, and provide directory and certification services. It also described a competitive commercial scheme layer that could innovate beyond common standards. These arrangements could shape the environment in which agentic services operate, but they are not evidence of a settled agent-governance model.

So is Open Banking “perfect” for AI agents?

Only in the sense that its existing capabilities may fit part of the problem. Structured data, common interfaces and consent-mediated payment initiation are useful building blocks for software that assists with financial tasks. But reliable agentic finance also depends on delegated authority, understandable limits, oversight, accountability, and safe handling of errors and disputes.

Open Banking addressed competition and consumer choice. Its standards may help support a later use that their original purpose did not anticipate. Calling the fit “perfect” is a provocative way to describe that potential—not a claim that the technical, legal or consumer-protection work is finished.
