There is no universal winner between OPC and PPC. For a project in India, use the cement type named in the drawings, technical specification, exposure requirements and approved-makes list. Under the Indian standards covered here, Ordinary Portland Cement (OPC) is specified by IS 269:2015, while Portland Pozzolana Cement (PPC) is covered by IS 1489. If the work has a special high-early-strength requirement, the specification and project engineer must decide whether the proposed PPC is acceptable; do not substitute on the basis of a generic rule.
The practical choice is therefore a compliance decision first, followed by a product-quality and site-control decision. The labels “OPC” and “PPC” alone do not tell you which cement is approved for a particular element, exposure condition or construction sequence.

The short answer: follow the project specification
Start with the contract documents, not a rule such as “OPC for slabs” or “PPC for all buildings.” Drawings, concrete specifications, durability or exposure clauses, approved-source lists and method statements can restrict the cement type. A government tender illustrates this point: it specified PPC for its works generally but required OPC grades 43 and/or 53 for cement-concrete pavement. That requirement applied to that tender only; it is not a national rule for every pavement or building. Read the Central Warehousing Corporation tender excerpt.
If the documents do not name a cement type, obtain a written decision from the designer or engineer of record. Record the approved product standard and manufacturer before ordering. A cement that is technically conforming but not approved for the contract can still create a compliance problem.

What OPC means in Indian Standards
IS 269:2015 is the OPC specification
The Bureau of Indian Standards (BIS) lists Ordinary Portland Cement under IS 269:2015, Ordinary Portland Cement—Specification, identified as the sixth revision. BIS’s 2025 cement compendium describes that standard as reaffirmed in 2020.
OPC grade labels listed by BIS
The compendium lists five OPC labels: OPC 33, OPC 43, OPC 53, OPC 43S and OPC 53S. The “S” designations are part of the standard’s grade naming. These are cement-grade labels; they are not the same thing as the characteristic strength grade of the concrete mix (for example, an M-grade specified by a structural designer).
Uses identified in the compendium
BIS describes OPC applications including buildings, concrete pavements, flooring and plastering. Those listed applications do not override a project’s own specification, exposure limits or approved-source conditions. See the BIS Compendium of Cement Standards (2025).
What PPC means in Indian Standards
Fly-ash-based PPC: IS 1489 (Part 1):2015
Fly-ash-based Portland Pozzolana Cement is covered by IS 1489 (Part 1):2015, reaffirmed in 2020 in the BIS compendium. The fly ash must conform to IS 3812 (Part 1). BIS states that the cement may be produced by intergrinding the constituents or by uniformly blending them.
The fly-ash proportion is a defined standards fact: 15% to 35% by mass of the PPC. That percentage describes the cement’s composition; it is not a performance guarantee for a particular concrete mix or curing regime.

Calcined-clay-based PPC: IS 1489 (Part 2):2015
BIS separately identifies Portland Pozzolana Cement made with calcined clay under IS 1489 (Part 2):2015. The listed applications include building construction, marine and coastal structures, mass-concrete structures, highways and other infrastructure. The standard and product documentation should make clear which PPC part applies. Consult BIS’s IS 1489 (Part 2):2015 document.
Do not invent a “PPC 53” category
The retrieved BIS compendium lists numbered grades for OPC, but it does not list equivalent numbered PPC grades. A bag or sales description that uses a number must be checked against the applicable standard and the project’s concrete design. Never infer that a PPC product has the same grade classification as OPC 53, and never confuse either label with the designed grade of concrete.

| Selection limit emphasized by BIS | Use only where the project specification and approved product permit it | The compendium describes applications but excepts cases where high early strength is specially required |
A step-by-step selection process
- Collect the controlling documents. Read the structural drawings, general and special specifications, concrete mix-design requirements, exposure or durability clauses, approved-makes list and any employer or authority standards. Look for a named cement standard, permitted alternatives and restrictions for individual elements.
- Map each element to its requirement. Separate foundations, columns, slabs, masonry, plaster, pavements, mass-concrete pours, marine or coastal work and repair work if the documents treat them differently. Do not apply one cement choice to the whole site without checking those clauses.
- Check whether early strength is a special requirement. The BIS compendium expressly identifies situations where high early strength is specially required as an exception to its PPC application description. The source does not provide a universal age-strength threshold or state that OPC is automatically suitable. Ask the engineer to confirm the required strength at stripping, opening, stressing or other project milestone and the cement permitted to achieve it.
- Identify the exact PPC type when PPC is allowed. Confirm whether the product is fly-ash-based under IS 1489 (Part 1) or calcined-clay-based under IS 1489 (Part 2). Match the part number on the bag, certificate and purchase order to the specification.
- Verify the approved source and conformity documentation. Obtain the manufacturer’s certificate, batch or lot identification and test documents required by the contract. Check that the product bears the applicable BIS standard mark and that the source is on the project’s approved list.
- Approve the mix and construction sequence. The designer or laboratory should confirm the cement in the mix design, water-to-cementitious-material limits, admixture compatibility, curing plan and testing ages. A change of cement after approval can require a revised mix or trial, even when the replacement appears to meet the same broad category.
- Control deliveries and records. Log the standard, product, batch number, delivery date, quantity, storage location and test results. Keep rejected or suspect lots segregated until the engineer decides their disposition.
How early strength changes the decision
High early strength can matter when a project must strip formwork quickly, open a pavement to traffic, apply prestress, meet a repair window or maintain a tightly sequenced construction programme. In such cases, “PPC is generally suitable” is not enough. The engineer must check the specified age, required value, curing temperature, admixtures, section size and test method against the proposed cement and mix.
The available BIS material does not supply a controlled OPC-versus-PPC dataset for strength at particular ages. It also does not establish a universal difference in heat of hydration, curing time, durability, cracking or price. Treat claims such as “PPC always lasts longer” or “OPC always cracks more” as unsupported unless a project-specific specification or an appropriate test study backs them.
Match the cement to the construction use named in the documents
General building work
OPC’s listed uses include buildings, flooring and plastering. Fly-ash-based PPC is also commonly considered for building work when the specification permits it, while calcined-clay-based PPC has building construction among its listed applications. The deciding evidence remains the project standard, exposure requirement and approved product.

Pavements and highways
BIS lists concrete pavements among OPC applications, and highways among the applications listed for calcined-clay-based PPC. A tender may still prescribe one type for a particular pavement, as the Central Warehousing Corporation example does with OPC grades 43 and/or 53. Read the pavement or highway clause rather than transferring a recommendation from another contract.

Calcined-clay-based PPC is listed for mass-concrete structures. That listing does not remove the need to check the project’s temperature-control, placement and curing requirements. Use the cement and mix specifically approved for the pour.
Marine and coastal structures
Marine and coastal structures appear among the BIS-listed applications for calcined-clay-based PPC. Exposure classification, cover, permeability requirements and any authority specification still govern the selection. Do not treat the application list as a blanket approval for every coastal site.
Buying and checking bags on an Indian project
Before accepting a delivery, compare the physical bag and paperwork with the purchase order and approved submittal:
- Confirm the exact Indian Standard number and part, such as IS 269:2015, IS 1489 (Part 1):2015 or IS 1489 (Part 2):2015.
- Check the BIS Standard Mark and the identification information required by the project.
- For PPC, confirm whether the product is fly-ash-based or calcined-clay-based; do not rely only on the word “PPC.”
- Record batch or lot details so test results can be traced to the delivered cement.
- Reject damaged, wet or otherwise compromised bags under the site’s material-receiving procedure and notify the engineer.
The Cement Manufacturers’ Association summarizes the Cement (Quality Control) Order 2003 as prohibiting manufacture, sale and distribution of cement that does not conform to BIS specifications and bear the standard mark. Treat that page as an industry summary and verify current legal wording with the relevant regulator before giving legal or enforcement advice. See the Cement Manufacturers’ Association standards overview.

Storage, sampling and testing are part of the choice
A compliant cement can still produce unreliable work if it is stored badly or used without the specified tests. Keep bags off the floor, protected from rain and ground moisture, and rotate stock so older approved batches are used first under the project’s storage procedure. Do not mix different standards or unidentified batches in one silo or pour.
Testing frequency, sample preparation, strength ages and acceptance limits come from the contract, laboratory plan or governing specification. The Ministry of Road Transport and Highways’ Specifications for Road and Bridge Works, Volume 2 discusses checking cement batches and testing strength before work; those instructions are tied to that document and should not be treated as universal requirements for every building project. Read MoRTH Volume 2.
Common mistakes and how to correct them
Choosing by element folklore
Mistake: assigning OPC or PPC to every slab, column or foundation from a generic chart. Correction: follow the element-specific specification and obtain a written clarification when it is silent.
Equating OPC 53 with concrete strength
Mistake: assuming OPC 53 automatically produces a particular M-grade concrete. Correction: keep cement grade, mix proportion, water content, admixture and concrete characteristic strength as separate design decisions.

Ignoring the early-strength exception
Mistake: replacing specified OPC with PPC when formwork stripping, traffic opening or another early milestone is critical. Correction: have the engineer confirm the required age strength and permitted cement before procurement.
Accepting an unapproved source because the chemistry looks similar
Mistake: treating any bag carrying “OPC” or “PPC” as interchangeable. Correction: verify standard mark, approved make, batch documents and the contract’s submittal requirements.
Generalizing a tender clause
Mistake: copying the Central Warehousing Corporation’s pavement requirement to another project. Correction: use that document only as an example of why contract-specific instructions matter.

A practical decision matrix
| If your project condition is… | Action |
|---|---|
| The specification names OPC under IS 269:2015 | Use the approved OPC product and grade stated in the documents; obtain approval before proposing PPC. |
| The specification names PPC but does not identify the constituent type | Ask whether IS 1489 (Part 1) fly-ash-based or IS 1489 (Part 2) calcined-clay-based PPC is required, then document the answer. |
| High early strength is specially required | Have the engineer confirm cement type, target age, mix and test plan; do not assume PPC or OPC from a general rule. |
| A tender gives a special rule for pavements or another element | Follow that tender for that element only and do not generalize it to other contracts. |
| The supplier offers a product with unclear grade or standard marking | Hold the delivery until the standard, conformity mark, batch documents and approval status are verified. |
| The cement is changed after mix approval | Obtain engineering and laboratory review and revise the submittal or trial requirements if instructed. |
What the available standards do—and do not—prove
The standards identify product categories, constituents, grade labels and listed applications. They do not, by themselves, rank OPC and PPC as a universal winner for strength, durability, heat, cracking, curing speed or cost. Those outcomes depend on the specified product, concrete proportions, exposure, curing, workmanship and acceptance tests. A responsible selection therefore combines the Indian Standard, the project specification and evidence from the approved mix and quality-control plan.
For an Indian construction project, the defensible answer is simple: use the cement your contract and engineer approve. Choose OPC when the documents require an IS 269 product or when a verified early-strength requirement points that way; choose the specified PPC type when IS 1489 is permitted and its constituent, exposure and testing requirements are satisfied. In either case, the batch must conform, be traceable and be used in the mix and curing system that the project has approved.
