Online proctoring and secure question-paper distribution protect different points in an assessment. Proctoring checks the person and their behavior during an online session; secure distribution controls confidential questions from receipt through storage, printing, delivery and disposal. Neither control closes every route to misconduct, so exam owners normally combine them with sound assessment design, trained staff, access logs and incident procedures.
What each control is designed to prevent
The most useful distinction is when a control acts and what it can observe. Online proctoring starts at candidate check-in and continues through the test session, with some systems reviewing recordings or alerts afterward. Secure question-paper distribution starts when an awarding body or exam owner releases the material and continues until the paper has been issued, collected or securely destroyed.

This is a synthesis of guidance from Microsoft’s Pearson VUE online-exam model, the UK Joint Council for Qualifications (JCQ), Ofqual, ISC2 and New Zealand Qualifications Authority (NZQA). Those sources cover different programmes and jurisdictions; they do not provide a controlled, head-to-head measurement of which approach prevents more misconduct.

Impersonation and identity substitution
A proctored exam commonly begins with an identity check. In Microsoft credential exams delivered through Pearson VUE/OnVUE, the candidate presents identification and completes face or identity checks before launch. This raises the difficulty of having another person sit the exam, although no remote identity process is infallible. Organisations should define which identity documents are accepted, how mismatches are escalated and what alternative arrangement applies when a legitimate candidate cannot complete an automated check.

Visible unauthorised materials and devices
The same operational model requires a scan of the exam area and restricts materials and devices. A room scan can expose notes, a second monitor, a phone or another person in the room. A secure browser can limit ordinary navigation and block some copy, print or screen-sharing functions. These measures address what the camera, software and proctor can see; they cannot guarantee that an item is hidden outside the camera view or that a separate channel is not being used.
Some forms of real-time assistance
Audio and video monitoring can reveal another voice, repeated off-screen glances or someone entering the room. A live or recorded review may then investigate the event. Microsoft’s guidance says automated tools can analyse session data and generate alerts, but “These tools support, but do not replace, human review.” An alert is therefore a signal for an examiner or integrity team, not an automatic finding of cheating.
Post-session investigation
Recordings, identity evidence, browser events and proctor notes can help an exam owner investigate a complaint or pattern across sessions. The value depends on retention, reviewer training, time stamps and a documented decision process. A programme should tell candidates what is recorded, who may access it, how long it is retained and how an appeal works.

- Preparation: publish supported operating systems, browsers, camera and microphone requirements, and a system-test process. Explain the room, desk, permitted-material and identification rules in advance.
- Check-in: authenticate the candidate, resolve document or face-check exceptions consistently, and record the decision before the exam clock starts.
- Environment check: complete the required room scan and remove unapproved people, devices and notes.
- Session control: launch the secure browser, monitor audio and video, and document interruptions or technical events rather than treating every interruption as misconduct.
- Review: send automated flags and proctor observations to trained human reviewers. Preserve the relevant evidence and give the candidate the programme’s stated challenge or appeal route.
What online proctoring cannot reliably prevent
A leak that happened before check-in
Proctoring begins after the candidate receives access to the test session. If a question set was copied from a secure system, photographed during preparation or circulated in advance, a clean room scan and identity check will not undo that exposure. Preventing that scenario requires controls over the question bank and its distribution.
Every form of covert communication
Camera framing, microphone quality, lighting, compression and network interruptions limit what a reviewer can establish. A candidate may also use information memorised before the session rather than consulting a visible aid. Proctoring can deter and detect some conduct; it is not proof that no assistance occurred.
Technical and accessibility failures
Microsoft identifies proxy servers, packet inspection or filtering and strict network settings as possible causes of disruption. A failed upload, blocked camera or unstable connection can look like suspicious behavior even when it is not. Before a high-stakes session, providers should publish hardware, operating-system, browser and bandwidth requirements, offer a system test, document a rescheduling path and provide approved accommodations.

Privacy concerns
The cited Microsoft model records video and audio, including the candidate and room. A 2021 preprint by Balash and colleagues, based on user reviews and an online survey of 102 respondents, examined privacy and security perceptions. Its sample is not a representative estimate of all students and it is not a current technical audit of every provider. Privacy evaluation should still cover data minimisation, biometric or face processing, retention, cross-border transfers, access controls and deletion requests under the applicable law.

What secure question-paper distribution can prevent
Premature access to confidential questions
Distribution controls restrict who may receive a paper and when it may be opened. JCQ’s Instructions for Conducting Examinations (ICE), applying to examinations held from 1 September 2026 in its relevant UK centre context, require secure storage and access limited to authorised people. Receipt records and access logs create an auditable chain from delivery to the exam room.
Digital-file leakage during preparation
For electronic papers, JCQ requires the integrity and security of the file to be maintained during downloading, printing and collating. Its process keeps files locally only for printing and then deletes them. A centre should use a controlled workstation, restrict removable media and network access, verify the paper code and session before printing, count pages, and record who performed each check.
Loss or unauthorised handling in a centre
Secure rooms, lockable document cabinets and restricted keys or credentials reduce casual access. A locking filing cabinet can support this physical control, but JCQ does not endorse a particular cabinet or state that a cabinet alone satisfies its requirements. The effective safeguard is the complete procedure: authorised access, logs, training, correct storage, supervision and incident reporting.
Wrong-paper opening and timing errors
Packaging, labels, calendars and two-person verification can reduce the chance that staff open a paper for the wrong subject or session. Ofqual’s delivery report 2025 recorded 27 incidents in which centres opened the wrong exam paper; the report says this was its second most frequent incident type. That is a period-specific count, not a general error rate.
A secure distribution chain, step by step
- Receive and verify: log delivery, check the package or electronic release, and confirm the subject, session and quantity without opening material earlier than authorised.
- Store: place papers in approved secure storage and limit keys, credentials and physical access to named authorised people.
- Prepare: use the controlled download, printing and collation process. For electronic papers, keep files locally only for the approved printing task and delete them afterward.
- Check: reconcile paper codes, page counts and candidate numbers. Use a second checker where local procedure requires it.
- Issue on time: move the correct packet to the room at the authorised time, maintain supervision and record handovers.
- Collect and dispose: account for used and unused material, return or destroy it according to the awarding body’s instructions, and report any discrepancy immediately.
What secure distribution cannot prevent by itself
Cheating during the sitting
Once a paper has been correctly issued, storage controls no longer observe what a student does with it. They do not detect a hidden phone, collaboration, impersonation or unauthorised notes in the exam room. Room supervision, seating plans, permitted-material checks and post-exam investigation are separate controls.

Insider misuse or procedural mistakes
Ofqual’s 2025 report identified 39 incidents involving centre staff, including opening materials early, sharing pre-release material and failures of secure storage or return. Students also shared assessment material online. Written protocols and physical or digital barriers reduce opportunities, but a trusted person can still misuse access; segregation of duties, logs and rapid incident escalation are essential.
Weak questions and predictable answers
A perfectly protected paper can still produce evidence that is easy to obtain or copy. NZQA guidance recommends question randomisation and question banks, and, where appropriate, tasks requiring unique extended responses, problem-solving, explanation or application. These design choices reduce the value of leaked answer keys and make unauthorised collaboration harder.
How the two controls fit together
Think of an assessment as a chain: authoring, storage, preparation, delivery, candidate identity, conduct, collection and result review. A weakness at any earlier link can undermine a later safeguard. Secure distribution protects the confidentiality of the questions before and during issue; proctoring protects the identity and conduct of the person taking an online test.
- Protect the question bank. Limit authoring and release permissions, keep version records and separate draft from live material.
- Control preparation. Use authorised staff, access logs, correct-paper checks and a controlled download, print and collation process. Delete local electronic files when the approved process requires it.
- Verify the candidate. Set identity-document rules, resolve exceptions consistently and record the decision.
- Control the session. Use the approved browser, room and material restrictions; provide clear instructions before the clock starts.
- Review signals fairly. Route automated alerts and proctor observations to trained human reviewers, preserving evidence and an appeal route.
- Respond to incidents. Quarantine affected material or results, preserve logs, notify the responsible authority and determine whether a replacement form or other remedy is required.
For a paper exam in a supervised centre, secure distribution plus trained invigilators may be proportionate; remote delivery usually needs identity and session controls as well. A programme that cannot provide reliable connectivity or acceptable privacy may choose a test centre, an alternate arrangement or a redesigned assessment instead of assuming that more surveillance solves the problem.
Operational cost and capacity
Neither approach has a universal price tag. The meaningful comparison is the work and infrastructure each requires. Proctoring can involve software or exam-provider fees, compatible candidate devices, network testing, identity-check support, live or retrospective reviewers, recording storage and a process for handling false flags, technical failures and appeals. Costs can rise when candidates need extra support or when a programme must provide an alternative supervised setting.
Secure distribution shifts effort to the institution. Centres may need secure rooms or lockable cabinets, controlled workstations and printers, authorised staff, training, access and handover logs, paper-count reconciliation, timed delivery and secure return or destruction. Electronic handling adds controls for removable media, local file deletion and network access. A cabinet is only one component; buying one does not replace authorised-access rules, logging or incident response.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
Capacity matters as much as a budget. A large remote cohort may generate more recordings and alerts than reviewers can assess promptly. A multi-centre paper exam may require enough trained staff to prepare packets without bypassing checks. Exam owners should test the process at realistic volume and document who is accountable for each handoff.
Evidence about effectiveness and its limits
There is no directly comparable published percentage in the cited material showing how much misconduct either control prevents. Ofqual’s incident counts describe reported events, not the number of attempts that controls stopped. ISC2’s official statement says that, after two extensive online-proctored pilot programmes using what it described as the most stringent available protocols, it concluded that online-proctored exams did not meet its own security and integrity standards for exam administration. ISC2 gives no denominator or comparative error-rate estimate, and its conclusion should be read as that organisation’s judgement about its pilots and delivery methods, not proof that every remote programme fails.
The practical conclusion is risk-based rather than a universal ranking. Use the control that addresses the threat in front of you, then add independent safeguards for threats it cannot see.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Decision framework for exam owners
Choose stronger distribution controls when:
- The assessment depends on unreleased questions whose disclosure would invalidate a sitting.
- Multiple centres, printers or time zones handle the material.
- There is a history of wrong-paper openings, early access or missing packets.
- Electronic files must be downloaded, printed or collated before a scheduled start.
Choose proctoring or an alternative supervised setting when:
- The main concern is impersonation, unauthorised assistance or prohibited devices during an online session.
- Identity assurance is required for a credential or regulated outcome.
- The provider can meet network, accessibility, privacy and human-review requirements.
- A documented incident and appeals process can operate across candidates and locations.
Redesign the assessment when:
- Questions can be answered from a leaked key or a searchable source with little original reasoning.
- Remote surveillance would collect more personal data than the risk justifies.
- Randomised items, question banks, oral follow-ups or application-based tasks can measure the intended outcome more directly.
Candidate checklist
- Read the programme’s identity, room, permitted-material and recording policy before booking.
- Run the required system test on the same network and computer you will use for the exam.
- Remove unauthorised devices and materials, and arrange the room scan exactly as instructed.
- Ask about accessibility, privacy, retention and rescheduling before the session if any requirement is unclear.
- For a centre-based paper, follow staff instructions about bags, phones, permitted calculators and question-paper handling; do not photograph or share assessment material.
Bottom line
Online proctoring can make impersonation, visible unauthorised materials and some forms of real-time assistance harder to carry out or easier to investigate. Secure question-paper distribution can prevent premature access, uncontrolled copying and many handling errors before a paper reaches candidates. Neither one guarantees an honest result. Strong programmes layer both where appropriate, design questions that reward original reasoning, minimise unnecessary data collection and maintain clear human-led review and incident response.
Frequently Asked Questions
Can online proctoring stop cheating?
It can deter or help detect impersonation, visible unauthorised materials, some prohibited devices and some forms of real-time assistance. It cannot reliably identify every hidden aid, covert communication or information memorised before the session, so alerts require human review.

How are exam papers kept secure before an exam?
Authorised people receive and access the material, handling and handovers are logged, papers stay in secure storage, and opening and issue are timed. Electronic papers require controlled downloading, printing and collation, with local files deleted after the approved printing process.
Does secure question-paper delivery stop cheating during the test?
No. Once a paper is issued, storage controls do not observe phones, collaboration, impersonation or unauthorised notes. Invigilation, seating, permitted-material checks and post-exam review address those risks.
Is online proctoring more secure than a secure paper process?
There is no comparable percentage that ranks them. They address different threats: proctoring focuses on identity and conduct at test time, while distribution controls focus on confidentiality and handling before and during issue.
Free tools Windows power users keep installed
One-click scans. No signup required.
What happens if a proctored exam has a network or camera failure?
Proxy servers, packet inspection, filtering and strict network settings can disrupt an online session. Providers should publish technical requirements, offer a system test, document rescheduling and provide approved accessibility or alternate arrangements.
Are recordings and room scans private?
Policies vary, but the Microsoft model records audio and video of the candidate and room. Candidates should check what is collected, whether face or biometric processing occurs, retention periods, access, transfers and deletion or appeal rights under applicable law.
What should an exam owner do after a suspected leak or wrong-paper opening?
Preserve access and handling logs, quarantine affected material or results, notify the responsible authority, investigate the chain of custody and decide whether a replacement form or another remedy is required. Do not treat an automated flag or an incident count as a final finding by itself.
The Bottom Line
Use proctoring for identity and session conduct, secure distribution for question confidentiality and handling, and assessment design, supervision and human review to cover the gaps. The right choice depends on the threat, jurisdiction, privacy expectations, technical capacity and staff process—not on a universal claim that one control is always stronger.
