Online dispute resolution (ODR) helps parties address a particular disagreement using digital tools; community moderation applies rules to content and conduct in an online space. They can overlap when someone challenges a moderation decision, but they serve different purposes: ODR is organized around settling a dispute, while moderation is ongoing community governance.
What online dispute resolution means
ODR is not one fixed procedure, and its scope depends on the definition being used. The OECD’s 2024 framework defines it broadly as “the use of digital technologies and data to support dispute settlement within and beyond the court system.” That can include court-related processes as well as out-of-court options. In narrower usage, ODR means online alternative dispute resolution outside the courts.

Possible mechanisms include negotiation, mediation, conciliation, ombuds services, arbitration, adjudication, and court proceedings. A 2012 Government of Canada guide describes a spectrum from online arbitration to chat-based mediation and automated “blind bidding” negotiation. These mechanisms differ in how much control the parties retain and whether a neutral person or decision-maker determines an outcome.

What community moderation means
Community moderation is the governance of a shared online space. Moderators apply community rules and norms to posts, comments, and member behavior. Platforms may also enforce sitewide policies that apply across communities.

Reddit illustrates this layered approach: its community moderators create and enforce community-specific rules, while Reddit employees enforce sitewide rules. Reddit says moderators perform most community moderation actions on the platform, using tools that can remove content from a community or ban someone from posting there. Platform-level bans are reserved to admins. This allocation is Reddit-specific; other platforms may divide authority differently.
How the two approaches differ
| Question | Online dispute resolution | Community moderation |
|---|---|---|
| Main purpose | Help parties resolve a particular dispute. | Apply rules and maintain acceptable participation and content in a community. |
| Typical subject | A disagreement between parties, such as a legal, consumer, or civil conflict; the scope depends on the provider and definition. | Posts, comments, member conduct, rule compliance, and community norms. |
| Typical process | May involve negotiation, mediation, conciliation, an ombuds process, arbitration, adjudication, or a court-connected procedure. It may be synchronous or asynchronous. | May involve reports, moderator review, automated tools, content removal, warnings, community bans, or referral to platform administrators. |
| Who decides? | Control can range from party-led agreement to a neutral or adjudicator’s decision. | Moderators apply rules within their authority; platform staff handle platform-wide policies. A separate review or appeal route may be available. |
| Possible result | An agreement, settlement, recommendation, award, or decision, depending on the mechanism and applicable framework. | An action or decision about content, account access, or standing in a community. It may not resolve the underlying interpersonal or legal dispute. |
Neither label tells you by itself whether the result is binding, whether participation is voluntary, or what review is available. Those details depend on the process, its rules, the provider or platform, and applicable law.

When a moderation appeal is—and is not—ODR
A user can dispute a moderation action by asking for review or appealing through a channel the platform provides. That makes the action contested, but does not automatically turn moderation into ODR. A moderation appeal typically asks whether a rule was applied correctly or an enforcement action should be changed; it is not necessarily a process for resolving a dispute between two parties through negotiation, mediation, or arbitration.
Reddit says that for certain sitewide content removals or account-level actions, it notifies the affected account of the reason and appeal instructions, and users may appeal within six months. This is Reddit’s stated policy, not a universal right to appeal or a guarantee that every decision by a community moderator follows the same route.

What to check before using either process
If you are considering ODR
- Identify the mechanism: Is it negotiation, mediation, arbitration, adjudication, or a court-connected procedure?
- Check who runs it: Find out whether the provider is independent of the parties and how conflicts of interest are handled.
- Understand control and effect: Ask who controls the procedure and outcome, whether participation is voluntary, and whether any result can bind you.
- Review privacy and access: Check what information is shared, how it is protected, and whether the process works for your language, technology access, and communication needs. The Government of Canada’s 2012 guide notes that limited technology access, language barriers, and difficulty communicating in writing can affect participation.
- Confirm the governing rules: Applicable law and provider rules can affect the process and whether a settlement is enforceable. Do not assume one jurisdiction’s rules apply everywhere.
If you are challenging a moderation decision
- Identify the rule: Determine whether the stated basis is a community rule or a platform-wide policy.
- Identify the authority: Check whether a community moderator or platform staff took the action and what that person or team can change.
- Read the notice and use the stated channel: Look for the explanation, available review route, and any deadline. Do not assume an appeal exists if the platform or community does not offer one.
- Keep the scope clear: A review may address the enforcement action without deciding the underlying dispute between community members.
What fairness depends on
For ODR, useful safeguards to examine include provider independence, conflict-of-interest handling, informed participation, accessibility, transparency, privacy and security, applicable law, and enforceability. Their availability and effect depend on the specific mechanism and jurisdiction.
For moderation, clarity about rules and authority matters: users should be able to tell what standards apply, who enforces them, and what explanation or review route is available. These are different systems with different responsibilities; the available safeguards depend on the platform, community, and governing rules. The evidence does not establish that either approach is generally faster, fairer, cheaper, or more effective than the other.
