Neither on-site power nor a grid connection is automatically cheaper or faster for a data centre. The answer depends on the site, the service the project can secure, the time needed to connect or build supply, and which party pays for delivery, backup and network costs. Compare the full delivered cost and the firmness of supply—not just a generator’s quoted energy cost or a grid connection’s headline charge.
What counts as grid, on-site and hybrid power?
These labels cover different arrangements, not three standard products. A data centre may draw from the grid, use generation located at or near the site, or combine grid service with dedicated generation, storage or other capacity. In some arrangements, the facility remains connected and may receive grid service; in a strict off-grid arrangement, it cannot draw energy or services from the grid.

The distinction matters because grid access can provide benefits beyond energy delivered at a meter, while a facility that cannot rely on the grid must arrange its own supply and backup. The relevant question is therefore not simply where the electricity is generated, but what service the facility is entitled to use and what obligations come with it.

| Decision factor | Grid-supplied service | On-site or co-located supply | Flexible or hybrid service |
|---|---|---|---|
| Time to power | Depends on local network capacity, studies and any required network work. Processes and timelines vary by location. | May avoid waiting for some grid work, but still requires suitable generation and delivery infrastructure. | May allow earlier or interim service when the agreement permits it; access can be conditional during constrained periods. |
| What to include in cost | Energy, contracted service, interconnection work and any network costs assigned to the load. | Generation and fuel or purchased energy, delivery equipment, backup, and the costs of not relying on grid service. | The remaining grid bill plus the resources or capacity needed to meet the contracted firm-service requirement. |
| Reliability | Potential access to wider network resources, subject to the service contract and regional system conditions. | Depends on the generation mix, redundancy, maintenance and backup actually provided. | Depends on which supply is firm, what can be curtailed, and how the facility operates during maintenance or system stress. |
| Cost responsibility | Clarify which interconnection and network costs are assigned to the load and what grid service it pays for. | In the strict off-grid configuration described in Michael Kormos’s July 2024 testimony, the operator must provide its own supply, delivery facilities and backup. | The contract should specify charges for retained grid benefits and responsibility for capacity supporting the firm requirement. |
| Emissions | Depend on regional supply and the procurement arrangement. | Depend on technology, fuel, efficiency and operating pattern. | Assess both grid energy and the resources used during constrained hours; flexibility alone does not establish lower emissions. |

What makes the full cost different from the headline price?
A generator’s busbar cost—the cost at the generator’s output—is not the same as the cost of delivering dependable electricity to a data centre. A grid-only estimate can also be incomplete if it omits the service level, interconnection work or network costs assigned to the project. Compare costs on the same basis and over the same period, including the equipment and services needed to keep the facility operating when its preferred source is unavailable.
For grid service
- Identify the contracted service level, charges and any limits on use during constrained conditions.
- Establish which transmission, distribution or other network upgrades are required and how their costs are allocated.
- Include any on-site backup or other resources the project needs to satisfy its own continuity requirements.
For on-site supply
- Include the generation and delivery facilities, fuel or purchased energy, and backup resources needed for the intended operating profile.
- Account for the exposure created by being unable to draw on grid energy or services if the design is genuinely off-grid.
- Distinguish a generator located near the facility from a configuration that is fully disconnected; co-location by itself does not establish that the site has no grid access.
For a hybrid arrangement
- Price both the grid service retained and the dedicated resources used to meet the agreed firm requirement.
- Make curtailment limits, conditional service hours and the facility’s response to curtailment explicit.
- Check which capacity costs the project internalizes and which remain assigned elsewhere under the applicable arrangement.
Can flexible service bring a data centre online sooner?
It can be a route to earlier or interim service where the utility and market arrangements allow a facility to accept conditional supply or curtailment. That is a trade: the project may obtain some grid access before traditional firm service is available, but it must be able to operate within the service limits and have a credible plan for constrained periods.
A 2025 account by the American Public Power Association of a study by Camus, encoord and Princeton University’s Zero Lab describes a modeled 500 MW data centre that could reach full operation roughly three to five years sooner with flexible grid connection plus bring-your-own capacity (BYOC) than with traditional interconnection. The study examined six candidate sites within one utility territory in PJM. This is a scenario result, not a schedule guarantee for another project or region.

In a modeled flexible-grid scenario with 20% conditional firm service, it reports 273 MW of avoided new build and $78 million per gigawatt of incremental system cost avoided. The study also modeled $326 million per gigawatt of capacity cost internalized through BYOC. These are study-specific system and capacity results—not universal customer bills, generator prices or savings estimates.

How firm is the supply, and who carries the risk?
Ask what the service agreement promises under ordinary conditions and during system stress. In its explanation of a PJM order concerning co-located loads and generators, Federal Energy Regulatory Commission Commissioner David Rosner describes firm and non-firm contract-demand service. The service level affects planning and curtailment exposure. The explanation concerns the PJM order; it should not be read as a universal tariff rule or proof that a particular service is available at a particular site.
For any proposed arrangement, establish whether the load may be curtailed, under what conditions, for how long and with what notice. A “firm” label should be tied to the actual tariff or contract definition, not treated as a promise that no interruption is possible. For on-site supply, determine what happens if a generator trips or is unavailable for maintenance. In the strict off-grid configuration described in Kormos’s July 2024 testimony, the facility cannot take energy or services from the grid and must rely on co-located generation, batteries or other backup resources if supply trips. That testimony describes one possible configuration, not all co-location projects.

What does the grid provide beyond electricity at the site?
Transmission can connect regions with different generation resources and help share reliability resources. The U.S. Department of Energy’s 2024 Transmission Impact Assessment modeled national benefits from enhanced regional and interregional transmission, including $320 billion in present-value costs through 2050. That is a modeled national system benefit, not a predicted saving on an individual data centre’s bill.
When a load remains connected, the cost comparison should account for the service and wider grid benefits it retains, as well as how the applicable rules allocate their costs. FERC Commissioner Rosner’s explanation of the PJM order says: “Unless a load and its generator are completely disconnected from the grid, they will get benefits from the grid—and today’s order ensures that they will pay for those benefits.” This is an explanation of that order’s approach to PJM, not a statement of a universal rule.

What evidence is available on connection timelines?
Interconnection is location- and project-specific. Lawrence Berkeley National Laboratory’s September 2026 report covers distributed-energy interconnection data from 188 utilities in 24 states and examines variation by state, project size, technology and time. It is useful context for the unevenness of U.S. distribution-system processes, but it is not a direct comparison of large data-centre supply options or a forecast for a particular site.
The U.S. Department of Energy’s Distributed Energy Resource Interconnection Roadmap addresses process and data improvements for distribution and sub-transmission interconnection. Neither that roadmap nor a national dataset replaces the local utility’s studies, the relevant market rules or project-specific evidence about available capacity and required work.
How should a project make the comparison?
- Define the required service. Specify the load profile, the amount of capacity that must be firm, acceptable curtailment and the operating plan during an outage or constrained period.
- Obtain site-specific grid evidence. Ask the relevant utility and market operator about available service, studies, required network work, cost allocation and the expected sequence—not just a generic regional timeline.
- Request a complete on-site supply case. Require vendor-backed estimates for generation, fuel or purchased energy, delivery equipment, storage or other backup, maintenance assumptions and operating limits.
- Price hybrid cases on the same basis. Include retained grid charges and the resources needed to meet the firm requirement; identify any curtailment exposure and capacity costs shifted to the project.
- Compare reliability and emissions assumptions. Use the actual generation mix, backup design, operating profile and regional supply assumptions. Do not infer emissions or resilience from the source label alone.
- Check the governing terms. Review the applicable tariff, interconnection agreement and service contract, including how charges, curtailment and network benefits are treated. The FERC explanation describes an order directing PJM to develop contract-demand services and revise rules; current implementation and availability require confirmation against operative FERC and PJM materials.
The decision should be based on utility studies and tariff terms alongside site-specific generation, storage, delivery and backup estimates. The cited sources do not establish a universal cost per megawatt, generic payback period or single best configuration.
