Bloomberg reported the filing on October 4, 2026, and the filing was made through a joint venture called OKXICE LLC. Nothing has been approved, and nothing has launched. We could not locate the underlying SEC document, so every filing-specific detail below comes from that Bloomberg report, which Yahoo Finance syndicated. It has not been confirmed against the filing text.
What was reported on October 4
According to Bloomberg, OKX filed with the SEC through OKXICE LLC, described as a joint venture between OKX and ICE. The filing reportedly seeks approval to offer tokenized shares of an initial group of 63 NYSE-listed companies. The report adds that issuers would have 30 days to opt out before trading can begin.

The filing number, the exact relief requested, the company list and the procedural status were not available to us. We also can’t say whether the 30-day period is written into the filing or comes from a separate SEC framework. Treat the 63-company figure and the opt-out window as reported details, not as filing text.
Why ICE and OKX are working together
ICE is the parent of the NYSE. On March 5, 2026, it announced an investment in OKX at a valuation of $25 billion, a seat on OKX’s board, and a strategic relationship. ICE said the arrangement would give OKX access to ICE’s U.S. futures markets and to NYSE tokenized equities markets, subject to regulatory approval. ICE also described OKX as serving more than 120 million people globally. Both the valuation and the user count are company-published figures, not independently verified measures.

ICE Chair and CEO Jeffrey C. Sprecher said in that announcement: “Our strategic relationship with OKX will expand global retail access to ICE’s pre-eminent regulated markets and accelerate our plans to offer on-chain infrastructure and tokenized assets to U.S. investors.” That states ICE’s intent. It does not promise approval or a launch date, and it predates the reported filing.
The SEC backdrop: a temporary exemption, not an approval
On September 17, 2026, SEC Commissioner Hester M. Peirce issued a statement on an SEC order creating a time-limited exemption. It covers a category of tokenized securities venues and certain liquidity providers. Peirce said the framework lets tokenized National Market System (NMS) stocks trade on-chain within those venues and lets issuers opt out. She described it as an interim step while the SEC watches how the market behaves and considers permanent rules.

Peirce wrote: “Temporary, limited exemptions like this one are intended to provide the Commission and market participants with an opportunity to observe how tokenized NMS stocks are used and traded in different onchain contexts and how onchain and traditional markets interact with one another.” She also said: “The innovation exemption is an interim step on the road to permanent rules, and the Commission welcomes public input on what those rules should look like.”

Three different things that are easy to confuse
Three separate efforts are in play, with different status and different promises. Features of one should not be assumed for the others.
| Item | Status as of early October 2026 | What is stated |
|---|---|---|
| OKXICE proposal | Reportedly filed with the SEC (Bloomberg, Oct. 4, 2026); not approved | Initial 63 NYSE-listed companies; 30-day issuer opt-out before trading. Custody, ownership rights, settlement assets, hours and eligible customers: not stated in the sources we reviewed. |
| NYSE’s own tokenized securities platform | In development; ICE said on Jan. 19, 2026 that it would seek regulatory approvals | Planned design: 24/7 operations, immediate settlement, dollar-sized orders, stablecoin funding, multiple chains for settlement and custody. Tokenized shares would be fungible with traditionally issued securities, as well as natively issued digital securities. Tokenized shareholders would participate in dividends and governance rights. |
| OKX’s existing tokenized stock products | Live in named regions; not available to customers in the U.S. or Europe per OKX’s July 2026 explainer | More than 40 U.S. stocks and ETFs at that time, backed by xStocks from Backed Assets and traded against USDT. OKX’s September 16 listing notice added xGOOGL/USDC and xHOOD/USDC spot pairs and warns of no direct ownership or shareholder rights. |
The NYSE platform’s design features are ICE’s plans, not confirmed features of OKXICE. In announcing that platform, NYSE Group President Lynn Martin said: “We are leading the industry toward fully on-chain solutions, grounded in the unmatched protections and high regulatory standards that position us to marry trust with state-of-the-art technology.” It is a statement about the NYSE effort and not a comment on the OKX filing.

Can you buy tokenized NYSE stocks on OKX in the U.S.?
Not today, based on what is published. The OKXICE proposal is only a reported filing, and the ICE announcement made OKX’s access to NYSE tokenized equities subject to regulatory approval. OKX’s existing tokenized stocks were described in July 2026 as unavailable to customers in the United States or Europe. No source we reviewed gives a launch date, eligible-customer rules, or the jurisdictions the new venue would serve.
What “tokenized stock” means, and what it may not give you
A tokenized stock is a blockchain token that tracks a share. What holding one means depends on how the issuer structures it. In some designs the token is a claim on a provider that holds the underlying shares. In others, the token is meant to be the security itself. OKX’s September listing notice makes the first kind of risk explicit: those tokens provide no direct ownership or shareholder rights, and off-hours prices and liquidity may vary.
Best Value
ICE’s described NYSE design points the other way. It envisions tokenized shares that are fungible with traditional ones, with dividends and governance rights for tokenized holders. Which model, if either, OKXICE would use is not established in the sources reviewed. That makes it the most important question to answer before treating any OKXICE token as equivalent to owning the stock.
What to look for as this develops
- The SEC filing and any SEC response. The filing number, requested relief and whether the SEC grants it would turn a report into a verified fact.
- Whether the platform fits the September exemption. Peirce’s statement describes a framework for certain venues, and the reporting does not say OKXICE is one.
- Ownership and custody. Check whether tokens represent direct ownership, who holds the underlying shares, and what happens to dividends and voting.
- Issuer opt-out. The 63-company list is reportedly an initial set subject to a 30-day opt-out, so it could shrink before trading begins.
- Eligibility and trading terms. Look for which customers and jurisdictions are covered, which settlement assets are used, and what the trading hours are.
- Liquidity. OKX has already warned that off-hours pricing and liquidity may vary on its existing products.
The Bottom Line
Bloomberg’s October 4, 2026 report describes a proposal, not a product. OKXICE has reportedly filed for 63 NYSE-listed companies, but no approval, launch date or U.S. availability has been established. Until the filing and the terms of any SEC relief are public, treat the ownership and shareholder-rights questions as open.
