Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteNeither is universally better. If you want to hold unscripted conversations and get spoken responses without a signal, choose an app whose speech recognition and AI conversation run on your device. If you want a reliable sequence of lessons, vocabulary, listening, and review, choose an app that lets you download those materials. “Offline” can describe only some parts of an app, so check the feature you plan to use.
What “offline” means in a language app
Before comparing products, separate three different kinds of offline access. Downloading lessons is not the same as downloading an AI tutor.
As an Amazon Associate I earn from qualifying purchases.
- Downloaded content: Lessons, audio, flashcards, or review materials remain available without a connection. This supports structured study but does not prove that speech recognition or AI conversation will work offline.
- On-device AI: The app runs speech recognition and conversation components on the phone or tablet after the required app and models are installed. This can support interactive speaking practice without a network.
- Hybrid access: Some features work offline while AI conversation still needs an internet connection. An app may, for example, offer online voice chat but offline lookup and review.
These distinctions matter because an app can accurately advertise offline lessons without offering offline conversation.
Which works better for your kind of study?
| What you want to do | Better fit | What to verify |
|---|---|---|
| Practice spontaneous speaking and receive conversational responses without a signal | An on-device AI tutor | Both speech recognition and the conversation engine work offline, and the relevant models are installed. |
| Follow a predictable course, review vocabulary, or listen to lesson audio | An app with downloadable lessons and materials | The specific lessons, audio, and review tools you need are downloaded and accessible offline. |
| Use both structured study and conversational practice | An app combining offline content with AI features, if those features meet your needs | Which parts are on-device, which require internet, and whether the combination works in your target language. |
For a flight or commute, an on-device tutor is the closer match if your aim is to speak and get a response. For a course sequence or repeatable exercises, downloaded lessons may be enough. Neither choice establishes which app will teach you more effectively; that depends on the app, the learner, and how it is used.

Jai Tutor for Android
The Google Play listing describes English and German study, local models including Whisper speech recognition, voice dialogue, A1–B2 courses, scenarios, role-play, and spaced-repetition cards. Digamo for iPhone and iPad
Digamo’s official site describes voice-first conversation, on-device speech recognition, offline AI, six active practice languages, and no account requirement. It states that compatibility requires an iPhone 15 Pro or later, or an iPad with M1 or later, running iOS 26 or later. At access, the site listed $3.99 per month and $39.99 per year; these prices can change and are not a universal cost for offline AI tutors.
Rank #3
Koko for iPhone
Koko’s product site says speech recognition, conversation intelligence, and natural voice run locally on iPhone, with offline listening and speaking practice, level adaptation, and progress tracking. Those are developer statements rather than independent quality tests. This is a different platform listing from the Android app above; check the current app’s feature details for your device.
HiCoCo for iPhone
HiCoCo’s App Store listing describes online native speech-to-speech chat, a downloadable English voice pack for offline voice, and offline lookup and review of learned words. That makes it a hybrid example, not evidence that full AI conversation is available offline.
Rank #4
These examples differ by platform, language support, device requirements, and which features work without a network. An “offline” label alone does not answer whether an app supports your language and intended practice mode.
What learning research can—and cannot—tell you
Available studies offer indirect evidence about chatbots and language apps generally, not a direct verdict on offline AI tutors versus conventional language apps.

It does not isolate offline tutors or compare them directly with conventional apps.
- AI chatbots for English speaking: Du and Daniel’s 2024 systematic review examined 24 studies and characterized the area as early-stage. It discusses potential benefits such as confidence and pronunciation, but does not establish that offline AI tutors outperform conventional apps (review).
- Language-learning apps: Ziwei Huang’s 2020 review record at the Oxford University Research Archive reports that 25 of 32 studies found unequivocally positive effects for language-learning apps on smart devices (review record). This is broad app evidence, not a comparison with offline AI tutors.
The findings concern different interventions, populations, and comparison groups. They do not show that offline operation itself improves learning, or identify one approach as the winner.
Quick Recap
How to check an app before relying on it offline
- Identify the exact practice you need. Decide whether you need downloaded lessons, audio, review, speech recognition, AI conversation, or some combination.
- Check the app’s feature wording. Look for explicit confirmation that speech recognition and the conversation engine work offline, rather than a general claim that the app has offline lessons or voice features.
- Confirm language and device support. Check your target language, operating system, hardware, and any model-download or storage requirements. Requirements vary by app; Digamo’s stated device and OS requirements are one example, not a general rule.
- Download content and models while connected. If the app requires a voice pack, course files, or local AI models, install them before you lose connectivity.
- Test the intended feature in airplane mode. Open the app with connectivity disabled and try the precise activity you plan to use. This practical check can reveal whether a feature requires a connection; it is not a performance test of the app’s teaching quality.
