Odisha’s School and Mass Education Department reportedly revised the regularisation terms for continuing Junior Teachers (Schematic) recruited in the 2023–24 academic year. Under the terms reported by PTI on October 2, 2026, eligible teachers are to be regularised as Assistant Teachers in Pay Level-V(A) of the elementary cadre, but their service up to December 2025 will not count toward regular-cadre seniority or consequential benefits. Regular pay and other admissible Assistant Teacher benefits are reported to start from January 1, 2026.
The revision follows an interim Orissa High Court direction that the department’s earlier April 2 notification should not be given effect until the next date. The October terms are reported, but the revised notification’s full text, detailed conditions and formal publication status have not been confirmed in the sources reviewed.

Why the earlier notification was challenged
The department issued an earlier regularisation notification on April 2, 2026. Contractual junior teachers recruited before the 2023–24 schematic intake challenged it, arguing that the original terms could place the newer recruits above them in the gradation list by treating regularisation as effective from each teacher’s joining date.

On April 21, Justice Aditya Kumar Mohapatra of the Orissa High Court directed that the April 2 decision not be given effect until the next date. The reproduced interim order states: “As an interim measure, it is directed that the decision vide notification dated 02.04.2026 of the S&ME Department, Government of Odisha at Annexure-10 shall not be given effect to till the next date.” The order is in W.P.(C) No. 11716 of 2026, Panchanan Jena & Ors. v. The Odisha eGazette archive search page lists an April 6 entry titled “Regularisation of Junior Teachers (Schematic) engaged in Primary and Upper Primary Schools,” but the reviewed archive page did not surface the October revision. PTI reported an estimate of about 13,000 Junior Teachers (Schematic), attributing the figure to Odisha government officials. It is an estimate, not a verified roster count; the report does not provide an official teacher-by-teacher list.
