Observability Should Start With Business Outcomes, Not Infrastructure

Start observability with the user and business outcome a service must deliver. Define its SLO and SLI, then use technical telemetry to explain changes.

Start observability by deciding what a service must deliver for its users and the business. Define how to measure that promise, then use application and infrastructure telemetry to tell whether it is being met—and, when it is not, why. Infrastructure metrics matter; they are diagnostic evidence, not a substitute for an outcome.

Why observability needs an outcome first

A dashboard can show that CPU usage is normal while customers are unable to complete checkout. Conversely, a brief rise in server latency may have no material effect on a user journey. The business outcome gives technical signals context: it helps teams distinguish a meaningful service problem from a metric that changed without affecting the promise the service makes.

AWS Well-Architected says workload KPI selection should begin with desired business outcomes and then connect technical metrics to business objectives. It identifies KPIs that are undefined, static, or misaligned with business priorities as anti-patterns. AWS Well-Architected: Identify key performance indicators

AWS DevOps Guidance similarly recommends using technical KPIs—including latency, traffic, errors, and saturation—while regularly reviewing how they correlate with business outcomes. For an e-commerce workload, it gives orders per minute as one possible business KPI. That example is not a universal measure: a service should be judged by the result its stakeholders actually need. AWS DevOps Guidance: Center observability strategies around business and technical outcomes

Choose the user or business promise to measure

Begin with the stakeholders responsible for the product or workload. Ask what successful service delivery means to customers and to the organization. Depending on the workload, a useful outcome might be successful transactions, engagement with a key feature, availability of a critical workflow, or customer satisfaction. Avoid assigning the same KPI to every service simply because it is easy to collect.

Make the promise concrete enough to distinguish success from failure. A broad goal such as “make checkout reliable” needs a defined population, journey, and success condition before a team can assess whether it is being met. AWS Prescriptive Guidance uses the SLO (service-level objective) to express a measurable outcome and the SLI (service-level indicator) for the measurement used to assess it. The guide offers illustrative possible targets—not observed results or universal benchmarks—including reducing MTTR by 60 percent, maintaining application availability at 99.99 percent, and improving developer productivity by 30 percent. A team should set its own target for its workload and priorities. AWS Prescriptive Guidance: Define your North Star

Select an SLI that reflects actual experience

An SLI is useful when it tracks the promise being made, rather than merely counting activity. Google Cloud describes SLIs as “good proxy measures for user happiness.” The word “proxy” matters: a measurement is an approximation of experience, and its usefulness depends on how closely it represents what users actually encounter. For a page-load-time promise, for example, a team could measure server request logs, application-server metrics, load-balancer metrics, synthetic checks, or browser-side instrumentation. These are not interchangeable measurements: they observe different parts of the path and may represent different sets of users or interactions.

Measurement choice What to consider
Server request logs Can reflect requests handled by the service, but do not by themselves establish what the user saw in a browser.
Application-server metrics Can expose application-side behavior; assess whether their measurement boundary matches the user-facing promise.
Load-balancer metrics Can represent traffic at the balancing layer; check which requests and outcomes are included.
Synthetic checks Can exercise selected journeys from a test vantage point; consider whether the checked journeys and locations cover the experiences that matter.
Browser-side instrumentation Measures closer to the user’s actual browser experience, though coverage and implementation cost still need consideration.

Google Cloud frames implementation as a trade-off among fidelity, coverage, and cost. Fidelity generally improves when measurement is closer to the user, but the most representative option may require more instrumentation or engineering effort. Compare candidates by how closely they reflect the promise, which users and interactions they cover, and their money and engineering costs. Google Cloud’s SLI overview

Use technical telemetry to explain the outcome

Once the outcome and its SLI are defined, instrument the application and important user journeys so the measurement can show whether the SLO is being met. Retain technical KPIs such as latency, traffic, errors, and saturation alongside that outcome measure. AWS Well-Architected identifies metrics, logs, and traces as primary observability signals and notes that application telemetry can help teams measure a feature’s impact and alignment with business KPIs. The signals answer different operational questions. The outcome-oriented SLI shows whether the user-facing promise is being fulfilled; technical telemetry helps locate the failing part of a request path or a change in system behavior. Neither replaces the other. An infrastructure chart alone cannot establish customer impact, while an outcome measure without diagnostic signals may reveal a problem but leave the team without enough evidence to investigate it.

Review business and technical measures together

When an outcome KPI changes, examine the technical signals and the affected journeys together. Check whether particular releases, dependencies, user paths, or operating conditions changed around the same time. A correlation can guide investigation, but it does not by itself prove that a release or infrastructure change caused the business result.

Choose a measurement window that fits the decision. Google Cloud recommends 28 days as a starting point for SLI measurement, not a mandatory period. A short window can support alerting; a longer window may be more useful for tactical or strategic decisions. The right interval depends on what the team is deciding and the behavior it needs to observe. Google Cloud’s SLI overview

Revisit KPI definitions as products, workloads, and business priorities change. A once-relevant measure can become static or misaligned if the service’s purpose or the user promise evolves. Disconnected observability signals can also make it harder to identify incidents and resolve them; AWS describes longer MTTI and MTTR, as well as potential degradation in user experience, trust, brand reputation, and revenue, as business consequences associated with that disconnect. AWS Prescriptive Guidance: Accelerating observability outcomes
