Norway has not banned AI glasses. On 5 October 2026, the government announced that it plans to bring a bill to the Storting proposing a temporary ban on their use in selected places. The measure’s locations, device definition, exemptions and timing are still undecided.
What Norway announced
The government said it would submit a proposal as soon as possible, but it did not give a date. The proposed restriction would be temporary, allowing time for a broader assessment and public debate; it would not amount to a nationwide prohibition on all AI glasses. The government’s announcement describes the plan as a ban “på utvalgte steder” — in selected places.

Digitalisation and Public Governance Minister Torgeir Micaelsen said he was concerned that people could be photographed, filmed or recorded without knowing it. He also warned that concern about hidden recording could make people feel unsafe, avoid places or change how they behave. Those are the government’s stated reasons for considering a restriction, not findings about how often such recording currently occurs.

Which places could be covered?
The government has named possible locations, not a final list. It is considering places where people regularly spend time as well as settings where privacy concerns may be heightened.

Whether any of these places would be included, and how a rule would apply within them, remains open. The announcement does not provide a final legal definition of a covered place or explain enforcement.
What devices might the proposal cover?
The government has not settled the technology’s scope. Its options include glasses with cameras and audio recording, glasses with cameras and AI functionality, or a broader category of body-worn technology with cameras, audio recording and/or AI. It would therefore be premature to assume that every camera-equipped wearable will be covered, or that only products marketed as AI glasses could be affected.

The government says the plan is not intended to prohibit AI glasses or other body-worn technology everywhere. It envisages continued use in some settings, including private use and situations where others are not at risk of being recorded without consent.

Yes. The government says it will consider exceptions for vulnerable groups and limited cases where use serves a social benefit. The types of users or activities that might qualify, and the conditions for any exemption, have not been specified.

The minister has acknowledged potential benefits such as workplace innovation, assistance for people with disabilities and preserving memories of sports activities. The proposal is thus being framed as an effort to address covert recording risks while considering beneficial uses, rather than as a settled judgment that all wearable cameras should be banned.

The temporary proposal is only one part of the government’s work. In August 2026, the ministry said it wanted stricter regulation of smart glasses and similar devices and identified a possible ban on facial recognition of other people in public as an option to examine. An expert group is intended to advise on lasting national regulation of body-worn technology, including smart glasses, earphones and other everyday devices that combine cameras and AI.

The government says existing Norwegian rules are technology-neutral and address privacy, confidentiality, information security and criminal law. It is also working on implementation of the EU AI Act in Norwegian law. Micaelsen has said the government has not yet determined whether existing rules are sufficient for the risks raised by camera-equipped wearables. In a 28 September parliamentary answer, he said officials were preparing the expert group’s mandate and considering possible requirements or restrictions on products, functions or conduct.
The temporary measure and the expert group’s work should not be conflated: the government is preparing a bill for Parliament while also developing advice for a more enduring national approach. The announcement does not establish the expert group’s membership or when it will report.

What happens next
The government says it will bring the temporary-ban proposal to the Storting, Norway’s Parliament, as soon as possible. Until Parliament considers and enacts legislation, the announcement itself creates no ban. The final coverage, exceptions, enforcement arrangements and timetable remain unknown.
