What “awarded all its grant funding” does—and does not—mean
The phrase needs a defined denominator. It could refer to an appropriation, funds obligated for awards, award actions, or cash paid out. Those measures are not interchangeable: an obligation is a commitment of funds, not proof that the money has already been disbursed.
The FY2026 figures available in a Reddit post summarizing STAT reporting—$34 billion across 58,000 projects, compared with a historical average of 63,700 projects—are not independently verified here. The underlying STAT article and its methods were not available, so those numbers do not establish that NIH awarded every dollar available. The same post says a survey of about 50 NIH-funded researchers found delays slowed their work; its sampling and survey wording are likewise unverified. Reddit summary of STAT reporting
For context only, GAO reported that NIH supported nearly 65,000 external grants and other awards totaling more than $35 billion in FY2023, with inflation-adjusted growth of nearly 30% since FY2014. That earlier-year scale figure is not a direct comparison with FY2026. GAO oversight report

What the documented FY2025 disruption shows
The strongest verified evidence concerns part of FY2025, not a full-year or FY2026 total. GAO found that NIH published no grant-review notices in the Federal Register from January 22 through March 3, 2025, disrupting grant-review and award functions. It also reported that more than 1,800 grants were terminated between February and June 2025.
For February through June FY2025, NIH obligated almost $8 billion less toward awards than in the same period of FY2024. The FY2025 obligations were 62% of the comparable FY2024 amount and 64% of the comparable FY2023 amount. These are period-specific obligation comparisons; they do not show that NIH ultimately spent or awarded every dollar in a full fiscal year. GAO concluded that NIH had delayed mechanisms for obligating funds by delaying new grants and actions on existing grants, and said the withholding was inconsistent with the Impoundment Control Act. How long does NIH take to make a grant funding decision?
There is no single timetable for every stage. NIH says scores usually appear in eRA Commons within three business days of peer review, while summary statements generally appear in about 30 days. A score and critique are not a funding decision: fundability may take several months, particularly at the start of a fiscal year, depending on appropriations. Why a strong score may not lead to an immediate award
NIH says funding decisions take peer-review scores and critiques into account alongside other considerations: an institute or center’s mission, health priorities, scientific opportunity, investigator career stage, portfolio distribution, and available funds. Institute and center (ICO) directors retain authority over which applications are funded. A review score therefore does not, by itself, determine whether or when an application receives an award. Why applicants describe decisions as opaque
NIH’s November 21, 2025 announcement said a unified funding approach would take effect with the January 2026 Council round. Under that approach, NIH said it would move away from paylines when developing pay plans and consider the full peer-review record along with other factors. The agency presented the change as a way to make decisions clearer, acknowledging that the process had sometimes confused applicants. That is NIH’s stated rationale; the announcement does not independently demonstrate that applicants receive a fuller explanation of individual outcomes or that the approach has improved transparency in practice. The policy describes how NIH says it weighs applications, but a list of decision factors is not the same as a specific explanation for an individual result. NIH’s guidance says ICO directors make funding decisions; it does not establish how much reasoning each applicant receives.

What to do while an NIH application is pending
- Check eRA Commons for the score after peer review and the summary statement when it becomes available.
- Read the summary statement for the reviewers’ critiques and the scientific review officer’s contact information.
- Contact the program official named in the summary statement for guidance on the application’s status and next steps. NIH identifies the scientific review officer as the contact while an application is under peer review. NIH post-review guidance
These steps can clarify where an application stands and whom to ask; they cannot guarantee a decision date or award.
