EXIM Bank’s Direct Express Select is export credit insurance for eligible U.S. small businesses that sell to international buyers on open-account terms. It can help protect covered receivables if a buyer does not pay; it is not a grant, a loan to the buyer, or automatic coverage for every overseas sale. EXIM currently advertises 95% coverage and no deductible, subject to the policy, buyer approval, country eligibility, and transaction details.

What Direct Express Select does

With open-account terms, an exporter ships goods or provides services and lets the foreign buyer pay later. That can make an offer more competitive, but it also leaves the exporter carrying the risk that an invoice will not be paid. Direct Express Select is designed to insure eligible export accounts receivable arising from those sales. EXIM describes possible benefits such as reducing nonpayment risk and potentially making receivables useful when seeking financing; neither more sales nor access to financing is guaranteed. EXIM’s product page explains the policy and its published features.

EXIM lists 95% coverage and no deductible, along with no application or policy issuance fees, dedicated in-house servicing, and premiums payable as shipments are made. These are the product page’s stated features, not a guarantee that a particular buyer, invoice, country, or loss will qualify. The issued policy and transaction-specific terms determine what is covered.

Who may qualify

EXIM’s published Direct Express Select checklist targets businesses that meet SBA small-business standards and verify one of these statuses: minority-owned, women-owned, rural, veteran-owned, or disability-owned. The company must also have active SAM.gov registration, including a UEI; have a DUNS number; and not have previously used other EXIM insurance products. See the current EXIM eligibility information rather than assuming that meeting a short checklist guarantees approval.

Separate EXIM short-term credit standards describe additional exporter screening, including at least three years in the same line of business, a favorable DUNS-based credit report, an active UEI, and no more than five years of export-credit experience. These standards are additional underwriting context, not a substitute for confirmation of Direct Express Select eligibility or an approval decision. Consult EXIM’s short-term credit standards and ask an EXIM specialist how current requirements apply to your business.

Country, buyer, and export-content checks

Eligibility depends on more than the exporter. The Direct Express Select application says the buyer, any guarantor, and end user must be in a country where EXIM can support transactions under its Country Limitation Schedule. It also asks for information about U.S. content. Before offering terms or counting on insurance, confirm that the destination and parties are eligible and that the proposed export meets applicable content and underwriting requirements. The application itself refers applicants to the Country Limitation Schedule.

How to prepare and apply

  1. Check your situation against the published qualifications. Confirm your business status, SBA small-business eligibility, SAM.gov registration and UEI, DUNS number, and prior EXIM insurance history.
  2. Discuss the proposed sale with EXIM. EXIM invites businesses to request a free consultation. Bring the buyer’s identity and location, requested payment terms, expected receivables, and any questions about country eligibility, content, limits, or underwriting. Start at the Direct Express Select page.
  3. Review and complete application EIB 23-02. EXIM’s forms directory lists the Direct Express Select Insurance application. The form asks about company and financial details, export-credit history, export sales and losses, foreign buyers, requested limits and terms, receivables, and U.S. content. Its March 2024 revision displays an OMB expiration date of March 31, 2027; use the current version linked by EXIM.
  4. Wait for transaction-specific confirmation. Do not treat the headline coverage percentage as permission to ship on credit. Verify policy terms, buyer approval, country eligibility, fees and premium treatment, required reporting, and what documentation would be needed for a claim before relying on coverage.

How it differs from other EXIM insurance

EXIM’s 2024 short-term policy comparison chart places Direct Express Select alongside other short-term insurance options. It distinguishes products by intended exporter, coverage, credit limits, deductibles, premiums, reporting, policy period, claim timing, and issuance fees. The chart describes Select as aimed at SBA-defined small businesses with underserved-business verification and limited export-credit experience, while other options include small-business multi-buyer and standard multi-buyer policies. Because the comparison is dated 2024, do not use its premium figures or other time-sensitive terms as current without confirming them with EXIM. Review the 2024 comparison chart as a guide to the dimensions to ask about, not as a current quote.

Questions to settle before offering open-account terms

  • Does the business meet every current eligibility requirement, including the underserved-business verification?
  • Is the specific buyer, guarantor, end user, and destination eligible?
  • Which invoices, products or services, payment terms, and amounts would the policy cover?
  • What buyer limit and reporting obligations would apply, and when would a claim be eligible?
  • How do U.S.-content rules apply to the particular export?
  • What premium applies under current terms, and when is it due?

EXIM’s underserved-businesses page also describes assistance for businesses exploring its programs. Confirm contact routes and current application details on EXIM’s own site.
