Development has slipped, Collins Aerospace left active work in 2024, and NASA now relies on Axiom Space for both efforts. NASA still operates existing suits and reported substantial AxEMU testing in February 2026, but testing progress is not the same as flight certification.
Why NASA’s spacesuit problem is a crisis
NASA is managing two related but distinct requirements. Artemis needs a suit that can support lunar surface exploration, while ISS crews need a modern microgravity suit to succeed the current Extravehicular Mobility Unit (EMU). The EMU was developed during the Space Shuttle era, was not designed as a lunar surface suit, and has already exceeded its planned design life.
| Need | Operating environment | What the suit must do | Current position |
|---|---|---|---|
| Artemis surface suit (AxEMU) | Lunar surface | Support walking, dust and thermal hazards, lunar mobility and life support. NASA says the design is intended to accommodate at least 90 percent of the U.S. male and female population. | Still in development, testing and review; not established as flight-certified. |
| Next-generation microgravity suit | ISS exterior spacewalks | Provide safer, maintainable extravehicular capability in microgravity and eventually replace the aging EMU fleet. | Development schedule has slipped, with the ISS demonstration target still unresolved. |
That combination creates exposure in two places at once. Artemis cannot conduct planned surface operations without a qualified lunar suit, and the ISS must continue spacewalks with hardware whose planned service life has already been exceeded until a replacement is available. NASA has not run out of suits; astronauts continue to use EMUs. The concern is whether replacement capability will arrive with enough schedule margin and supplier resilience.
How NASA ended up with one active provider
NASA awarded its Exploration Extravehicular Activity Services (xEVAS) contracts to Axiom Space and Collins Aerospace in 2022. The arrangement was meant to use commercial providers rather than have NASA own and operate an entirely new suit fleet.

Collins’ exit changed the risk profile
In 2024, NASA and Collins mutually agreed to remove Collins’ task orders because Collins could not meet the planned ISS demonstration schedule. The NASA Office of Inspector General (OIG) reported that $37 million had been spent on Collins’ efforts before those task orders were removed.
Axiom is therefore the remaining active provider for both the lunar and microgravity suit efforts. The OIG describes the xEVAS contracts as having a combined value of up to $3.1 billion; that is a ceiling for the contracts, not evidence that NASA has spent the full amount.
Why a second provider mattered
Two suppliers could have provided schedule competition, alternative technical approaches and a fallback if one program faltered. Once Collins left active work, a delay or technical problem at Axiom affected both mission environments. The OIG treats that concentration as a significant provider and resilience risk, not proof that Axiom’s design will fail.

What the schedule actually says
The dates often cited in coverage do not all mean the same thing. NASA OIG’s 2026 assessment found the original demonstration goals unrealistic: a lunar demonstration in 2025 and a microgravity demonstration in 2026. It judged both efforts to be at least a year and a half behind schedule.
| Date or timing | Who supplied it | What it means |
|---|---|---|
| 2025 lunar demonstration | Original NASA program goal, assessed by OIG in 2026 | An initial target that was not realistic. |
| 2026 microgravity demonstration | Original NASA program goal, assessed by OIG in 2026 | An initial target that was not realistic. |
| Late 2027 | Axiom plan reported by NASA OIG | A provider’s current planning date for demonstration readiness, not a delivered suit or a firm NASA mission commitment. |
| 2031 | NASA OIG modeled scenario | A possible demonstration timing if testing proceeds at historical average rates. It is not a scheduled delivery date. |
The distinction is important. “Late 2027” describes Axiom’s reported plan. “2031” is an OIG scenario derived from historical testing averages. Neither date establishes when NASA will certify a suit for a specific Artemis flight or guarantee uninterrupted ISS coverage.
Why the acquisition model drew OIG criticism
NASA is purchasing spacewalking services rather than simply commissioning a suit that it will own and manage. The OIG argues that firm-fixed-price, service-based contracts are poorly suited to developmental work in which requirements, testing and designs can change as engineering knowledge improves.

In a firm-fixed-price arrangement, the contractor carries much of the cost risk for delivering an agreed capability. That can control prices for a mature product, but a developmental spacesuit has to solve difficult life-support, mobility, thermal, fit and safety problems before its final requirements are fully proven. The OIG says NASA made risky choices while trying to encourage commercial capability and preserve competition and redundancy.
NASA’s stated strategy is different: use industry expertise, buy services and help create a commercial market for human spacewalking. The dispute is therefore not whether commercial participation is useful. It is whether the chosen contract structure and provider strategy leave enough flexibility and backup while the technology is still being developed.
NASA has reported progress—but progress is not readiness
On February 12, 2026, NASA reported more than 850 hours of pressurized AxEMU testing with a person inside the suit. NASA also said Axiom had completed its internal technical review, conducted simulated lunar-gravity work and was preparing for a NASA-led design synchronization review. That review is intended to assess readiness for final testing and delivery.

NASA’s Lara Kearney, manager of its Extravehicular Activity and Human Surface Mobility Program, said: “This achievement reflects our shared commitment to deliver a safe, capable lunar spacesuit that will enable astronauts to explore the Moon’s surface.” The statement describes NASA’s objective; it does not establish that AxEMU has completed qualification, NASA certification or a flight demonstration.
Pressurized hours and an internal review answer important engineering questions, but a mission-ready suit must also complete the applicable qualification, safety, human-factors, environmental and operational reviews. Until NASA accepts that evidence, AxEMU remains a developing system.

Artemis surface operations
A lunar landing plan needs a suit that can support astronauts after they leave the lander. If the suit is not qualified, NASA may have to change the timing, objectives or configuration of surface operations. The available evidence supports calling the suit a major Artemis schedule risk; it does not support saying suits alone determine Artemis dates.

ISS spacewalk continuity
The ISS EMU fleet remains the operational fallback. NASA astronauts still use those suits, but the design dates to the Shuttle era and has exceeded its planned design life. NASA OIG referenced a planned ISS decommissioning horizon of 2030, leaving a limited window in which a next-generation microgravity suit could be demonstrated and put into service before the station’s retirement.
The practical risk is not an immediate loss of every spacewalk. It is a narrowing margin for maintenance, replacement hardware and contingency response if the new suit slips again or the aging fleet experiences a problem that cannot be solved quickly.
Are spacesuit delays the reason Artemis is late?
No single cause is established by the available evidence. The Government Accountability Office’s 2024 review discussed spacesuit design challenges, including emergency life-support requirements, but it also documented difficulties across other Artemis systems. A suit delay can constrain surface mission planning without being the sole explanation for an overall Artemis schedule change.
The measured conclusion is that spacesuits are one important, coupled risk: Artemis depends on the lunar suit, ISS operations depend on a replacement path for the EMU, and both paths now depend on one active commercial provider.

What to watch next
- NASA-led design synchronization review: whether NASA finds AxEMU ready to enter final testing and delivery activities.
- Qualification and certification evidence: completion of the tests and safety reviews required for an actual mission, not merely additional development hours.
- Microgravity demonstration: a concrete ISS demonstration plan for the next-generation suit after the original 2026 goal slipped.
- Provider resilience: whether NASA restores meaningful redundancy or accepts continued dependence on Axiom for both environments.
- Schedule discipline: whether future dates are presented as firm commitments, provider plans or modeled risk scenarios.
Those milestones will show whether NASA is converting encouraging test work into certified operational capability. Until then, “spacesuit crisis” is best understood as a warning about schedule margin, aging equipment and supplier concentration—not a claim that NASA has no usable spacesuits.
