They are separate Naruto games built around different loops. “Naruto Mobile” in this comparison is Tencent’s 2016 Naruto fighting game, not Naruto Online or another title using the franchise name. It centers on collecting ninjas, developing combat systems and fighting in player-versus-player modes, including a China App Store description of cross-server 2v2 matching. NARUTO X BORUTO NINJA VOLTAGE was Bandai Namco’s action-strategy game: you built and defended a fortress, attacked other players’ bases for resources, upgraded shinobi and ninjutsu, and joined cooperative boss raids.
The practical decision is no longer symmetrical. The official Naruto games directory now says Ninja Voltage’s service “is no longer available,” so its former live-service modes should not be presented as an option for a new player. Tencent’s materials establish a China-market Naruto Mobile listing, but they do not establish worldwide access, English support, account requirements or current availability in every country.

At a glance
The names are easy to confuse because both games use Naruto characters and anime story material. Their moment-to-moment priorities are different: Naruto Mobile puts the player in direct character combat, while Ninja Voltage placed short action encounters inside a fortress-management and base-attack strategy loop.

| Identity | Tencent’s authorized Naruto mobile fighting game, described as developed by Tencent and authorized by Bandai Namco | Separate Bandai Namco mobile game |
| Core genre | Fighting game with ninja collection, combat-system development and PvP | “Shinobi action strategy battle,” combining touch-action encounters with fortress strategy |
| Main activity | Use individual Naruto characters, chain ninjutsu and fight other players | Build and defend a fortress, invade other fortresses, improve shinobi and ninjutsu, and raid bosses cooperatively |
| Multiplayer described by official materials | PvP, including cross-server 2v2 matching and a fighting tournament in the China App Store description | Four-player online boss raids plus competition for resources through fortress attacks |
| Story and roster | The anime plot provides the background; players collect popular ninjas | Story missions draw on the original story; special missions are events, with character and card enhancement |
| Availability evidence | Tencent product information dates launch to 2016; a China App Store listing exists. Country, language and access terms are not established universally. | The official Naruto directory marks the service no longer available; its former platforms were iOS and Android. |
The genre labels matter. A player choosing Naruto Mobile is looking for a character-led fighting loop. A player remembering Ninja Voltage is remembering the additional decisions around base layout, traps, resource attacks and team raids—not simply another arena fighter.

What Naruto Mobile gameplay is built around
Direct, character-based combat
Tencent describes Naruto Mobile as a fighting mobile game. The available descriptions emphasize playable Naruto characters, ninjutsu combinations and PvP rather than a separate home-base assault layer. In practical terms, the combat question is which ninja you bring, how that character’s techniques fit together and when to trigger a decisive move.
The China App Store description also mentions full-screen ultimate techniques. That wording points to a presentation built around character abilities and finishing attacks, not only basic attacks or menu-driven statistics. It does not, however, provide a frame-rate test, control-latency measurement or a claim that every character has identical mechanics.
Ninja collection and development systems
Collecting popular ninjas is part of Tencent’s stated loop. Development is not limited to unlocking a roster: Tencent also refers to training and the development of combat systems. Those details indicate progression that improves how a selected ninja fights, while the roster gives players different character options to develop.

PvP as the clearest multiplayer identity
Tencent’s official description mentions PvP modes, and the China App Store listing is more specific: it describes cross-server 2v2 matching and a fighting tournament. This makes competitive combat the most clearly documented multiplayer use case for Naruto Mobile. The evidence does not supply season dates, matchmaking rules, rankings, rewards or a population figure, so it cannot support a claim that one title has a healthier or more balanced competitive scene.

Anime context and launch date
Tencent says the anime plot forms the game’s background. That establishes a story setting and recognizable characters, but it does not mean the game reproduces every anime arc or presents a complete retelling. Tencent’s product page gives a 2016 launch year. The year is a historical product fact, not proof that every original mode, event or service feature remains unchanged.
What Ninja Voltage was built around
Action inside a strategy game
Bandai Namco Studios producer Masahiro Shirasaki described Ninja Voltage as “This is a game of Shinobi action strategy battle.” That phrase captures the design: touch-based action was only one layer. The player also had to make strategic decisions about a personal fortress and the way other players’ fortresses were attacked.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →During an attack, players navigated trap-filled fortresses, used ninjutsu and activated ultimate techniques. Success therefore depended on more than executing a combo. The route through a base, the placement of defenses and the timing of abilities were part of the game’s stated structure.
Fortress construction and defense
Players built and defended a fortress. The defensive side turned the base into a persistent strategic project: a layout could be arranged to challenge an invading player, with traps and other obstacles shaping the route. The available interview does not provide a universal best layout, trap damage values or a complete building-cost table, so those details should not be inferred from the genre description.
Attacks for resources and upgrades
Ninja Voltage let players attack other players’ fortresses for resources. Those resources supported improvements to shinobi and ninjutsu, creating a loop of attack, reward and enhancement. The developer interview also discusses character and card enhancement. In other words, the game connected the base-attack activity to longer-term account development rather than treating each battle as an isolated match.

Cooperative boss raids
The developer interview describes four-player online boss raids. This is a different social emphasis from Naruto Mobile’s documented cross-server 2v2: Ninja Voltage combined competitive fortress attacks with cooperation against a shared boss. The source does not state raid schedules, matchmaking criteria, required power levels or whether all raid content was available throughout the service’s life.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteStory missions and event missions
Ninja Voltage’s story missions drew on the original Naruto story, while special missions were used as events. The interview’s discussion of character and card enhancement shows how narrative and event content connected to progression. It does not establish that every story chapter or event can still be accessed now, because the official directory records the service as ended.
Gameplay differences, side by side
| Gameplay question | Naruto Mobile | Ninja Voltage |
|---|---|---|
| What do you control most directly? | A selected ninja in character-focused combat, including ninjutsu combos and ultimate techniques | A shinobi moving through an enemy fortress while the player also manages a home fortress |
| What is the persistent strategic layer? | Collecting ninjas, training and developing combat systems | Fortress construction and defense, resources from attacks, and shinobi, ninjutsu and card enhancement |
| What does a competitive match mean? | PvP, with the China listing specifying cross-server 2v2 and a fighting tournament | Attacking another player’s fortress to compete for resources |
| What does cooperation mean? | PvP is the clearest officially described multiplayer mode; cooperative details are not stated in the cited materials | Four-player online boss raids |
| How does the anime material function? | It supplies the background for a roster of collectible ninjas | It supplies story missions, with special missions presented as events |
| What kind of planning dominates? | Choosing and developing a fighter, then applying that character’s techniques in battle | Choosing an attack route, handling traps and abilities, and maintaining a defensible base |
This is why the games should not be treated as interchangeable versions of the same formula. Naruto Mobile asks, “How will this ninja fight?” Ninja Voltage asked, “How will I build, penetrate and improve a shinobi fortress?”
Progression: fighter development versus account-and-fortress development
Naruto Mobile’s emphasis
The documented Naruto Mobile progression starts with collecting ninjas and developing combat systems. That structure suits players who want their investment to show up primarily in a character’s available techniques and combat performance. Tencent’s materials also refer to training, reinforcing the idea that the fighter is the center of progression.
Because the supplied official descriptions do not list numeric upgrade paths, it is not possible to state how much a particular training level changes damage, cooldowns or durability. Those values can vary by version and region and should be checked against an in-game or current regional listing.

Ninja Voltage’s layered progression
Ninja Voltage tied several systems together: characters and ninjutsu could be enhanced; cards were part of character improvement; fortress construction and defense shaped attacks; and successful attacks produced resources. A player’s progress was therefore visible both in the strength of the shinobi team and in the condition of the base they defended.
That layered model also explains why a direct “which has better combat?” verdict would be misleading. Ninja Voltage’s combat was designed to serve a wider base-and-resource loop, while Naruto Mobile’s documented identity is the fight itself.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Availability, region and what the sources actually establish
Naruto Mobile: a China-market listing, not a worldwide access guarantee
Tencent’s product page identifies Naruto Mobile and states its 2016 launch. A China App Store listing is published under Shenzhen Tencent Tianyou Technology Ltd. Together, those sources establish a China-market product context. They do not settle whether the game is downloadable in a particular country, whether an account from that country can log in, which languages are offered, what device versions are supported or whether current servers accept new players.
If you are checking access, use the store for your own country and the publisher’s current notices. Confirm the listing name, developer, supported operating-system version, account method, language, age rating and any regional restrictions before installing. Do not assume that a China listing implies an English client or unrestricted overseas access.
Ninja Voltage: no longer an active live-service choice
The official Naruto games directory marks NARUTO X BORUTO NINJA VOLTAGE “The service is no longer available.” The directory identifies iOS and Android as its former platforms. That status changes the practical comparison: players cannot be advised to start the former live game’s fortress attacks, raids or event schedule as though it were still operating.
Best Value
- The Largest Roster of Playable Characters Ever: This game has the largest roster of beloved characters to play than any Ultimate Ninja STORM game in the past. New additions include the brothers who started legendary ninja clans, Ashura and Indra Otsutsuki. Stay tuned for more playable characters!
- The Story of Naruto and Sasuke’s Rivalry Combined into One! For the first time in one game, relive selected scenes from Naruto’s childhood until his final battle with Sasuke through anime scenes and in-game battles. Players of past Ultimate Ninja STORM games can see it all with updated graphics. Plus, experience a new story exclusive to the game.
Old videos, screenshots and archived guides can still explain how the systems worked. They should not be read as evidence that current matchmaking, raids, account creation or event rewards are available. An installation file or an old store page, where one exists, is not proof that the service backend remains online.
Which game fits a particular interest?
Choose the Naruto Mobile concept if you want direct fights
- You want the main decision to be which Naruto character to control and how to use that character’s ninjutsu.
- You are interested in collecting and training ninjas as the central progression path.
- You prefer documented PvP formats, including the China listing’s cross-server 2v2 matching and fighting tournament.
- You have verified that the Tencent title is officially accessible in your country and language.
Choose the Ninja Voltage concept only as a historical design reference
- You are studying a game that combined touch-action combat with fortress layouts, traps and resource attacks.
- You want to understand a progression model that linked character, card and ninjutsu enhancement to base management.
- You are researching four-player boss raids or the way Naruto story and event missions were integrated into a mobile service.
Because the service has ended, those Ninja Voltage interests describe what the game was, not a currently supported purchase or download recommendation.
Claims this comparison cannot prove
The cited materials do not provide a controlled comparison of graphics, controls, balance, popularity, loading time, monetization, battery use, frame rate or player numbers. No numerical winner can be established for those categories. A developer interview includes an estimate that Ninja Voltage used about half as many polygons per character as other mobile games and about five times as many for its backgrounds, but it does not define the comparison set or measurement method. That anecdote is not a head-to-head benchmark against Naruto Mobile and should not be used to declare a visual winner.
Likewise, the sources do not establish that either game is objectively better. They establish different designs and, in Ninja Voltage’s case, a discontinued service. A fair modern decision therefore has two parts: identify whether the direct-fighting or fortress-strategy loop is the one you want, then verify whether the Tencent game is legitimately available to you. The former Ninja Voltage live service is not an active alternative.
