Myanmar’s military authorities have built a layered system of digital control since the February 2021 coup: communications blackouts, blocks on platforms and circumvention tools, surveillance and censorship technology, and restrictive law. Together, these measures curtail access to information, expression, privacy and online safety. They also make it harder for people to coordinate community protection and for humanitarian groups to reach those who need help.
What “digital dictatorship” means in Myanmar
“Digital dictatorship” is an advocacy and analytical description used by the UN Human Rights Council and Access Now for the combined effect of the authorities’ restrictions—not a technical term for a single system. In its 2025 report A/HRC/58/64, the Council said the controls severely undermined people’s access to information, freedom of expression, privacy and online safety.

The phrase is best understood as a set of overlapping controls. An outage can cut off a whole area or the country; blocking can make particular services inaccessible while other connections remain; surveillance and censorship technology can expose or constrain communications without shutting the network down. Restrictive law adds pressure on the services and users that depend on digital communications.

These measures should not be collapsed into one technical explanation. The available reporting does not establish that every outage uses the same technology or has the same purpose; restrictions occur in different local and conflict settings. A blackout, an app block and infrastructure-level surveillance are distinct mechanisms, even when their effects overlap.

Shutdowns: the scale and the limits of the counts
The cited monitoring record documents repeated disruption since the coup. The figure of at least 339 shutdowns, including at least six nationwide internet blackouts, is attributed to the Myanmar Internet Project as cited by the UN Human Rights Council in 2025. It is a monitoring count, not a guaranteed complete census of every interruption.
The same UN report says Access Now identified Myanmar as the country with more internet shutdowns than any other country in 2024. That is a year-specific comparison, not a claim about the global ranking in 2026. Human Rights Watch’s 2026 reporting describes rolling shutdowns as continuing, including in conflict areas; the sources do not provide a complete current outage database or a full technical inventory.

What the controls mean for people and aid work
Connectivity restrictions can impede access to news and other information, limit expression and make private communication less secure. Their consequences extend beyond individual internet users: Human Rights Watch reports that rolling shutdowns, especially in conflict areas, impeded humanitarian work and community protection. It also describes these difficulties after the March 2025 earthquake.
When communications fail or particular services are blocked, people and aid organizations have fewer reliable ways to share updates, coordinate assistance or assess needs. The reporting establishes these obstacles, but it does not quantify a single nationwide humanitarian impact or show that every shutdown has the same effect in every location.

What Myanmar’s Cybersecurity Law says about VPNs and platforms
According to Associated Press reporting published January 3, 2025, Myanmar’s Cybersecurity Law took effect on January 1. The AP’s contemporaneous account describes a requirement for VPN services to obtain ministry permission, penalties for unlicensed services, and rules requiring platforms to retain and disclose user information.
Those details summarize reporting on the law’s enactment; they are not a substitute for a current consolidated legal text or individualized legal advice. The sources available here do not establish whether the law has since been amended, how consistently each provision is enforced, or the present enforcement pattern. Readers should not infer actual enforcement in a particular case from the reported provisions alone.

Why circumvention advice can be unsafe or misleading
A generic recommendation to install a VPN does not answer the risks in this context. Human Rights Watch’s 2025 report describes VPN blocking, while AP reported a permission regime and penalties relating to VPN services under the law. The evidence here does not establish that a particular tool will work, be lawful for a particular person, or protect them from surveillance. Nor does it show that changing phones, SIM cards or using satellite equipment reliably defeats state-imposed restrictions.

What remains uncertain
Independent reporting cited here establishes a pattern of shutdowns, blocking, surveillance capability and legal restrictions, but leaves important present-day details unresolved. The current enforcement of the 2025 law and the precise capabilities and deployment of surveillance systems require more recent independent legal and technical reporting. The evidence also does not establish a complete, up-to-date technical inventory of blocked services or every outage.
