Blocking the literal string 127.0.0.1 does not establish that an SSRF guard is safe. A request may reach the same loopback destination through another address representation, a hostname, IPv6 handling, a parser mismatch, or a redirect. The exact failure depends on the application’s URL parser, DNS resolver, HTTP client, and redirect behavior; the title alone does not identify which one is responsible.
What the guard needs to stop
Server-side request forgery (SSRF) occurs when an application makes a request to a destination a user can control or influence. A vulnerable fetch feature can expose local services that trust requests from the same machine, or let the server reach private systems unavailable to ordinary users. Depending on the destination and its services, impact can include unauthorized actions or data access; in some circumstances, command execution. Those are possible SSRF impacts, not established effects of the guard described here.

A string check asks whether an input contains one spelling. A destination policy must instead decide where the server will actually connect, including after name resolution and any redirects. PortSwigger’s SSRF overview and OWASP’s prevention guidance describe why blacklist checks and superficial URL validation can fail.
Why blocking one spelling is not enough
Equivalent address forms and IPv6
Loopback is not limited to the familiar dotted-decimal spelling. Depending on the parser and client, alternate numeric representations—including integer, shortened, or octal forms—may be interpreted as the same IPv4 address. IPv6 adds another family of representations and edge cases, including IPv4-mapped IPv6 addresses. A filter that compares raw input against one string can miss these interpretations.

Hostnames and DNS resolution
An input can be a hostname rather than a numeric address. If that name resolves to a loopback, private, or otherwise prohibited address, checking only the hostname text does not protect the destination. Multiple DNS answers and a changed answer between validation and connection can also matter. OWASP cautions that DNS checks can introduce disclosure or rebinding risks; a preliminary lookup by itself is not proof that the eventual connection is safe.
Parser disagreement
The validator and the HTTP client may interpret an ambiguous URL differently. Userinfo, fragments, backslashes, and encoding differences are among the categories discussed in PortSwigger Research’s URL validation bypass cheat sheet, published 14 August 2024, and OWASP’s SSRF testing guidance. If one component approves a host while another extracts or routes to a different destination, validation has not enforced the client’s behavior.
Redirects
A permitted URL can respond with a redirect to a prohibited destination. If the HTTP client follows redirects automatically, the initial validation may be correct and still fail to constrain the final request. PortSwigger describes this pattern, including the risk of an allowed endpoint redirecting a backend client elsewhere.

Choose a policy that matches the feature
| Design | When it fits | Policy and trade-off |
|---|---|---|
| Fixed business destinations | The application only needs to contact a known set of services. | Prefer an explicit allowlist of narrowly defined host identifiers. The application controls scheme, port, path, and query construction. This limits flexibility but avoids accepting arbitrary complete URLs. |
| Arbitrary public-resource fetching | The feature genuinely needs to fetch user-selected public resources and a practical host allowlist is unavailable. | A deny policy for non-public and special-use destinations may be necessary, but OWASP characterizes deny lists as bypass-prone and a last resort. It requires careful address-family, resolution, redirect, parser, and network-egress controls. |
For fixed destinations, do not accept a complete attacker-controlled URL when a constrained host identifier will do. Validate the identifier with a well-maintained library, match it against the explicit allowlist, and construct the outbound URL from application-controlled components. Avoid passing attacker-controlled path or query material through a boundary where it will be parsed again.
If accepting a URL is unavoidable, parse it once using semantics consistent with the production request client. Reject unsupported or ambiguous forms, and reject any disagreement between the validation layer and the client rather than trying to repair it with more string checks.
Make validation govern the connection
Apply the destination policy to the addresses the client may actually use. Resolve and inspect relevant A and AAAA results, reject addresses outside the policy, and ensure the connection uses a validated result rather than triggering an uncontrolled second lookup. Preserve the correct hostname for HTTP host handling and TLS while constraining the network destination; the exact mechanism depends on the client library, so verify its behavior rather than assuming a particular framework is safe.

Treat each redirect as a new destination decision. The safest simple behavior is to disable automatic redirects. If the feature requires following them, inspect and validate every target under the same policy before connecting to it, including its resolved addresses.

Restrict outbound network access and segment services so the fetcher can reach only the destinations and ports it needs. These controls can limit impact if application validation fails.
Cloud metadata is a separate layer
In AWS environments, IMDSv2 provides defense in depth for access to instance metadata; it does not fix general SSRF validation. IMDSv2 begins a session with a PUT request and requires a secret token on subsequent requests. AWS also describes checks involving X-Forwarded-For and a low packet TTL. OWASP recommends migrating to IMDSv2 and disabling IMDSv1 where applicable. These measures address specific metadata access paths, so pair them with application and egress controls.

Audit the guard safely
Run checks only in an authorized, isolated test environment. Use the same parser, resolver, HTTP client versions, configuration, and redirect behavior as production. Record both what the validator believes the destination is and what destination the client actually reaches; a blocked response alone may not show whether the guard or a downstream network control stopped it.
- Map every outbound-request path. Identify features that fetch URLs directly and indirect fetchers such as document or image processing. Confirm each path invokes the intended policy.
- Check address normalization. Exercise alternate loopback representations and verify normalized IPv4 and IPv6 results, including IPv4-mapped IPv6, are handled according to policy.
- Check DNS behavior. In a controlled setup, test names resolving to prohibited addresses, multiple DNS answers, and a changed resolution between validation and connection. Verify the actual connection cannot escape the validated result.
- Check parser agreement. Use controlled cases involving userinfo, fragments, backslashes, and encoding differences. Compare the validator’s interpretation with the production HTTP client’s interpretation; reject disagreement.
- Check redirect handling. Determine whether redirects are followed automatically. If they are allowed, verify every hop is parsed, resolved, and validated before the client follows it.
- Check network barriers. Verify egress rules block access to internal networks and metadata endpoints independently of application-level checks.
