“The program can’t start because mstlsapi.dll is missing from your computer.”
You may also see “mstlsapi.dll was not found,” “mstlsapi.dll could not be loaded,” or “The specified module could not be found.” mstlsapi.dll is a genuine Microsoft Windows component called Microsoft Terminal Server Licensing, not a normal game file or Visual C++ runtime.
Do not download a replacement DLL from a random website. The safest repair is to identify which program called the file, update Windows, and repair protected system files with DISM and SFC.
Which fix applies to you
Use the first matching situation:
- The error appears when Windows starts or affects several programs: repair Windows with Windows Update, DISM, and SFC.
- The error appears on a Windows Server, Remote Desktop Services, Terminal Services, or Citrix deployment: update the server and the related client or server components, then involve the administrator if the problem continues.
- Only one older application fails: repair or reinstall that application from its original vendor.
- Your antivirus quarantined the file: review quarantine and verify the original system path and Microsoft signature before restoring anything.
- The message says “specified module could not be found” even though the DLL exists: a dependency may be missing. Repair Windows rather than copying another DLL.
- The file is beside an unrelated executable instead of in the Windows system directory: treat it as suspicious and scan the computer.
- You recently changed hardware or drivers: update the relevant driver, but do not assume a driver installation will replace this Windows licensing component.
What mstlsapi.dll does
Microsoft identifies mstlsapi.dll as the DLL dynamically loaded for Terminal Services licensing functions such as TLSLicenseEnumBegin and TLSLicenseEnumNext. Applications use these APIs to interact with legacy Terminal Services or Remote Desktop licensing information.

The file belongs to the Microsoft Windows and Windows Server family. It is not normally classified as:
- A Visual C++ Redistributable file
- A DirectX component
- A .NET runtime file
- A hardware driver
- Standard game middleware
Microsoft documentation lists Windows Vista as the minimum client operating system and Windows Server 2008 as the minimum server operating system for these documented APIs. You can read the API details in Microsoft’s documentation for TLSLicenseEnumBegin and TLSLicenseEnumNext.
Historical Windows file inventories place the file in:
%SystemRoot%System32
On most installations, that expands to:
C:WindowsSystem32
The correct binary depends on the Windows build and processor architecture. A 32-bit DLL and a 64-bit DLL are not interchangeable.

These are historical examples, not a universal list of the correct version for Windows 10 or Windows 11.

Do not select a DLL because its version number or file size appears in a search result. Windows system files must match the operating-system build and architecture.
Fix 1: Install Windows updates, then restart
A failed update or damaged Windows component store can leave protected files missing or corrupted. Start with Windows Update before attempting more targeted repairs.
Windows 11
- Press Windows + I to open Settings.
- Select Windows Update.
- Select Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not immediately require it.
- Return to Settings > Windows Update and check again.
- If updates are stuck, select Advanced options > Optional updates and review available driver updates.
Windows 10
- Press Windows + I.
- Select Update & Security.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart Windows.
- Check for updates again after restarting.

How to tell whether this worked
Try opening the application that produced the error. If it starts normally, the missing or damaged component was likely repaired by Windows servicing.
If the same message appears, continue with DISM and SFC below. Do not move directly to a downloaded DLL.
Fix 2: Repair Windows with DISM and SFC
Microsoft recommends running Deployment Image Servicing and Management, or DISM, before System File Checker. DISM repairs the Windows component store that SFC uses as a repair source.
Run DISM
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes if User Account Control asks for permission.
- Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Press Enter.
- Wait for the operation to finish. The percentage may pause for several minutes.
- Do not close the window while DISM is working.
When DISM succeeds, it normally reports that the restore operation completed successfully and that the operation completed successfully. The exact wording can vary between Windows versions.
Run SFC
In the same elevated Command Prompt, enter:
sfc /scannow
Press Enter and wait until verification reaches 100 percent. Closing the window early can leave the repair incomplete.
SFC may report one of several outcomes:
- Windows Resource Protection did not find any integrity violations: protected files appear intact. The problem may involve a dependency, application, or compatibility issue.
- Windows Resource Protection found corrupt files and successfully repaired them: restart Windows and test the affected program.
- Windows Resource Protection found corrupt files but was unable to fix some of them: restart, run DISM again, and repeat SFC. If it still fails, continue to the recovery options later in this guide.
- Windows Resource Protection could not start the repair service: restart Windows and run the command again from an elevated Command Prompt.

Manually hunting through Windows folders and repeating SFC or DISM without knowing what changed can be time-consuming. Test the result
Restart the computer after SFC completes. Then:
- Open the application that failed.
- Repeat the action that previously produced the message.
- Check whether the error returns after a second restart.
- If only one application still fails, use the application repair steps rather than replacing
mstlsapi.dll.
Fix 3: Repair the affected application
Although mstlsapi.dll is a Windows component, an older application may be the program that reports the failure. This is especially relevant when the error appears only after launching one legacy application.

Repair an installed Windows application
- Open Settings.
- Select Apps.
- Select Installed apps in Windows 11, or Apps & features in Windows 10.
- Find the affected application.
- Select the three-dot menu in Windows 11, or select the application in Windows 10.
- Select Advanced options if available.
- Select Repair.
- Start the application again.
If Repair is unavailable or does not help, return to the same screen and select Reset only if you understand that the application may lose its local settings or sign-in data.
Repair a classic desktop program
- Press Windows + R.
- Type:
appwiz.cpl
- Press Enter.
- Select the affected program.
- Select Change, Repair, or Modify, depending on what the installer provides.
- Complete the repair wizard.
- Restart Windows and test the program.
If no repair option exists, uninstall the program, restart Windows, and reinstall it from the vendor’s original installer or official distribution channel. For a game, use the launcher’s built-in Verify, Repair, or equivalent file-validation option.
If the application folder is named in the error rather than C:WindowsSystem32, application repair is particularly important. Do not copy a system DLL into that folder.

Fix 4: Check Citrix, Remote Desktop, and Windows Server cases
mstlsapi.dll is associated with Terminal Services and Remote Desktop licensing APIs. A Microsoft support case also documents Citrix ICA client crashes involving this file on Windows Server 2008.

If the error occurs during a Citrix ICA connection or on a Terminal Services or Remote Desktop Services deployment:
- Record the Windows Server edition and build.
- Ask the administrator whether a Windows update, security-policy change, or Citrix change happened immediately before the failure.
- Install all approved Windows Server updates.
- Update the Citrix Workspace or ICA client through the organization’s approved deployment process.
- Confirm that the client and server versions are supported together.
- Restart the client computer and, if authorized, the relevant server services.
- Test a new Remote Desktop or Citrix session.
Do not replace the server’s DLL with a copy from a workstation. Server deployments can have different architecture, servicing levels, and policy requirements.
Contact an administrator when:
- The issue occurs on a company-owned Windows Server.
- Multiple users cannot connect through RDS or Citrix.
- The error followed a security-policy or endpoint-protection change.
- You do not have permission to repair protected system files.
- The server hosts licensing or remote-access services.

Fix 5: Check antivirus quarantine and scan for malware
Security software may quarantine a damaged or suspicious copy. Malware can also damage or replace system files.
Review quarantine
The exact menu names depend on the security product. In Microsoft Defender:
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Open any detection related to
mstlsapi.dll. - Check the original file path and detection details.
- Do not restore the file merely because an application reports it missing.
A legitimate system copy should normally be associated with the Windows system directory, not randomly placed beside an unrelated executable. If a file was found in an application folder, Downloads, a temporary directory, or another unexpected location, leave it quarantined until it has been investigated.
Run a full scan
- Open Windows Security.
- Select Virus & threat protection.
- Select Scan options.
- Choose Full scan.
- Select Scan now.
- Allow the scan to complete.
- Follow Microsoft Defender’s recommended action.
- Restart Windows and run DISM followed by SFC if the system file remains unavailable.
Do not disable antivirus protection to install a DLL from the internet.

A “not designed to run on Windows” message can indicate an incompatible or damaged binary. It does not prove that the file simply needs to be downloaded.
To check your Windows architecture:
- Open Settings.
- Select System.
- Select About.
- Look at System type.
On Windows 10, the path is Settings > System > About as well.
A 32-bit application can run on 64-bit Windows, but the application’s dependency resolution and Windows system directories are handled according to the operating system and process architecture. Never replace a 32-bit file with a 64-bit file, or the reverse.
“ The specified module could not be found ” can also mean that mstlsapi.dll exists but a dependency required by it is missing. In that situation, replacing only the named DLL does not repair the dependency chain. DISM, SFC, Windows Update, and repairing the owning application are safer.

Fix 7: Do not use regsvr32 for this file
regsvr32 is used for DLLs that provide registration entry points, commonly certain COM or ActiveX components. It is not a general-purpose DLL repair command.
Microsoft documents mstlsapi.dll as a dynamically loaded Terminal Services API library. Applications load it with mechanisms such as LoadLibrary and obtain functions with GetProcAddress. The documented APIs are not described as self-registering COM components.
Therefore, this command normally will not fix the problem:

regsvr32 mstlsapi.dll
It may produce an error about an entry point or registration failure. That result does not show that Windows needs a different copy. Use Windows Update, DISM, SFC, or application repair instead.
Fix 8: Check Windows Features only when the error involves a related role
Enabling random Windows Features is not a reliable way to restore mstlsapi.dll. On a personal Windows 10 or Windows 11 computer, do not enable Remote Desktop Services components merely because the filename mentions Terminal Server licensing.
If you are troubleshooting a supported Windows feature that was deliberately disabled:
- Open Settings.
- Select Apps.
- Select Optional features.
- Select More Windows features or Windows Features.
- Review only the feature named in your organization’s documentation.
- Select OK.
- Restart if Windows requests it.
On Windows Server, roles and features are normally managed through Server Manager or approved PowerShell procedures. Ask the server administrator before changing them. Enabling a role does not replace the need to repair a corrupted Windows component.
Fix 9: Use recovery options if Windows cannot repair itself
If Windows Update, DISM, and SFC do not resolve the problem, the operating system may have broader damage.

Try System Restore
Use System Restore when the error began after a recent software, driver, or system change and a restore point exists.
- Press Windows + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point created before the problem began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore rolls back system files, settings, drivers, and installed programs. It does not normally remove personal documents, photographs, or other personal files, but you should still maintain a backup.
Use Windows recovery or an in-place repair
If no restore point works, use Windows recovery options or an in-place repair installation that matches your Windows edition and language. Back up important files first and follow Microsoft’s current installation instructions.
An in-place repair can rebuild Windows while preserving personal files and, depending on the selected process, installed applications. Read every installer screen carefully before proceeding.
Advanced manual replacement
Manual replacement is an advanced fallback, not a first-line fix. Microsoft’s system-file guidance discusses replacing a protected file only after SFC identifies it and normal repair fails.
Any replacement must come from:
- The same Windows build
- The same edition where applicable
- The same processor architecture
- A trusted Windows installation source or matching recovery environment
Never use a DLL download sites website, a file extracted from another computer without verifying its build, or a random copy from an application folder.
Update drivers only when evidence points to a driver problem
A driver does not normally own mstlsapi.dll, but a legacy remote-access client, display component, or system change can expose separate compatibility problems. Update only the driver related to the failing device or application.

Use Device Manager
- Right-click the Start button.
- Select Device Manager.
- Expand the category related to the problem, such as Display adapters, Network adapters, or Sound, video and game controllers.
- Right-click the device.
- Select Properties.
- Open the Driver tab and note the provider and date.
- Select Update Driver.
- Choose Search automatically for drivers.
- Restart Windows if prompted.
If Windows cannot find a suitable driver, use the computer or device manufacturer’s official support process. Do not install a driver simply because its date is old if the device is functioning and the error points specifically to mstlsapi.dll.

Why downloading mstlsapi.dll is unsafe
A standalone DLL download often fails for several reasons:
- The file may contain malware.
- The version may belong to a different Windows build.
- The architecture may be wrong.
- The file may be unsigned or altered.
- The real missing item may be a dependency.
- Copying it into
System32may not repair the component store. - A copy beside an executable can create a DLL-preloading risk.
Microsoft does not provide a general mstlsapi.dll redistributable identified for this problem. The safe sources are Windows Update, Windows recovery or installation media, Microsoft’s built-in servicing tools, and the original vendor installer for an application that genuinely requires the API.

Before changing anything, record:
- The complete error text
- The executable that displays the message
- The path shown for the DLL, if provided
- Your Windows edition and build
- Whether Windows is 32-bit or 64-bit
- Whether the issue affects one program or several
- Recent updates, antivirus detections, or application changes
- Any Event Viewer application-fault details
To open the relevant Event Viewer entries:
- Press Windows + R.
- Type:
eventvwr.msc
- Press Enter.
- Open Windows Logs > Application.
- Look for an error at the time of the failure.
- Record the faulting application and module names.
Keep Windows updated, use reputable application installers, and leave security protection enabled. If the file is repeatedly quarantined or reappears in an unexpected folder, investigate the executable that loads it rather than restoring every detected copy.
