How much could the increase add to a monthly bill?
C&G Newspapers reported that the city estimated an average residential increase of about $2.28 per month, assuming use of 2.5 units per month. That is an estimate tied to that usage assumption—not a flat increase applied to every account. Actual bills depend on consumption and meter size, as well as the fixed service charges.
Customers can use 748 gallons as the equivalent of one billed unit when estimating usage. To understand a bill, separate its fixed water and wastewater service charges from charges based on metered water and sewer use.

Why is Mount Clemens funding water and sewer infrastructure work?
The city’s FY2026 budget identifies substantial planned capital work while Mount Clemens continues operating its own water treatment and sewage treatment facilities. It budgets $3.2 million for water capital improvements, including a $1.5 million M-3 watermain replacement, and $3.8 million for sewer capital improvements.
The budget also says projects in 2027–2029 could require new debt: $5 million for water and $2 million for sewer. Those amounts are potential future borrowing tied to prospective projects, not confirmation that the projects have all proceeded or that the debt has been issued. The rate increase is part of a broader funding context that includes maintaining and upgrading existing infrastructure and preparing the water system for a planned transition.

What does the planned GLWA transition mean?
The FY2026 budget says Mount Clemens intended to close its water treatment facility and join GLWA “in the near future.” It also says the city continued to operate its own water and sewage treatment facilities. In other words, the budget describes a planned transition; it does not establish that GLWA was already supplying Mount Clemens water when the budget was prepared.
The budget does not, by itself, establish a completed transition date. The rate action is linked to infrastructure funding during a period when the city was planning for that change, rather than proof that the transition had already occurred.

Can an outdoor water meter reduce sewer charges?
The city says it uses the home’s water meter to estimate sanitary sewer use. Water used outdoors for sprinklers or other purposes may not enter the sewer system. A customer may install a second meter for outdoor-only water; with a qualifying dual-meter setup, the city says sewer fees are not charged on water recorded by that second meter.
The city estimates installation at $561, consisting of a fixed $459 permit and meter charge plus variable plumbing work. That is a city-posted estimate, not a guaranteed total. Contact the Utilities Department to confirm current charges and requirements before arranging installation.

Are the October 2025 rates still current?
The city’s published Water & Sewer page lists charges effective October 1, 2025. A September 21, 2026 Citizen Portal search result contains an AI-generated summary suggesting a later utility rate update, but the available information does not confirm an adopted resolution, its figures, or an effective date. Check the City Commission’s official meeting packet, minutes, or Clerk’s record before treating the October 2025 schedule as current.
