Most Supply-Chain Security Tools React. Can Quarantine Catch Risk Earlier?

Lockfiles and checksums help install or verify dependencies; they do not scan them. Here’s how advisory alerts differ from quarantine—and how to assess the claims.

package-lock.json and go.sum do not scan dependencies: they help record or verify dependency information. Vulnerability alerts are a separate layer. A quarantine gate could add an earlier checkpoint, but whether it actually blocks a risky package depends on how it is implemented—and the available evidence does not independently verify supply-core’s claimed protections.

What does “reactive” mean in dependency security?

Dependency security involves distinct jobs that are easy to blur together: recording which dependencies a project uses, checking those dependencies against known vulnerabilities, and controlling which packages are allowed into a build. A lockfile or checksum file contributes to the first job; it is not itself a vulnerability scanner.

Calling security tools “reactive” can describe tools that alert when a dependency is associated with a known advisory. It does not describe every tool or every security control. For example, GitHub’s dependency graph combines dependency information with advisory data to detect vulnerabilities. Coverage depends on supported ecosystems and on relevant advisories being available. That is different from inspecting every package for every kind of malicious behavior.

What do package-lock.json and go.sum actually do?

File or control Its role What it does not establish
package-lock.json npm uses a package lock to guide installation. The npm CLI recommends npm ci when the manifest should remain unchanged and synchronized with the lockfile. The lockfile is not a vulnerability scan or a guarantee that a dependency is safe.
go.mod The Go project says this file determines the dependency versions that contribute to a build. It does not, by itself, establish that those versions have no known vulnerabilities.
go.sum The Go project says this file records cryptographic hashes used to verify module contents. Commands such as go get and go mod tidy can modify it. It is not a Go lockfile listing only the versions used by the current build, nor a vulnerability scanner.
Advisory-based alerting GitHub’s dependency graph uses dependency data and security advisories to identify known vulnerabilities in supported ecosystems. It cannot report an advisory that does not exist or cover ecosystems outside its support.

The distinction matters especially for Go. On March 7, 2023, GitHub announced that it had stopped ingesting go.sum for dependency-graph vulnerability alerts: the file can include multiple versions that are not used by the current build. GitHub recommended go.mod for that purpose. So describing go.sum as equivalent to an npm lockfile gives the wrong impression of what it represents.

What would a quarantine gate add?

A quarantine workflow aims to put a control before a dependency is accepted: hold a requested package, scan it, then release it if it meets a policy. That is a different point in the workflow from an alert that flags a known vulnerability in dependency data. In principle, an enforced gate could prevent a package from entering a build until it passes checks.

That principle is not proof that a particular tool blocks malicious code or closes a vulnerability “risk window.” The claim depends on details such as where the gate runs, what it scans, which package managers it supports, and whether installs or builds can bypass it. The available evidence does not establish those details for supply-core.

Marek Sowa’s September 19, 2026 article describes supply-core as an open-source tool that quarantines requested dependencies, scans them, and releases them after they pass. The same article anticipates possible onboarding delays and false positives. Those are the author’s descriptions and anticipated trade-offs; independently verifiable implementation details and effectiveness evidence are not established here.

The timing question—whether a package can execute code before a scanner checks it—also cannot be answered universally from the file names alone. It depends on the installation process and where the check is enforced. A scanner that only analyzes dependency records is not the same thing as a gate that controls package access.

How should a team assess a claimed prevention tool?

Before treating quarantine as a security boundary, ask for evidence about the control itself, not just a description of its intended workflow:

  • Lifecycle position: At what point in install, review, or build does the tool intervene? What happens if the check is unavailable?
  • Analysis: Does it compare package versions with known advisories, inspect package contents, or do both? What threats are outside its scope?
  • Coverage: Which package managers and transitive dependencies are supported, and how is that support documented?
  • Enforcement: What isolation boundary prevents a package from being used before approval? Are bypass paths documented and tested?
  • Exceptions: How can a developer resolve a false positive or approve an exception, and is that decision auditable?
  • Operational cost: What happens to onboarding and CI speed when a dependency is held for review?
  • Effectiveness evidence: Are there published implementation details, reproducible tests, or independent evaluations?

Without answers to these questions, “quarantine” describes an intended workflow rather than a demonstrated guarantee. A useful evaluation should also distinguish a tool’s ability to identify known-vulnerable versions from its ability to detect unknown malicious behavior; one capability does not imply the other.

What should developers take away?

Use each control for the job it can actually do. npm’s documentation describes the package lock’s role in installation and recommends npm ci for installs that keep the manifest and lockfile strictly in sync. For Go, use go.mod to understand the versions contributing to a build; go.sum provides module-content checksums. Neither file is a substitute for vulnerability detection.

Advisory-based dependency alerts can help teams respond to known issues, subject to ecosystem and advisory coverage. A quarantine gate may offer an earlier checkpoint, but only its documented and tested enforcement can show whether it actually prevents a package from reaching a build. As Filippo Valsorda wrote in the Go project’s March 31, 2022 post, “Despite any process or technical measure, every dependency is unavoidably a trust relationship.”
