What “most downloaded” means
Download rankings are not a permanent leaderboard. Some lists count lifetime downloads; others emphasize current activity or active players. A pack that has been available for years can have a larger all-time total, while a newer pack can dominate recent traffic. Before quoting a ranking, identify which metric is being used and the date of the snapshot.
The figures below are approximate snapshots, not official lifetime certifications. Counts change continuously, and different sites can report different totals for the same pack.

On that basis, ATM10 is the best answer to “most downloaded” when you mean recent activity, while RLCraft is the safer answer for all-time popularity. Pixelmon remains a major third contender. Do not combine these numbers into one precise league table: they come from different dates, publishers and counting methods.

ATM10 is a large “kitchen-sink” pack: it combines hundreds of technology, magic, exploration, building and automation mods so a group can pursue different goals in the same world. The 2026 CurseForge snapshot describes roughly 500 mods and about 22.2 million downloads. Another undated tally lists 18.7 million, illustrating how quickly totals and definitions diverge.

Use the exact ATM10 release’s server pack and instructions; do not assume that a client profile can be copied directly to a server.
RLCraft
RLCraft is a deliberately difficult, hardcore-oriented pack associated with Minecraft 1.12.2 and 1.20.1 releases. Published all-time estimates range from more than 24 million to more than 27 million downloads. Its appeal is challenge rather than a broad “everything” sandbox, so make sure every player understands the survival rules and progression before starting a shared world.
Because RLCraft has releases on different Minecraft generations, the loader, Java runtime and server files must be selected for the exact release. An installation guide for one branch should not be applied to the other.
Pixelmon Modpack
Pixelmon combines Minecraft with a creature-collection and battle-focused experience. ChampBop’s undated ranking reports more than 19.8 million downloads. Treat that number as an approximate all-time snapshot, not a live total. Pixelmon servers still require an exact match between the pack version installed by the server and the version selected by each player.

DawnCraft and Vault Hunters
DawnCraft is often quoted at around 10 million downloads and Vault Hunters at more than 5 million. Those figures come from low-confidence search-summary references rather than a clearly verified listing in the available material, so use them as broad popularity signals only. Both packs can have release-specific loader and memory requirements; follow their own server documentation.
Prominence II and Better MC
These packs appear in popularity searches, but no page-verified download figure is available here. They should not be assigned a precise rank without a dated, directly viewable count.
Choose a pack before choosing a server
Hosting capacity is determined by the pack, not by the word “modpack.” Complete these checks first:
- Minecraft version: record the exact version shown on the pack’s release page. “1.20” is not interchangeable with “1.20.1” or “1.20.5.”
- Loader: identify whether the release uses Forge, Fabric or NeoForge. A Forge server cannot load a Fabric-only release.
- Pack release: write down the complete pack name and release number. Players must install that same release.
- Server files: look for a download explicitly labelled “server pack,” “server files” or equivalent. Client launchers often include graphics, menus and client-only mods that a dedicated server cannot load.
- Documentation: check the pack author’s installation notes for Java, RAM, required launch arguments and known compatibility issues.
Keep this information in a short server note. It prevents the most common support problem: players joining with a similarly named but different pack version.

Server pack versus client pack
A client pack is designed to start a player’s game. It may contain shaders, minimaps, resource packs, menu customizations and other client-only components. A dedicated server needs the server distribution, which normally contains the loader, server-side mods, configuration files and a launch script or jar appropriate to that release.
Using the client archive on a server can produce missing-class errors, immediate crashes or a server that starts but rejects every connection. If a pack does not publish a server archive, read its instructions rather than deleting files at random. Some packs provide a separate installer; others expect you to install the loader and then copy only the documented server-side files.

Managed hosting or manual hosting?
There are two practical routes. A managed panel automates much of the installation; manual hosting gives you direct control over files, Java, memory and upgrades.

When a managed panel is the better fit
Choose managed hosting when you want a quick deployment, do not want to expose a home network, or expect players who need reliable uptime while you are away. Confirm that the panel supports the pack’s loader and Minecraft version, permits the RAM allocation you need, and lets you upload the pack’s own server files if an automatic installer is unavailable.

When manual hosting is worth it
Manual hosting suits administrators who need custom configuration, unusual launch flags, a private test environment or complete control over update and backup schedules. A home PC must remain powered and connected; a VPS adds a monthly infrastructure cost but avoids running hardware at home. In both cases, an SSD is preferable for world saves and mod-file access.
Step-by-step: install a modpack server
1. Record the exact release
- Open the pack’s official listing or documentation.
- Write down the Minecraft version, loader (Forge, Fabric or NeoForge), pack release and any required Java version.
- Download the server pack for that exact release. Keep the archive unchanged until you have read its instructions.
2. Prepare a clean server directory
Create a new folder dedicated to the server, such as minecraft-server/atm10. Do not mix files from another pack or release. Copy the server archive into this folder and extract it there if the instructions require extraction.
3. Install the loader’s server files
Run the Forge, Fabric or NeoForge server installer specified by the pack. The installer may create a loader jar, libraries directory, configuration directory or launch script. Use the filenames it creates; do not substitute a generic server jar from another Minecraft version.
4. Start once and accept the EULA
- Run the generated launch script or jar once. The first run normally creates configuration files and stops because the EULA has not been accepted.
- Open
eula.txtin the server directory. - Change
eula=falsetoeula=trueonly after reading and accepting Mojang’s EULA. - Save the file and launch the server again.
If no eula.txt appears, the first launch probably failed earlier. Read the console error before trying again; a wrong Java version or an incorrect jar is more likely than an EULA problem.

5. Set memory in the startup script
Use equal minimum and maximum heap values so the Java process does not continually resize its heap. A generic Linux example is:
java -Xms8G -Xmx8G -jar server.jar noguiOn Windows, the same command can be placed in a start.bat file. Replace server.jar with the loader jar named by your pack’s instructions. The example is not a universal recommendation: one large-pack guide suggests 10–16 GB, while another suggests 6–8 GB. Start with the pack’s documented value, leave memory for the operating system, and adjust only after observing startup and in-game behavior.
6. Confirm Java
Check the runtime with java -version. Search summaries commonly associate Java 17 with Minecraft 1.17 and later, and Java 21 with 1.20.5 and later, but the pack’s own documentation takes priority. If the server reports an unsupported class version, install the required Java release and ensure the startup script points to that executable rather than an older system default.
7. Complete the first configuration
- Wait for the console to show that the server has finished loading and is accepting commands.
- Stop it cleanly with
stop; do not close the terminal forcefully during world saves. - Review
server.properties, the pack’s configuration folders and any generated whitelist or operator files. - Set a strong operator password policy outside the game and grant operator status only to trusted administrators.
- Start again and create or import the intended world.
8. Make the server reachable
For a home server, allow the Java process through the operating-system firewall and forward the server’s configured TCP port on your router to the host PC. Minecraft commonly uses port 25565 by default, but verify the value in server.properties if you change it. A VPS requires an equivalent inbound rule in its provider firewall. Share the public address and port privately with players; never post administrative credentials.
9. Test with one client first
- Install the identical pack release, loader and Minecraft version in a test client.
- Connect from the same network if possible, then test from an external network to verify forwarding.
- Check that the player can join, break and place blocks, open inventories, travel between dimensions and reconnect after a restart.
- Only after this test should you invite the full group.
RAM planning for large packs
Memory requirements vary substantially. A small or focused pack may run with less, while a kitchen-sink pack with hundreds of mods needs more headroom during startup and world generation. The available guidance conflicts: one recommendation is 10–16 GB for large packs; another is 6–8 GB. That is why the pack’s documentation and your measured behavior matter more than a universal chart.
- Do not allocate all physical RAM. The operating system, Java overhead, storage cache and other services still need memory.
- Use the same
-Xmsand-Xmxvalue as directed by the pack or host. - Watch symptoms, not just the number: repeated out-of-memory crashes indicate too little heap; severe swapping indicates the machine has been over-allocated.
- Generate or explore the world gradually: new chunks can create temporary spikes, especially in heavily modded packs.
- Change one variable at a time: alter memory, Java or a mod configuration separately so you can identify the cause of a failure.
Common failures and fixes
“Incompatible mod set” or a rejected connection
Confirm that the client and server use the same pack release, Minecraft version and loader. A player who installed a similarly named profile can still have a different mod revision. Reinstall from the exact release rather than copying individual jar files.
Server crashes during startup
Read the first meaningful error in the log, not only the final shutdown line. Frequent causes are a client-only mod in the server directory, an incorrect loader, an unsupported Java runtime or a damaged download. Restore the clean server pack, verify Java, and add custom changes one at a time.
“Could not reserve enough space” or constant lag
Reduce the heap to leave room for the operating system, or move the server to a machine with more physical RAM. If the pack documentation calls for more memory than your system can provide, a managed host or larger VPS may be more practical than continuing to tune flags.
Players cannot connect from outside the host network
Check the server’s listening port, operating-system firewall, router forwarding rule and the public address supplied to players. Test locally first. If local connections work but external ones fail, the problem is usually forwarding, an upstream firewall or a carrier-grade NAT limitation rather than the modpack itself.
World corruption or lost progress
Stop the server cleanly and keep dated backups of the world directory and configuration files. Test a backup by copying it to a separate instance before relying on it. Never overwrite the only backup with a newer copy.
Updating without breaking the world
Modpack updates can change world generation, recipes, entities and configuration formats. Treat an update as a migration:
- Read the release notes for required loader or Java changes.
- Make a full backup of the world, server files and configuration.
- Clone the server into a test directory and apply the update there first.
- Let the test instance load and inspect the logs for missing or incompatible mods.
- Join with a test client on the same updated release.
- Schedule the production update when players are offline, keep the old directory intact, and announce the exact new pack version.
Do not replace only one or two mod jars in a tightly integrated pack unless its documentation explicitly supports that change.
Practical launch checklist
- Pack name and release recorded.
- Minecraft version and Forge, Fabric or NeoForge loader match on both sides.
- Server pack used instead of the client archive.
- Required Java version installed and verified with
java -version. - Documented RAM setting applied with equal minimum and maximum values.
- EULA accepted in
eula.txt. - Firewall and router or VPS rules configured.
- Operator access restricted and a whitelist enabled when appropriate.
- World and configuration backups tested.
- One clean client connection completed before inviting everyone.
