Mobile proxies behave differently because two systems shape the traffic: the proxy service relays your requests, while the cellular carrier may share a public IPv4 address among many subscribers using carrier-grade NAT (CGN). That shared-address setup affects connectivity and makes an IP address alone a poor way to identify one subscriber. It does not, by itself, make a proxy faster, safer, more private, more reliable, or harder to detect.
What a mobile proxy is—and what makes it different
A mobile proxy is an intermediary that accepts a client’s traffic and forwards it through a cellular-network connection. The proxy service and the carrier network are separate layers: the proxy routes requests, while the carrier provides the cellular connection and may translate traffic through CGN.
When a destination receives a request, it sees the address and connection characteristics of the route taken by the proxy’s exit. If the carrier uses CGN, that public IPv4 address may be shared among subscribers. The carrier maintains translations between subscriber-side connections and external address-and-port mappings.
Not every service uses the same gateway, SIM arrangement, handset, modem, or rotation trigger. The label “mobile proxy” alone does not establish how a particular provider has built its network.

How carrier-grade NAT changes the connection
The IETF defines CGN as a network function that shares an IPv4 address among several subscribers. It sits in the ISP’s network and is not managed by subscribers. “Carrier-grade” describes where the function sits in the network; it is not a promise about equipment quality. See IETF RFC 6888.
Because subscribers do not each receive a unique public IPv4 address, CGN can limit communication with the wider internet. The IETF notes that providing proxy functionality at the boundary between internal and external networks becomes more involved. These are general constraints of CGN, not a prediction that a particular mobile proxy service will fail.

Why an IP address may not identify one subscriber
In a shared-address arrangement, multiple subscribers can appear to use the same public IPv4 address. An IP-only record therefore may not identify a unique subscriber. The RFC explains that identifying a subscriber may require the external address, source port, and timestamp associated with the carrier’s mapping.
The RFC also says a CGN should not log destination addresses or ports unless administratively required, because destination logging creates privacy issues. That is a recommendation in the standards document, not evidence of what any specific carrier or proxy provider logs.

What the label does not tell you
Carrier-side address sharing is one reason mobile proxy traffic can look or behave differently from traffic on other network types. It does not establish a universal advantage or performance profile. Rotation intervals, session persistence, speed, geographic coverage, and supported protocols depend on the provider and its implementation; RFC 6888 does not specify those service features.
- Speed and reliability: The cited standard explains general CGN communication limitations, but it provides no comparative measurements of mobile, residential, and datacenter proxy speed or reliability.
- Session behavior: Whether an address changes, how often it changes, and whether a session can be kept stable are provider-specific.
- Coverage and protocols: Check provider documentation for locations, carriers, IPv4 or IPv6 behavior, and supported client protocols rather than inferring them from “mobile.”
- Privacy and detectability: A cellular exit or shared address is not proof that traffic is private, trusted, or undetectable. Those claims require evidence about the provider, network, and intended use.

- What does the provider disclose about logging, abuse handling, and customer support?
Device sourcing and consent are separate from carrier NAT. A 2021 NDSS Symposium study examined mobile proxy networks and the security and privacy implications of devices used as proxy peers; its findings concern the networks and period studied, not every current provider. Read the paper.
In 2026, the FBI warned that some residential proxy networks may acquire mobile-device connectivity through SDK partnerships or malware. That warning makes sourcing worth checking; it does not show that every mobile proxy provider uses either method. See the FBI alert.

What to do when an IP-based block or report is ambiguous
In a CGN setting, an IP address by itself may correspond to multiple subscribers. The IETF’s description of mapping records means that an external address, source port, and timestamp can matter when distinguishing connections. If you administer a service or investigate an abuse report, do not assume an IP-only record uniquely identifies a person; preserve relevant connection details and follow applicable legal and privacy requirements.
