A mobile data plan is a subscription with a mobile provider that lets a device send and receive internet data over a cellular network. The plan sets how much of that data you can use in a billing period, or says the amount is unlimited, and it defines what happens when you go past the limit. The plan is the service contract. The phone, tablet or hotspot is only the device that uses it.
What a mobile data plan includes
A mobile data plan can be sold in three main forms. The right one depends on what the device is for.

- Bundled with voice service: one contract covers calls, texts and data, often with a phone included or paid off separately.
- Added to a voice subscription: a data package attached to an existing voice line.
- Standalone for a non-voice device: a connected tablet, laptop or mobile hotspot that needs internet access but no phone service.
In every case, the data is carried over the cellular network whenever the device is not connected to Wi-Fi. Traffic that runs over Wi-Fi does not count against the plan.

The allowance is the amount of internet data a device may use over the mobile network during a period, usually one month. It is measured in gigabytes (GB). Consumption depends heavily on what you do. Video streaming and video calls are the most data-hungry activities, and the same person can use very different amounts from one month to the next depending on settings such as video quality, background app updates and whether photos sync over cellular.

Before you compare allowances, check your recent use away from Wi-Fi. Your monthly total is the number a plan has to cover, not a guess about what you might use.
What happens when you reach the limit
Plan terms decide the consequence. Depending on the plan, reaching a limit can mean slower speeds, extra charges, restricted access, or the service stopping entirely. The US Federal Communications Commission (FCC) uses four distinct terms for these outcomes, and they are not interchangeable.

| Term | What it means | What the reader experiences |
|---|---|---|
| Soft cap | After a threshold, some restriction continues. | Service continues, but under a limit that the plan sets. |
| Hard cap | After a threshold, access is discontinued. | Data stops until the period resets, you buy more, or you upgrade. |
| Throttling | Speed is reduced regardless of network congestion. | Slower speeds even when the network is quiet. |
| Deprioritization | Speed is reduced during network congestion. | Slower speeds at busy times and places, normal speeds otherwise. |
The difference between throttling and deprioritization matters. A throttled plan is slow whether or not the cell tower is busy. A deprioritized plan is slow only when many users share the same network resources. Read the plan terms to see which applies.

Why “unlimited” needs a closer look
“Unlimited” describes the allowance and nothing else. It does not, on its own, tell you the speed you will get, how much hotspot use is permitted, whether roaming is covered, or what the fair-use rules are. The FCC has reported that plans described as unlimited can have thresholds after which deprioritization applies. Ofcom, the UK communications regulator, advises checking fair-use terms, speed limits and travel restrictions before signing.

Check these four conditions in the plan terms before assuming a plan is truly unlimited:
- Fair-use threshold: the amount of data after which speed or priority may change.
- Speed after the threshold: whether the change is throttling or deprioritization, and what speed is left.
- Hotspot allowance: whether tethering is included, and whether it has its own cap.
- Roaming limits: whether data works abroad, and under what limit.
The FCC’s 2024 marketplace report (FCC 24-136) noted that in 2023 providers continued to offer unlimited plans alongside plans with specified data allowances. The same report gives a historical example of a T-Mobile plan that included 50 GB of hotspot data. That detail describes the 2023 offering only. Current plan features should be confirmed with the carrier.

On throttling disclosure, the US Federal Trade Commission’s consumer guidance on the 2019 AT&T unlimited-data settlement puts the rule plainly: ‘If the company will slow down the data speed for users who exceed a data cap, it must tell customers it’s going to do that.’ If a plan description does not mention a slowdown, read the full terms before relying on it.

Prepaid versus postpaid
Prepaid service is paid for before the service is received. Postpaid service is billed after the service has been provided. The FCC’s 2024 marketplace report uses this distinction when describing the market.

Payment timing tells you how and when you are billed. It does not tell you what allowance or speed policy applies. A prepaid plan and a postpaid plan can have identical data terms, or very different ones. Compare the data rules separately from the billing model.

- Measure current use away from Wi-Fi. On an iPhone, open Settings, then Cellular, and read the usage for the current period. On most Android phones, open Settings, then Network & internet (or Connections), then Data usage. Menu labels vary by manufacturer and software version.
- Add expected travel and roaming. If you will use data abroad or in areas with weak coverage, check roaming limits before you count on the plan.
- Add hotspot needs. If a laptop or tablet will tether to the phone, hotspot data may have a separate limit or a lower speed.
- Check coverage where you use the device. Confirm which 4G or 5G networks the carrier offers at home, work and along your usual routes, since availability differs by location.
- Read the exact plan terms. Look for the fair-use threshold, the speed after the threshold, and whether a cap is soft or hard.
- Compare total recurring cost. Include whether a handset is included or paid for separately. Ofcom notes that an unlimited package can cost more than a set allowance that fits your actual needs, so price both options against your measured usage.
- Consider SIM-only if your phone works well. A SIM-only package provides service without a new phone. Ofcom suggests this option when an existing phone is suitable.
Carrier prices, plan names and promotions change by carrier and location. This article does not name a single best plan, and no current carrier-by-carrier prices or coverage maps are stated here. Ofcom’s consumer advice is written for the UK market, and the FCC and FTC references above are US sources.
Allowance plan and unlimited plan at a glance
| Feature | Plan with a stated allowance | Plan described as unlimited |
|---|---|---|
| How data is described | A fixed amount in GB for the billing period | Unlimited, with conditions in the plan terms |
| What happens at the limit | Depends on the terms: soft cap, hard cap, extra charges or stopped service | Fair-use thresholds may lead to deprioritization or throttling |
| Speed rules to check | Speed after the allowance is used, if any | Speed after the fair-use threshold, and during congestion |
| Hotspot and roaming | Stated in the plan terms; not stated for every plan | Stated in the plan terms; not stated for every plan |
| Cost comparison (UK guidance) | Often lower where it fits actual use, per Ofcom | Can cost more than an allowance that fits actual use, per Ofcom |
In short, a mobile data plan is defined by its data terms, not by its label. Read the allowance, the consequence of reaching it, and the conditions attached to “unlimited” before comparing prices.
