Migrating a Large Enterprise Xamarin App to .NET MAUI: A Practical, Staged Guide

A practical, staged guide to moving an enterprise Xamarin.Forms app to .NET MAUI without assuming a rewrite or mandatory single-project conversion.

A large Xamarin.Forms app does not have to be rewritten or collapsed into one project to move to .NET MAUI. Treat the work as a staged modernization: establish a working Xamarin.Forms 5 baseline, map dependencies and platform-specific code, choose a migration shape that fits the solution, convert in reviewable increments, and validate each supported platform. Microsoft ended support for all Xamarin SDKs, including Xamarin.Forms, on May 1, 2024, so teams still running Xamarin should plan a supported path forward rather than assume the existing stack remains supported.

What a Xamarin-to-MAUI migration actually changes

Microsoft’s migration guidance covers Xamarin.Android, Xamarin.iOS, Xamarin.Mac, Xamarin.tvOS, Xamarin.Forms, and Xamarin.Forms UWP. The projects must move to the SDK-style format, but that requirement does not mean rewriting application code or combining every platform head into one multi-targeted project. Both a multi-project MAUI route and a single-project route are documented for Xamarin.Forms applications. Microsoft’s migration overview

For an enterprise team, the key decision is not “How quickly can we convert the project file?” It is how to move a working product while preserving platform behavior, release processes, and the integrations users depend on. A successful conversion is only one milestone; authentication, offline workflows, native device features, and release packaging still need validation in the app’s own environment.

Choose the migration shape that fits the solution

MAUI supports two relevant project structures. Microsoft does not say that one is universally better for enterprise applications, so decide based on the boundaries and operating model you already have rather than treating consolidation as a goal in itself.

Decision factor Multi-project MAUI Single-project MAUI
Platform project boundaries Retains explicit native platform project boundaries. Uses one MAUI app project with platform-specific code and resources organized in platform folders.
Migration approach Updates the native platform projects, then migrates the Forms library. Creates a new MAUI app and moves code, configuration, resources, and platform-specific code into it.
Restructuring Can preserve more of the existing project layout. Requires adopting the single-project organization and moving relevant assets and logic.
Useful fit to evaluate Teams whose ownership, builds, or deployment processes rely on distinct platform projects. Teams prepared to organize shared configuration alongside platform-specific folders in one app project.

The first two rows reflect Microsoft’s documented migration procedures; the last two are decision criteria, not a Microsoft recommendation. Compare how each structure affects code ownership, build and release configuration, incremental migration, and team familiarity before choosing. Decide whether Upgrade Assistant is suitable

The .NET Upgrade Assistant can make common mechanical changes, including converting project files, updating target frameworks, configuring UseMaui, changing packages, and updating namespaces. It is a conversion aid, not a complete migration or a validator of application behavior; Microsoft says additional work is usually required after it runs. Use it where it can reduce repetitive edits, then review and test its output.

Question What the documented tool route supports What to plan for
Starting Xamarin.Forms version Xamarin.Forms 4.8 or later is required; Xamarin.Forms 5.0 and .NET Standard 2.0 or later are recommended for best success. Upgrade to Forms 5 first, confirm the app still runs, and update dependencies before conversion where practical.
How to run it Microsoft documents a Visual Studio extension on Windows and a CLI tool for Windows and Mac. Confirm the option that fits the team’s development environment and current tool documentation.
Unsupported MAUI Upgrade Assistant project types UWP projects, iOS extension projects, and binding projects are not supported by the MAUI Upgrade Assistant. Plan separate handling for these components. This tool limitation does not mean all manual migration routes for those project types are unavailable.
Work remaining after conversion The tool performs common project and source transformations. Review project configuration, platform code, API changes, startup behavior, and runtime behavior; the tool does not establish that business workflows work.

These prerequisites and limitations come from Microsoft’s Upgrade Assistant guidance. If a solution contains unsupported project types, treat them as explicit workstreams in the migration plan rather than discovering them midway through an automated conversion.

Run the migration as a sequence of gated stages

Keep the work reviewable: make each stage produce an artifact or a verified result before the next stage expands the change. The stages below separate preparation, structural conversion, and behavior validation so teams can locate problems in the layer where they arise.

  1. Establish a known-good Xamarin baseline. Move the app to Xamarin.Forms 5 where possible, refresh dependencies, and run it successfully before changing frameworks. Record the existing build and test commands, supported platforms, and important user journeys. This makes later failures easier to distinguish from pre-existing issues. Microsoft recommends updating to Forms 5, verifying the app runs, and updating dependencies before using Upgrade Assistant. Upgrade Assistant preparation
  2. Inventory the solution and its owners. List Forms libraries, Android/iOS/Windows heads, UWP projects, binding libraries, iOS extensions, custom renderers, effects, native integrations, resources, build configuration, and packages. For each item, record its owner, platform reach, and how it is built or tested. Mark components that the Upgrade Assistant does not support so they can be handled through a suitable manual route.
  3. Resolve dependency risk before converting. Check each package for a .NET-compatible release. Update compatible dependencies where practical, and identify packages that need replacement or a maintained alternative. Microsoft’s manual guidance includes upgrading or replacing incompatible dependencies; a package’s familiar name is not evidence that its Xamarin version will work unchanged in MAUI. Dependency preparation guidance
  4. Select the project shape and migration boundary. Choose multi-project or single-project based on platform boundaries, build ownership, resource organization, and the team’s ability to restructure. Decide which libraries can be migrated independently and where platform-specific work will live. Do not consolidate projects solely because MAUI permits it: Microsoft explicitly says a multi-project solution does not have to become a multi-targeted single project. Migration overview
  5. Convert in a branch or copy that can be reviewed. Run Upgrade Assistant for eligible repetitive changes or follow the selected manual route. Review changes to project files, target frameworks, packages, namespaces, and MAUI configuration rather than accepting them as proof of completion. Build in small increments so the first incompatible package or project setting is identifiable.
  6. Audit XAML and API usage deliberately. Search for the old XAML namespace and update it from http://xamarin.com/schemas/2014/forms to http://schemas.microsoft.com/dotnet/2021/maui. Review code using Color, removed layout overloads, or layout child collections: MAUI uses Microsoft.Maui.Graphics.Color and Colors; some overloads have changed or been removed; and the Children collection is for internal use, with children intended to be added directly to the layout. Treat these as targeted search prompts, then assess actual usage in the app. Multi-project API and XAML differences · Single-project migration details
  7. Rework lifecycle and native integrations. Review custom renderers, effects, native embedding, and app lifecycle behavior individually. Microsoft documents that renderers can be reused or migrated to handlers and that effects can be reused. It also notes a difference in OnAppearing behavior when an app returns from the background, with window lifecycle events used for foreground notification in MAUI. Native forms have become native embedding with a different initialization approach, so verify each embedding path rather than assuming initialization is unchanged. Multi-project platform differences · Single-project platform guidance
  8. Bootstrap each target and test actual behavior. Enable MAUI for the chosen platform projects, update entry points, configure app startup, and place head-specific code in the appropriate platform location. Compile and run on every supported target. Validate application-specific integrations and release packaging in addition to basic launch and navigation; a successful compile alone does not show that device features or production workflows behave correctly.
  9. Verify version-specific instructions before finalizing configuration. Check package and target-framework directions against the exact .NET and MAUI version selected for the app. Microsoft’s current multi-project guidance distinguishes package instructions for .NET 10 and earlier from .NET 11 and later, while the single-project page cited here uses a .NET 9 view. Do not copy a package instruction from a different target version without checking the relevant guidance. Multi-project version-specific guidance · Single-project guidance, .NET 9 view

Make validation part of the migration, not a final phase

Use a repeatable gate after each meaningful conversion increment. The exact checks depend on the product, but a large app should preserve a clear path from code change to evidence that the affected targets still work.

  • Build gate: build each affected project and target framework after project-file, package, or API changes.
  • Platform gate: run the app on each supported platform and verify navigation, layout, startup, background/foreground behavior, and platform-specific capabilities that the change could affect.
  • Integration gate: exercise authentication, storage and offline workflows, network services, notifications, and device integrations that are material to the product.
  • Release gate: check signing, packaging, configuration, and deployment steps using the team’s real release process, not only a developer build.
  • Change-control gate: retain a record of converted components, unresolved dependencies, test evidence, and accepted exceptions so that a later platform failure can be traced to a known change.

These checks are a planning framework, not a claim that Microsoft publishes an enterprise migration test suite. The official guidance documents conversion procedures and known differences; it does not establish a migration duration, cost, defect rate, or reliability improvement. Estimate effort from the application’s own inventory of dependencies, native integrations, customization, build/release processes, and test coverage.

How to scope the work without inventing a timeline

Do not estimate a large migration from the number of Xamarin projects alone. Two apps with the same project count can have very different effort if one depends on unsupported packages, extensive renderers, or platform-specific release steps. Build the estimate from work packages the team can inspect:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • baseline stabilization and dependency compatibility;
  • project conversion and shared code changes;
  • unsupported or platform-specific components, including bindings and extensions;
  • API, XAML, lifecycle, and native integration remediation;
  • per-platform build, workflow, and release validation.

For each package, identify the responsible team, dependencies on other work, and evidence required to close it. Microsoft’s migration documentation provides procedures and known considerations, but no general enterprise duration or savings figure; a credible estimate must come from the app’s own assessed scope.

Common migration mistakes to avoid

  • Treating the assistant’s output as the finished migration. The tool handles common transformations; it does not replace API review, native integration work, or behavioral testing.
  • Combining projects without a reason. Single-project MAUI is an option, not a mandatory end state. Preserve useful boundaries if they match ownership and release needs.
  • Leaving package review until after conversion. An incompatible dependency can block builds or force architectural changes; identify that risk while the Xamarin baseline is still available.
  • Testing only one platform or a clean launch. Platform-specific behavior and enterprise workflows need validation on the targets and paths the product actually supports.
  • Copying migration snippets across target versions uncritically. Confirm the package and framework guidance for the project’s selected .NET/MAUI version.

When to bring in specialist help

Consider focused outside expertise when the team cannot establish a working baseline, a critical dependency has no clear .NET-compatible path, native bindings or extensions are central to the app, or platform-specific behavior is poorly covered by tests. A useful assessment should produce a component inventory, dependency disposition, route recommendation, risk register, and validation plan—not an unsupported promise of a fixed migration duration.
