Microsoft’s included Microsoft 365 Copilot Chat opens AI agents to business users—but not all are free

Microsoft 365 Copilot Chat is included at no additional Copilot license cost for users with eligible Microsoft 365 business or enterprise subscriptions. Its agent features are the important qualification: some agents can be used only after administrator approval and may incur metered Microsoft Copilot Studio charges.

What Microsoft announced on January 15, 2025

Microsoft renamed its commercial Copilot experience for users signed in with a Microsoft Entra work account to Microsoft 365 Copilot Chat. The announcement retained enterprise data protection and added pay-as-you-go access to AI agents. Microsoft also renamed the Microsoft 365 app the Microsoft 365 Copilot app.

The strategy separated three products: broad-access Copilot Chat, consumption-billed agents for selected workloads, and the paid Microsoft 365 Copilot add-on for deeper Microsoft 365 integration. Microsoft described the original chat experience as GPT-4o-powered; model availability has since changed, so that model reference applies to the 2025 announcement rather than being a current guarantee. As of August 18, 2026, this is best understood as an adoption funnel: an organization can put protected AI chat in front of many employees, then pay for agent consumption or full Copilot licenses where the business case is proven.

Who can use Copilot Chat?

“Every Microsoft 365 user” is too broad. Access generally requires:

  • A work or school account, not a personal Microsoft account.
  • A qualifying Microsoft 365 business or enterprise subscription.
  • A tenant in which an administrator has not disabled Copilot Chat.
  • Availability for the user’s region, app, and rollout channel.

Microsoft’s small-business material specifically identifies Microsoft 365 Business Basic, Business Standard, and Business Premium subscribers, but current eligibility is broader and should be checked against Microsoft’s licensing documentation. The underlying Microsoft 365 subscription remains necessary; Copilot Chat is an included experience, not a replacement for that plan.

What “access to AI agents” actually means

An agent is a specialized AI experience that can answer questions, retrieve information, or carry out defined tasks for a person, team, or organization. Access can mean discovering an approved agent, running it, creating a personal agent, or deploying a shared production agent—different permissions that administrators can control separately.

Retrieval and question-answering agents

  • Answer questions from selected documents or SharePoint content.
  • Summarize company policies and explain procedures.
  • Provide employee onboarding guidance.
  • Help staff locate approved internal information.

Action and workflow agents

  • Use connectors to retrieve information from business systems.
  • Trigger workflows or update records.
  • Coordinate multi-step processes.
  • Operate beyond simple chat and document retrieval.

Agent Builder, SharePoint agents, and Copilot Studio differ in data sources, authoring controls, deployment options, and cost. Microsoft’s agent documentation describes the concepts; its comparison material distinguishes the authoring choices.

Is Copilot Chat free?

Copilot Chat itself is included at no additional Copilot license cost for eligible users. That does not make every agent scenario unlimited or free.

  • Basic web-grounded chat does not require a Microsoft 365 Copilot add-on.
  • Agent Builder access may be available when the tenant enables the required settings.
  • Agents grounded in shared organizational data commonly require Copilot Studio configuration and consumption billing.
  • Agent usage for unlicensed users is generally metered by message consumption rather than unlimited.
  • Premium connectors, workflow actions, and advanced orchestration can create additional charges.

Microsoft’s agent announcements describe consumption-based billing for Copilot Chat agents, while later Copilot Control System updates added group controls, monitoring, thresholds, and spending limits. Copilot Chat versus a paid Microsoft 365 Copilot license

The following summarizes Microsoft’s support comparison as of August 18, 2026. Microsoft continues to change app placement and feature eligibility, so administrators should verify the current documentation before procurement.

What administrators must configure

  1. Check eligibility. Confirm users have qualifying subscriptions and work accounts in the Microsoft 365 admin center.
  2. Choose the audience. Decide whether Copilot Chat is available to the whole tenant or selected groups.
  3. Set agent policy. Configure discovery, use, and authoring separately; an employee may run an approved agent without being allowed to create one.
  4. Enable required services. Assign Copilot Studio permissions or licenses for scenarios that need them.
  5. Connect billing. Create the Azure-backed pay-as-you-go arrangement required for consumption-based agents.
  6. Control spending. Set budgets, alerts, thresholds, and group-level limits before broad enablement.
  7. Govern data and publishing. Require owners, approved sources, access rules, and a review process for shared agents.
  8. Promote the experience. Pin Copilot Chat in Microsoft 365, Teams, or Outlook when adoption is an explicit goal.

Microsoft’s original starter kit directed administrators to the Power Platform admin center for Copilot Studio access and billing. Later Copilot Control System updates added more controls in the Microsoft 365 administration experience. Menu names and locations can change as Microsoft consolidates these controls.

Practical business uses

  • IT help desk: Answer common support questions from approved runbooks and policies.
  • Onboarding: Guide new employees through benefits, security, and first-week procedures.
  • Policy lookup: Explain HR, compliance, or operational documents without requiring staff to search repositories manually.
  • Sales enablement: Retrieve approved product, pricing, and proposal information.
  • Research: Summarize selected internal documents and external web information.
  • Document Q&A: Answer questions about uploaded or authorized files.

These are capability examples, not evidence of guaranteed productivity gains. Output quality depends on source quality, permissions, instructions, and human review.

Costs, governance, and failure modes

Where “free” becomes paid

  • Shared-tenant data agents require consumption billing.
  • High employee message volume increases metered usage.
  • Premium connectors and workflow actions may carry separate charges.
  • Copilot Studio authoring and orchestration can require additional licensing.
  • Full Microsoft 365 Copilot licenses add cost in exchange for broader work-data grounding and app integration.

Model expected message volume and set hard or soft limits before enabling agents widely. Usage-based billing can otherwise produce surprises.

Security and quality risks

  • An agent can return incomplete or incorrect answers, even when it is protected by enterprise identity controls.
  • Permission-aware retrieval may expose information a user can technically access but should not receive in a particular workflow.
  • Unmanaged or third-party agents can create data-transfer and compliance concerns.
  • Agent sprawl makes it difficult to identify which agent is authoritative.
  • Connectors and actions increase the consequences of a mistaken instruction.

Enterprise data protection does not make AI output automatically accurate, nor does it replace ordinary data-governance, access-review, and approval processes.

Why a user might not see Copilot or an agent

  • The user is signed in with a personal account.
  • The subscription is not eligible.
  • The administrator disabled Copilot or agent access.
  • Copilot Studio billing has not been configured.
  • The user lacks permission to use or author that agent.
  • The requested feature requires a paid Copilot license.
  • Rollout timing differs by tenant, app, geography, or service channel.

Which Microsoft product should a business choose?

Start with Copilot Chat

Choose the included chat tier when the goal is broad experimentation, secure web-grounded assistance, and low upfront licensing cost. It is suitable for testing demand before assigning paid licenses to every employee.

Add Microsoft 365 Copilot

Buy the paid add-on for roles that need deep Microsoft Graph grounding, meeting, email, file, and chat context, Copilot inside Microsoft 365 apps, advanced built-in agents, or more extensive analytics and usage.

Use Copilot Studio

Use Copilot Studio when the requirement is a custom workflow, connector, action, specialized agent, or deployment outside basic chat. It is a poor fit for an organization that wants only occasional document questions and has no team to govern permissions, connectors, and costs.

The bottom line

Microsoft 365 Copilot Chat gives eligible business users an enterprise-protected AI entry point without assigning a paid Copilot add-on to everyone. The “access to AI agents” promise is real but conditional: administrators must decide who can discover, use, or build agents, and many shared-data or action-oriented scenarios are metered through Copilot Studio. For most organizations, the sensible path is to begin with controlled Copilot Chat access, establish owners and budgets, and then license or build more advanced capabilities where usage demonstrates value.
