Which is better for a small business: Microsoft Copilot or ChatGPT?
Choose based on how your employees will use AI. Copilot Business is designed to work within Microsoft 365 apps such as Word, Excel, PowerPoint, and Outlook. ChatGPT Business is a shared workspace with connectors to services including Microsoft 365, Google Workspace, Slack, and GitHub, alongside ChatGPT tools such as file uploads and data analysis.
- Start with Copilot Business if your team already relies on Microsoft 365 and wants help in its familiar apps.
- Consider ChatGPT Business if staff need one AI workspace across several services and a broader mix of AI workflows.
- Compare total costs before deciding: Copilot Business is an add-on requiring an eligible Microsoft 365 subscription.

The fairest comparison is the cost for the same number of people and billing commitment: Microsoft 365 plus Copilot Business versus ChatGPT Business. If your company already pays for Microsoft 365, the incremental Copilot charge may be the relevant budget question; if it does not, include the required base subscription rather than treating the add-on price as the full cost.

What does each service offer?
Microsoft 365 Copilot Business
Microsoft describes Copilot Business as AI integrated with Microsoft 365 apps, including Word, Excel, PowerPoint, and Outlook. Its business pricing page also lists work-data chat, research and data analysis, agents, analytics, and model choice. That integration is the key attraction for a company whose documents, email, and day-to-day work already sit in Microsoft 365. See Microsoft’s eligibility and product information.
ChatGPT Business
OpenAI describes ChatGPT Business as a shared workspace accessible on desktop, web, and mobile, with centralized billing and administration, usage analytics, spend controls, and workspace agents. Its plan page lists capabilities including search, file uploads, projects, data analysis, vision, and company knowledge, as well as connectors to Microsoft 365 and other services. Feature availability and usage limits can change, so check the current plan details.

A Microsoft 365 subscription is therefore not automatically a reason to rule out ChatGPT Business: OpenAI lists Microsoft 365 as a connector. The distinction is whether you want AI embedded in Microsoft apps or a shared ChatGPT workspace that can connect across several tools.
Do you need Microsoft 365 to use Copilot Business?
Yes. Microsoft says Copilot Business requires a separate qualifying Microsoft 365 subscription. Check Microsoft’s eligibility and product information for the applicable plan requirements. This prerequisite matters both for purchase eligibility and for calculating the real cost: the advertised Copilot amount is not a standalone replacement for a Microsoft 365 subscription.

OpenAI states that it does not use data from ChatGPT Business and certain other business offerings, including inputs or outputs, to train or improve its models by default. That is OpenAI’s policy statement; review the applicable terms and operational settings for your use case at OpenAI’s business data policy.

Check your Microsoft tenant setup and current contractual and data-protection documentation at Microsoft’s product and security information.
For either service, have the person responsible for security or compliance review the current terms, configuration, and integrations before connecting company data—especially for sensitive or regulated work.
How to choose for your team
- List where work happens. If employees spend most of their day in Word, Excel, PowerPoint, and Outlook, assess Copilot Business first. If they move between several services, test whether ChatGPT Business’s connectors and shared workspace match their workflow.
- Calculate the full cost. Use the same headcount and billing commitment for both options. Add an eligible Microsoft 365 plan to Copilot’s price if it is not already in your budget.
- Check administration and integrations. Confirm that the needed connectors, controls, and plan features are available for your intended use and seat type.
- Review data requirements. Match each service’s current terms and your actual tenant or workspace configuration against your company’s privacy, retention, and compliance needs.
- Pilot before a broad rollout. Where vendor terms permit, start with a small number of seats and compare real usage and workflow value with the full per-user cost. This is a buying approach, not a claim of guaranteed productivity gains.
What the available evidence can—and cannot—show
The cited vendor pages describe plans, features, prices, and policies; they do not provide an independent head-to-head productivity study or quantified comparative outcome for these two offerings. OpenAI also publishes customer stories, such as a small-business testimonial from Becky Lane of The Floral Hire, but a vendor-published testimonial is not independent evidence that ChatGPT outperforms Copilot. Treat the decision as a fit and cost question, then validate it against your own team’s workflows.
