Microsoft’s current pages still list Microsoft 365 Copilot at $30 per user per month paid yearly, while the enterprise chat offering is now presented as Microsoft 365 Copilot Chat. The 2023 Bing Chat Enterprise standalone price of $5 per user per month was a planned price, not a verified current price.
What Microsoft announced in July 2023
Microsoft made the announcements at Microsoft Inspire on July 18, 2023. They were two parts of a broader enterprise AI expansion, but addressed different needs: Microsoft 365 Copilot brought AI into Microsoft 365 applications and organizational information; Bing Chat Enterprise offered a protected, web-grounded chat experience for work.
- Microsoft 365 Copilot: Microsoft announced a $30-per-user-per-month commercial add-on for customers with qualifying Microsoft 365 plans. Named plans included Microsoft 365 E3, E5, Business Standard, and Business Premium. The fee was on top of the required Microsoft 365 subscription, not a replacement for it. Petri’s announcement coverage and Thurrott’s report described the announced pricing and eligibility.
- Bing Chat Enterprise: Microsoft introduced a work-focused version of Bing Chat with commercial data-protection commitments. It was initially available in preview at no extra charge to users on qualifying Microsoft 365 plans. Microsoft said it planned a standalone price of $5 per user per month. That was the announced plan in 2023; it should not be treated as the current price of a product marketed under that name. SD Times’ coverage reported the initial offer and planned standalone price.
Neither announcement meant that Microsoft 365 Copilot was generally available immediately. At the time, it was being tested through a paid Early Access Program involving approximately 600 organizations, and Microsoft had not given a broad general-availability date. Contemporary reporting noted the distinction between announcing a price and launching the product broadly.
What the $30 Copilot price meant for a business
The announced $30 was an add-on charge per licensed user, in addition to the underlying qualifying Microsoft 365 plan. Simple arithmetic illustrates the commitment before taxes, discounts, or contract-specific pricing:

These are calculations from the 2023 announced monthly list price, not quotes for an organization’s total Microsoft 365 bill. Microsoft’s current enterprise pricing page displays Microsoft 365 Copilot at $30 per user per month, paid yearly, and says a separate qualifying Microsoft 365 license is required: Microsoft 365 Copilot enterprise pricing. Enterprise contract terms and eligibility can vary, so confirm the applicable terms before budgeting.
The add-on was a substantial commitment compared with a chat-only tool. Contemporary coverage compared it with a reported $36-per-user-per-month Microsoft 365 E3 license at the time; that was a 2023 comparison, not a statement of the current E3 price. Thurrott’s 2023 report covered the comparison.
What Microsoft 365 Copilot was designed to do
Microsoft described Copilot as combining large language models with Microsoft 365 applications and Microsoft Graph—the layer that connects a user to work information such as documents, email, calendars, chats, meetings, and contacts. The aim was to assist with tasks in the apps employees already use, rather than provide only a separate chatbot.

These were capabilities described in Microsoft’s announcement-era coverage, not a guarantee that every task would work in every tenant or meeting. Results depend on available content, permissions, configuration, and supported scenarios. Copilot’s access to organizational context was not unrestricted: Microsoft said it would respect existing identity, permissions, security, privacy, and compliance controls. Bing Chat Enterprise was the 2023 name for Microsoft’s work-oriented, web-grounded conversational search and content-generation experience. Users could access it through Bing.com/chat and the Microsoft Edge sidebar. Microsoft also said the experience would come to Windows Copilot. It was intended to answer questions using public web information, with citations and visual responses, rather than ground answers in an employee’s Microsoft 365 work files. Thurrott’s coverage and No Jitter’s report described the announced experience and entry points.
Microsoft’s 2023 commercial data-protection assurances, as reported at the time, included that chat data would not be saved, Microsoft could not view it, and prompts and responses would not be used to train the underlying AI models. Those are claims about the named commercial product and its announcement-era terms; they should not be generalized to consumer Bing or every Microsoft AI service.

The practical distinction was depth and grounding: Bing Chat Enterprise was primarily protected work chat for web research, while Microsoft 365 Copilot was a considerably more expensive assistant embedded in Microsoft 365 and able to use work data a user was authorized to access.
What commercial data protection does—and does not—mean
Microsoft’s current documentation describes enterprise data protection measures that include encryption, tenant data isolation, contractual privacy commitments, permission enforcement, sensitivity-label inheritance, retention policies, audit support, and administrative controls. Protection does not repair excessive access. If a user already has permission to read an overshared SharePoint site, Teams files, or other content, an AI assistant that respects permissions may still surface that material to that user. Before rollout, administrators should review access controls and data governance. Microsoft also notes that Bing search operates separately from Microsoft 365 and has different data-handling practices, so web-grounded chat should not be assumed to follow every work-data protection boundary.

Grounding and citations can help users trace an answer, but do not guarantee it is complete or correct. Review AI-generated content, especially before using it in legal, financial, HR, security, or customer-facing work.

Microsoft’s current pricing information also signals that agents may involve metered usage, Azure requirements, or Copilot Studio capacity, depending on the scenario. Organizations considering custom agents should review those dependencies rather than assume they are covered by a per-user Copilot fee. Microsoft’s product page is Microsoft Copilot Studio.
Which option fits your organization?
- Choose paid Microsoft 365 Copilot for evaluation if employees need AI in Microsoft 365 apps and answers grounded in work information, and the organization can justify the additional license cost.
- Start with Microsoft 365 Copilot Chat if the initial need is enterprise chat and web research, not deep assistance inside Microsoft 365 applications. Check current account eligibility and feature boundaries.
- Evaluate Copilot Business if the organization has up to 300 users and wants integrated Copilot features under Microsoft’s small-business offering; confirm the displayed price and required base plan at purchase.
- Delay broad licensing if permissions, content organization, retention, or compliance controls are not ready. Fixing those conditions is more important than buying access for every employee immediately.
A practical deployment can start with a defined pilot rather than an all-staff purchase. Identify users whose workflows are likely to benefit, set a baseline for time or task completion, and measure adoption and outcomes before expanding. That makes it easier to judge value than relying on anecdotal productivity claims.
