No: MHRA registration is not the same as approval. In Great Britain, registration is a required regulatory step before an in vitro diagnostic (IVD) is placed on the market; it does not certify, approve, or endorse the device. The manufacturer must also follow the conformity-assessment and marking route that applies to the device and destination market. Northern Ireland has a distinct, EU-aligned framework, so a claim that an IVD is “MHRA registered” does not by itself establish that it can be sold throughout the UK.
What MHRA registration does—and does not—mean
For Great Britain (England, Wales, and Scotland), medical devices including IVDs must be registered with the Medicines and Healthcare products Regulatory Agency (MHRA) before they are placed on the market. The relevant manufacturer or responsible person is responsible for meeting the registration requirement. For non-UK manufacturers seeking Great Britain market access, MHRA guidance says to appoint a single UK Responsible Person for the manufacturer’s devices; that person performs specified tasks, including registration.

Registration is an administrative and regulatory notification step. It informs the regulator about devices and relevant economic operators; it does not show, by itself, that a device has passed the conformity assessment required for its market route. The MHRA states that registration “does not represent any form of accreditation, certification, approval or endorsement.” MHRA: Register medical devices to place on the market

Registration and conformity assessment answer different questions
| Question | Registration | Conformity assessment and marking |
|---|---|---|
| What does it address? | Whether the required device and operator information has been registered with the regulator. | Whether the manufacturer has demonstrated compliance with the legal requirements and route applicable to the device and market. |
| Does it establish device compliance? | No. Registration is not certification, approval, accreditation, or endorsement. | It is the process used to demonstrate conformity; the applicable route may involve a third party. |
| What should a buyer verify? | That the relevant registration requirement has been met for the destination market. | The device category, route, required marking, and any certificate or approved-body involvement. |
In Great Britain, the UK Medical Devices Regulations 2002 (UK MDR 2002) provide the framework, with IVDs addressed in Part IV. A manufacturer must demonstrate conformity through the applicable route. Some IVD categories—including specified listed categories and self-test devices—require assessment by a UK approved body, but that does not mean every IVD requires one. The device’s intended purpose and category determine which route applies. Great Britain and Northern Ireland have different rules
“UK market” is not precise enough for a regulatory check. Great Britain means England, Wales, and Scotland. Northern Ireland follows EU MDR/IVDR-aligned rules and has different registration and marking arrangements.

| Destination | Regulatory framework and registration | Marking points |
|---|---|---|
| Great Britain | UK MDR 2002 applies. Medical devices, including IVDs, must be registered with the MHRA before placement on the market. | UKCA is available for compliant devices. Certain CE-marked devices may also be accepted under time-limited, conditional transition arrangements. |
| Northern Ireland | EU MDR/IVDR rules apply. Registration requirements vary according to factors including manufacturer location, authorised-representative location, and device class. | UKCA is not recognised. CE marking is required; CE UKNI is relevant when a UK notified body carries out mandatory third-party conformity assessment. |
For Northern Ireland, MHRA guidance identifies EUDAMED modules that become mandatory from 28 May 2026. Because NI implementation and registration details are date-sensitive, check the current guidance for the specific device and operator circumstances. CE-marked IVD transition arrangements in Great Britain
MHRA guidance describes conditional, time-limited acceptance in Great Britain for certain CE-marked devices. It says EU IVDR-compliant IVDs may be placed on the Great Britain market until 30 June 2030 under the described arrangements. EU IVDD-compliant IVDs may be placed there until the earlier of the relevant certificate’s expiry or 30 June 2030. These dates do not establish eligibility for every CE-marked device: confirm the applicable category, certificate status, and conditions before relying on a transition route. Use these questions to establish what the claim covers. They help frame due diligence but do not replace a device-specific regulatory determination.

- Which market is intended? Ask whether the product is being supplied for Great Britain, Northern Ireland, or both.
- What is the intended purpose and IVD category? These details affect the applicable conformity route.
- What conformity route applies? Ask whether third-party assessment is required and, if so, which approved body or notified body performed it.
- Which marking supports placement on that market? Check whether the supplier relies on UKCA, CE, or CE UKNI, as applicable, and ask for relevant conformity documentation.
- Who is responsible for a non-UK manufacturer in Great Britain? Ask for the identity of its UK Responsible Person and how the required registration was handled.
- Is a CE transition route being claimed? Ask which EU legislation and certificate status support the claim, and what end date and conditions apply.
How to interpret the answer
A registration entry is evidence of registration, not proof of approval. To assess whether an IVD can be supplied in a particular UK market, match the device’s intended purpose and category to the applicable conformity route, verify the required marking and any third-party assessment, and check the registration obligations for that geography. The relevant legal route depends on device-specific details; the general label “MHRA registered” cannot settle those questions on its own.
