The leak did not launch a Meta chatbot: LLaMA was a research-oriented foundation model, not a public ChatGPT-style service. Meta had announced it on February 24 under a noncommercial license focused on research use.
What leaked—and what did not
The material reported in the leak was LLaMA’s model weights: the learned parameters that a compatible system uses to generate text. The torrent was not a new Meta website, app, or hosted chatbot. Using the weights required technical setup and computing resources; contemporary reporting said running the largest version could be extremely slow on desktop hardware.

VICE Motherboard reported on March 7, 2023, that a torrent for LLaMA had been shared on 4chan. Meta acknowledged that some people had tried to circumvent its approval process, while maintaining that its release strategy balanced openness and responsibility. Futurism later reported that the leak likely came from someone with early access; that was reporting about a probable route, not a confirmed identification of the person responsible.

What Meta had announced about LLaMA
Meta announced LLaMA—short for Large Language Model Meta AI—on February 24, 2023. The company presented it as a family of foundation models for research into large language models, with four sizes:

Meta said access would be granted case by case to researchers and eligible organizations, under a noncommercial license focused on research use cases. The company said it was also sharing a model card and evaluation information. These were the access conditions Meta described for the original LLaMA release, not terms for every later model carrying the Llama name.
How strong was the model?
Meta’s 2023 research paper reported that LLaMA-13B outperformed GPT-3, a 175-billion-parameter model, on most of the benchmarks examined. It also described LLaMA-65B as competitive with Chinchilla-70B and PaLM-540B. Those are comparisons reported in Meta’s paper under its benchmark conditions. They do not show that LLaMA was better than every competing model, or that it matched ChatGPT as a consumer product.

The distinction matters: LLaMA was a foundation model researchers could build on, whereas ChatGPT was a user-facing chatbot service. Calling LLaMA a “ChatGPT competitor” captures the broader competition around language-model technology, but not a direct equivalence in product, access, or user experience.
Why the leak raised a debate about access and risk
The leak put a practical question at the center of the discussion: should powerful models be distributed widely enough for outside researchers to study, or should access remain controlled to reduce the chance of misuse? Meta’s original gated process reflected an effort to limit distribution while supporting research; the unauthorized circulation bypassed that process.

In a June 6, 2023 letter, Senators Richard Blumenthal and Josh Hawley asked Meta about potential misuse and the risk assessment it had conducted. The letter also recognized arguments for research and transparency. It represents the senators’ oversight concerns, not an independent technical audit or proof that every alleged harm had occurred. Contemporary coverage and the letter do not establish a verified total for downloads or damage caused by the leak.

Meta’s July 18, 2023 announcement of Llama 2 marked a later change in distribution. The company offered that successor for research and commercial use and named Microsoft Azure, AWS, Hugging Face, and other providers as distribution routes. That broader release did not retroactively authorize the March circulation of the original LLaMA weights, or change the original model’s research-focused terms.
