Recent announcements point to activity across several distinct parts of the Middle East and North Africa’s media technology landscape: satellite broadband licensing in the UAE, satellite capacity-sharing aimed partly at MENA markets, and broadcast-continuity cooperation in Saudi Arabia. They are not evidence of one region-wide rollout. Licensing, spectrum rules, service availability and equipment compatibility remain country- and service-specific.
This roundup covers announcements reported through 5 October 2026. A license, partnership framework or memorandum of understanding signals permission or intent; on its own, it does not establish that a service has launched or demonstrate its performance.

What is changing in MENA satellite and broadcast technology?
The announcements span different purposes, so it helps to separate consumer satellite internet from television distribution and professional broadcast infrastructure. The distinctions matter: a satellite broadband license is not a satellite-TV channel package, and a capacity-sharing framework is not proof that a new service is already available.

UAE: TDRA grants Starlink a satellite-services license
On 28 August 2026, the UAE Telecommunications and Digital Government Regulatory Authority (TDRA) said it had granted Starlink Satellite Communications LLC a 10-year General Space Services License. TDRA described the authorization as allowing the company to establish and operate a public satellite communications network and provide broadband satellite internet in the UAE, subject to the country’s technical and regulatory frameworks.

- Designed for wall mounting
- RF-remote capable without external antenna
- Works quickly and quietly
TDRA said the license covers individual, business and government users as well as maritime and aviation use cases. It presented satellite connectivity as complementing fiber and 5G, and said advanced satellite internet could strengthen network resilience and business continuity. Those are TDRA’s stated potential benefits, not independently measured outcomes or evidence of a particular service’s availability or performance.
Es’hailSat and Türksat announce capacity-sharing framework
On 30 June 2026, Qatar’s Es’hailSat and Türkiye’s Türksat announced a long-term capacity-sharing and commercial expansion framework involving the Es’hail-3/Türksat-Biruni high-throughput Ka-band satellite at 50° East. The companies said the arrangement would combine satellite assets, ground infrastructure, distribution networks and customer relationships to serve MENA and other markets.
The stated target uses include broadband, aviation and maritime connectivity, and government and enterprise VSAT. The announcement describes a commercial framework; it does not establish a launch date, service start date, customer availability, coverage details or measured capacity.

Saudi Arabia: broadcast-continuity cooperation announced
Saudi Arabia’s National Platform reported that the Saudi Broadcasting Authority and Arabsat signed a memorandum of understanding on the sidelines of IBC 2026. The stated aim is to develop business-continuity services and improve the resilience of satellite broadcast networks.
The MoU is a cooperation announcement, not confirmation that new continuity services are operating. Broadcasters assessing resilience still need to establish what redundancy, routes, capacity and operational arrangements are actually available to them.
Egypt: satellite permits and spectrum oversight are jurisdiction-specific
Egypt’s National Telecommunications Regulatory Authority (NTRA) describes permits for satellite operators whose networks provide capacity to licensed VSAT companies, aircraft and ship connectivity services, and authorized SNG providers. The NTRA says it is responsible for telecommunications licensing and spectrum management under Egyptian law.

This is Egypt-specific regulatory context, not a common MENA licensing rule. A provider or broadcaster should check the relevant national regulator’s requirements for its service, spectrum use, terminals and operating partners rather than assuming that authorization in one country carries over to another.

Egypt and wider MENA: Eutelsat and Viewsat renew broadcast capacity agreements
Eutelsat’s 16 February 2026 release summary, as indexed in search results, says the company renewed multiple capacity agreements with Viewsat. The summary describes the renewals as reaffirming the 7/8° West video neighborhood and the companies’ focus on the Egyptian and wider MENA broadcast market. The release page was not directly accessible, so details beyond that indexed summary are not established here.
Capacity renewals indicate continued commercial arrangements for satellite video distribution; they do not, by themselves, identify channel lineups, viewer access terms or changes to an individual household’s reception setup.

Arabsat’s other listed 2026 activity
Arabsat’s news index lists several additional 2026 announcements: a partnership with Libya Telecom and Technology, a USD 5 million investment in Seraphim’s SpaceTech Fund, an AUDIMATIC viewership-detection pilot, and an extension of its BBC channels partnership. The index supports the existence and dates of those listings, but does not establish further details about their scope, results or service effects.

A DVB-S2 satellite receiver is a relevant equipment category for satellite television, but the category name alone does not establish that a particular model will receive a desired channel or work with a subscription. Saudi Arabia’s government service information describes a platform license for channel distribution via satellite receivers using conditional access. That is evidence of a receiver-based, conditional-access distribution model in that context—not a guarantee of compatibility across countries or services.

CABSAT puts the region’s media-technology business on display
The UAE Ministry of Economy and Tourism describes CABSAT as an annual Dubai expo for broadcast, digital media and satellite industries. Its 2026 event listing reports more than 450 brands and more than 10,000 buyers and decision makers. Those are figures published by the ministry’s event listing, not independently audited attendance figures.
How to read the announcements
- License granted: a regulator has authorized an activity under the named jurisdiction’s rules; it is not the same as a confirmed consumer launch.
- Framework or partnership announced: companies have described an intended commercial arrangement; service timing and availability may remain unstated.
- MoU signed: organizations have announced cooperation goals, not necessarily completed deployments.
- Capacity agreement renewed: a commercial distribution arrangement has been renewed, but the announcement may not specify the channels, package terms or viewer requirements.
There is no supported MENA-wide market-size or audience figure in these announcements, and the available figures cannot be combined into a regional total. The most useful comparison for any specific decision is country, service type, licensing status, satellite position and band, terminal requirements, access conditions and whether the cited development is operating or only announced.
