Memory Plus Rules: What to Know About Decision Support Without an LLM

RecallIQ’s described prototype pairs historical decision memories with predefined risk rules to surface assumptions for human review, without an LLM generating the current analysis.

A decision-support prototype can pair relevant records of past decisions with predefined, human-written checks—without using an LLM to generate the current analysis. In RecallIQ, as described by its author, the memory service retrieves prior experience while the application backend matches risk rules. Each finding is meant to point to a memory or a rule, leaving people to judge what the evidence means and whether to act.

How memory plus rules works

The design separates two jobs. Historical memories provide context about what a team has experienced before; predefined rules identify conditions or assumptions that deserve scrutiny in a new decision. The system’s central question is: “What has the team experienced before, and what should be checked before making a similar decision?”

  • Memory: RecallIQ’s author says it uses Hindsight Cloud for persistent memory. Hindsight’s documentation describes separate retain and recall operations, and its recall API says it uses semantic similarity and spreading activation. Those vendor descriptions explain the service’s documented operations; they do not verify RecallIQ’s implementation or establish that retrieved memories are complete, accurate, or relevant. Hindsight Cloud documentation and recall API documentation.
  • Rules: The application backend applies checks written in advance. A finding should identify the particular matched rule or recalled memory supporting it, rather than appear as an unexplained conclusion.
  • Human judgment: The system can surface evidence and questions, but the person considering the decision remains responsible for evaluating them.

The author, Dikshith Somishetty, describes the design intent this way: “The goal is to make its reasoning transparent, testable, and grounded in information the team has actually recorded.” That is an aim, not an independently measured result.

What the cloud-migration example should check

Consider a team weighing a move to a cheaper cloud provider. In the example, savings of at least 20% are an assumed target—not a typical outcome, a measured result, or a published statistic. The question is which assumptions deserve additional scrutiny.

Estimate total cost, not just the headline rate

Check whether the estimate includes data-transfer charges, migration work, infrastructure changes, recurring services, monitoring, and operational effort. A lower quoted service price alone does not establish that the overall move will cost less.

Test performance and reliability

Benchmark before and after the move. Compare relevant measures such as latency, throughput, availability, reliability, and network behavior; the example does not establish that performance will remain stable.

Make the savings estimate auditable

Show the assumptions behind the projected savings and validate them. Treat the projection as an estimate, not a guaranteed result. A useful finding should identify which rule prompted the check or which earlier experience is relevant.

Retrieve the outcome of prior decisions

Memory is most useful when it brings forward relevant prior experience together with the earlier decision’s status and outcome. A recollection without that context may inform a question, but should not be mistaken for proof that the same result will occur again.

What this prototype does—and does not establish

Somishetty’s September 29, 2026 article describes RecallIQ as a prototype with a React, TypeScript, and Vite frontend, a FastAPI backend, and Hindsight Cloud for persistent memory. It also says the preview uses sample dashboard data and that no AI provider is currently connected. These are the author’s dated project descriptions, not an independent audit or confirmation of the system’s current status. The article does not describe current risk analysis as LLM-generated.

The described design has important limits:

  • Rules cover selected patterns; an unfamiliar issue may receive few or no flags.
  • A rule match is not a comprehensive risk assessment, and no match does not mean a decision is safe.
  • Retrieved memories may not be complete or correct; the service’s documented retrieval approach does not by itself validate each result.
  • The output should be reviewed by a person before action.

The article presents persistent database storage, outcome tracking, improved retrieval, citations, authentication, team workspaces, and possible LLM-assisted analysis as future directions, not established features. In particular, adding an LLM later would be a proposed change, not a capability to assume is already in place.

How to assess whether the approach is trustworthy

Explicit rules can make a check easier to inspect and repeat, but their coverage depends on which patterns people have written down. A memory-based finding depends on whether the recalled record is relevant and whether its outcome is known. Neither design choice alone proves a system is trustworthy or suitable for a particular decision.

NIST’s voluntary AI Risk Management Framework offers a broader checklist for trustworthiness considerations across design, development, use, and evaluation. It highlights validity and reliability; safety; security and resiliency; accountability and transparency; explainability and interpretability; privacy; and fairness with harmful-bias mitigation. NIST says AI RMF 1.0 was released on January 26, 2023, and the framework page reports it is under revision. The framework is a comparison aid, not a certification or endorsement of RecallIQ. For a specific use, examine whether users can identify the supporting rule or memory, see what patterns are and are not covered, reproduce rule-based results for the same input, inspect the relevance and outcome of recalled evidence, challenge findings before acting, and understand how privacy, security, reliability, and bias are handled. The significance of each factor depends on the decision context; NIST cautions that trustworthiness characteristics interact.
