There is no defensible current global count of unpatched VPN gateways in the cited sources. An internet scan can find reachable endpoints and suggest which may be VPN services; it cannot, by itself, prove a device’s identity, vulnerability, current patch state, or compromise. To measure exposure responsibly, report those as separate stages, define the population and scan scope, and verify likely findings with the owner.
How many unpatched VPN gateways are exposed to the internet?
The available figures are useful context, not a current census of enterprise gateways. In a 2023 study, the authors identified 9.8 million VPN servers across OpenVPN, SSTP, PPTP, and IPsec using that paper’s methodology. They also reported that more than 90% of the SSTP servers they detected were vulnerable to TLS downgrade attacks. Those are dated, study-specific measurements—not a current count of unpatched systems or a vulnerability rate that applies to all VPNs.

The Shadowserver Foundation says it scans the entire IPv4 internet on more than 90 ports each day and sends targeted remediation reports to vetted consumers. That describes the provider’s scan scope, not the number of VPN gateways or the number that remain unpatched. CISA’s 2021 multi-agency advisory said many VPN gateway devices remained unpatched during 2020; that is historical context, not a current rate.

What does a scan finding actually prove?
Use distinct labels for each level of evidence. A count becomes more specific as it moves from a responding address to an owner-verified patch state; do not collapse the stages into a single “vulnerable devices” total.
| Claim | Evidence needed | What it does not establish |
|---|---|---|
| Internet-reachable endpoint | A response observed on a specified address, port, and protocol at a recorded time. | That the endpoint is a VPN gateway, or that it has a vulnerability. |
| Likely VPN gateway | Protocol behavior, certificate or response characteristics, or a reliable product fingerprint consistent with a VPN service. | That a fingerprint is conclusive, or that one IP address represents one physical device. |
| Potentially affected service | Product and version evidence mapped to a relevant vulnerability advisory and its affected and fixed versions. | That the live device is still running the inferred version or remains unpatched. |
| Owner-verified unpatched gateway | Owner-side inventory or vendor-supported checks confirming the device, current software state, and applicable fix status. | That the device has been compromised; compromise requires incident evidence. |
Shadowserver describes its vulnerable ISAKMP report as a version-based scan. Such version inference can help prioritize validation, but it is not equivalent to confirming patch state on the live device. A banner may be stale or incomplete, and a service may not disclose enough information to identify a version reliably. The cited sources do not provide a universal error rate for scan-based identification.
How do I find internet-facing VPN devices that need patching?
Start with systems you own or are authorized to assess. CISA’s Internet Exposure Reduction Guidance, published June 4, 2025, names Censys, Shodan, and Shadowserver as examples of specialized services for identifying internet-connected assets. Tool inclusion is not an endorsement. For any third-party scanning, follow the provider’s authorization and acceptable-use terms; a public tool or advisory is not permission to probe arbitrary systems.

- Define the population. Specify the organization’s authorized IPv4 and IPv6 ranges, or clearly state another bounded population and its source. Decide whether the measure is a point-in-time snapshot, a trend, or remediation tracking. For an owned network, reconcile authoritative asset inventory, cloud address assignments, and network-owner records before treating scan results as a complete denominator.
- Discover reachable candidates. Use owner-side vulnerability scanning and/or an internet asset-discovery service to find public-facing hosts and service responses. Record the observation time, address family, ports and protocols, scanner vantage, and whether the result came from passive indexing or active probing. State coverage and exclusions rather than presenting an unexplained global footprint.
- Classify likely VPN services. Assess protocol behavior, ports, certificates, response characteristics, and vendor-specific fingerprints where reliable. Preserve an “unknown or ambiguous” category instead of forcing every endpoint into a product family. Multiple services can be exposed by a gateway, while NAT, load balancers, or shared infrastructure can make an IP-to-device mapping uncertain.
- Map candidates to current vulnerability evidence. For each likely device, record the product family, the evidence for its version, the relevant CVE or vendor advisory, affected and fixed versions, and the date the mapping was checked. Prefer authenticated owner-side inventory or vendor-supported integrity and version checks to confirm the installed state. CISA’s Known Exploited Vulnerabilities (KEV) catalog can inform priority: inclusion signals known exploitation, but does not mean every exposed installation is affected.
- Validate and assign confidence. Review possible false positives and account for stale banners, undisclosed versions, address churn, IPv6 coverage, duplicate addresses, shared hosting, and the observation timestamp. Keep exposed candidates, identified gateways, affected-version matches, and owner-verified unpatched devices as separate counts. Do not describe scan-visible hosts as compromised without incident evidence.
- Repeat after remediation. Reassess on a routine schedule and after patching or exposure changes. Keep before-and-after observations. A host disappearing from a scan is not proof of a patch: filtering, downtime, address changes, and service changes can also remove a finding.
How should an organization prioritize remediation?
First establish ownership and business need for each candidate; then reduce exposure before spending time pursuing uncertain fingerprints. CISA’s 2025 exposure-reduction guidance and 2024 joint hardening guidance recommend assessing which assets are internet-accessible, restricting unnecessary access, applying patches, replacing unsupported products, and repeating assessments. The 2024 guidance also advises limiting VPN exposure where possible, exposing only necessary ports, using strong cryptography, and disabling unused features.
- Confirm the asset and its purpose. Ask the system owner whether the gateway is still required and whether the observed public address maps to that device.
- Reduce unnecessary reachability. Remove exposure that is not needed; restrict access where feasible and limit externally exposed ports to those the service requires.
- Check vendor guidance and remediate. Confirm the exact product and software state against current vendor advisories. Apply the relevant security update or replace an unsupported device. Where direct exposure is not required, CISA’s guidance discusses monitored jump hosts as an option.
- Investigate possible compromise separately. If there are signs of exploitation, review logs and integrity indicators and follow the organization’s incident-response process. Exposure or an affected-version match alone is not proof of intrusion.
- Verify closure from both sides. Use an owner-side check to confirm the fixed state, then repeat the exposure measurement to establish whether the service remains externally reachable as intended.
VPN gateways sit at the network edge and can provide a path to internal resources. CISA and partner agencies’ 2024 secure-access guidance discusses exploitation of Ivanti Connect Secure/Policy Secure vulnerabilities and Citrix NetScaler Gateway (Citrix Bleed), including attacker access and subsequent credential or lateral-movement risks. This is risk context for exposed, vulnerable systems—not evidence that every unpatched gateway has been exploited.

What should a footprint report include?
A useful report lets readers reproduce the scope and understand how far the evidence supports each claim. Include:
- The population and authorization boundary, address families covered, scan date and time, and known exclusions.
- Ports and protocols checked, scanner vantage, scan frequency, and whether observations were passively indexed or actively probed.
- Separate counts for reachable endpoints, likely VPN gateways, candidates matching affected-version evidence, and owner-verified unpatched gateways.
- The identification and version evidence, advisory mapping date, validation method, and how ambiguous or duplicate results were handled.
- Known limitations—including incomplete IPv6 coverage, address churn, shared infrastructure, and uncertain device mapping—and remediation status.
When selecting a discovery approach, compare declared IPv4/IPv6 coverage, freshness and scan frequency, protocol and port visibility, product and version identification confidence, patch-state validation, false-positive handling, owner-specific reporting, and authorization and data-handling terms. Discovery can locate candidates; owner verification is what supports a claim that a particular gateway remains unpatched.
