Those omissions matter: an invitation to support a program is not the same as a pledge, a payment, or an operating security fund. The available account does not establish any of those outcomes.
What the summary says about Automattic and bug bounties
Toolradar also says Automattic has paid every WordPress bug bounty since 2017. The summary does not provide the underlying source or details of the claim, so it should not be read as a verified account of all WordPress security funding or of the proposed program’s relationship to bug bounties.

What to look for in a fuller announcement
To understand what the appeal would mean in practice, readers would need details on who manages the funds, how contributions are calculated, what security work qualifies for support, and how spending and results would be reported. None of those terms is established by the Toolradar summary.
