For construction products sold across EU markets, translate the declaration into the language or languages required by each destination Member State—and keep each published version tied to the correct product type and source declaration. The rules differ between the Declaration of Performance (DoP) under Regulation (EU) No 305/2011 and the revised Declaration of Performance and Conformity (DoPC) under Regulation (EU) 2024/3110. A controlled translation workflow helps manage those obligations, but it is an operational recommendation, not a workflow prescribed by either regulation.
Which languages must a DoP be translated into?
Under the earlier Construction Products Regulation (CPR), a manufacturer must supply the DoP in the language or languages required by the Member State where the product is made available. The European Commission states this directly in its CPR FAQ, answer 40. In practice, check the requirements for each destination market rather than assuming one translation covers the EU.

The Commission FAQ also distinguishes the DoP from supporting materials: the CPR does not prescribe a language for technical documentation or CE marking. General EU guidance says technical documentation may be prepared in an official EU language, although an authority may request a translation of relevant parts. These are separate language questions; do not automatically apply the DoP language rule to every accompanying document. See the Commission’s technical documentation guidance and CPR FAQ.

It needs to be supplied in the language or languages required by each Member State where the product is made available. That does not mean every product automatically needs every EU language: establish the required language for each market in which that product will be offered. The Commission FAQ also describes an obligation for a distributor supplying a product in another Member State to ensure the declaration is supplied in the language or languages required there. Check the relevant national requirement and the operator’s role for the product and transaction. European Commission CPR FAQ, answers 40–41.

What changes under Regulation (EU) 2024/3110?
The revised CPR uses the term Declaration of Performance and Conformity (DoPC). Article 22 assigns a translation duty to an operator supplying a manufacturer’s product in an additional Member State: the DoPC must be translated into the language or languages required there, alongside the original version. Consult the regulation for the precise obligations applying to the operator and situation. Regulation (EU) 2024/3110, Article 22.
The European Commission says the revised CPR applies from 8 January 2026, but product-family implementation and Digital Product Passport (DPP) obligations depend on the regulation and applicable delegated acts. Do not assume that one date settles every product’s transition: check the relevant product-family measures. The Commission describes a construction DPP that will contain declaration and product information, with the DoPC eventually integrated into it. How should teams manage translations at scale?
The regulations establish language and delivery obligations, not a prescribed translation-management procedure. The following controls are a practical way to connect those obligations to day-to-day product information work.

1. Map markets to required languages
Maintain a market-language matrix for the Member States in which each product is made available. Record the source of each national requirement, the declaration type in scope (DoP or DoPC), and when the requirement was last checked. Treat market coverage as a product-release input, not a one-time translation decision.

2. Control the source declaration
Keep an approved source version for each product type, with a stable version identifier. Preserve structured fields and performance values as controlled data; translators should not be asked to infer or alter technical claims. A translation tool can help produce language text, but it cannot establish whether the performance values or regulatory content are correct.
3. Review language and technical meaning separately
Use terminology controls and a qualified language review for target-market wording. Have an appropriate product or regulatory reviewer verify that identifiers, declared values, units, and other structured information match the approved source. Record approvals and changes so a later correction can be traced to the affected language versions.

4. Link every translation to its product and source
For each released language version, retain a link to the original declaration, product type, target market, language, and version. This linkage makes it possible to identify which translations need review when the source declaration changes. The regulation requires product-type association in the relevant digital publication context; the broader release-record design here is workflow advice.
5. Publish controlled copies and retire obsolete ones
Use a controlled publication point and a release record showing what was made available, when, and where. When a source or translation is superseded, update the published version without leaving users to mistake an obsolete declaration for the current one. This operational discipline supports accurate availability; the regulation’s specific digital controls apply where its website publication option is used.

What does the revised CPR require for website publication?
Article 15 of Regulation (EU) 2024/3110 allows the declaration to be made available on a website subject to conditions. The declaration’s content must remain unamendable; it must be human- and machine-readable and downloadable; remain continuously accessible and free of charge; be findable through instructions supplied to users; and be linked to the relevant product type. Treat these as delivery requirements for the website route, not as optional features of a translation-management system. Regulation (EU) 2024/3110, Article 15.
How do we keep translated declarations aligned with the current product version?
Use the source declaration and product type as the controlling relationship. Assign versions to approved originals and translations, and make publication conditional on matching each translation to its source version. When a declaration changes, identify the affected markets and languages from the release record, review those translations, and replace the published files in a controlled way. These steps are recommended controls inferred from the requirements to provide declarations in required languages and, under the website route, link declarations to product types and keep them accessible; they are not a statutory workflow.
When is specialist translation support useful?
Consider a professional localization provider when internal teams cannot reliably cover the required languages, terminology, or review capacity. Evaluate providers for experience with regulatory documents, terminology management, version history, qualified review, and their ability to preserve structured declaration fields and values. No evidence establishes a best translation platform or comparative software performance for this use, so choose against the controls your workflow needs rather than an unsupported accuracy or savings claim.

Under Article 11 of Regulation (EU) No 305/2011, manufacturers keep the technical documentation and DoP for ten years after the construction product is placed on the market. This is a retention requirement in the earlier CPR framework; do not treat it as a universal retention period for every document or infer that it replaces other applicable recordkeeping rules. Regulation (EU) No 305/2011, Article 11.
