That creates a legitimate question about how public money will be selected, tracked, and evaluated. But the announced plan does not establish waste, favoritism, or ineffective spending, so the claim that it will “fuel the NYC nonprofit complex” remains an argument to test—not a proven outcome.
What Mamdani’s plan does
The Mamdani administration calls its 33-page report New York City’s first municipal Strategy to Combat Antisemitism. It proposes a citywide response spanning grants, security, education, survivor support, agency coordination, and Jewish cultural programming. The [city announcement](https://www.nyc.gov/mayors-office/news/2026/09/mayor-mamdani-unveils-new-york-city-s-first-strategy-to-combat-a) and [full strategy report](https://www.nyc.gov/content/dam/nycgov/mayors-office/downloads/pdf/press-releases/2026/2026-09-25-moca-report-interactive-5.pdf) describe seven objectives:
- Prevent hate violence.
- Address antisemitism in physical, verbal, and digital settings.
- Provide education.
- Support survivors.
- Protect and celebrate Jewish life.
- Listen to Jewish New Yorkers.
- Celebrate Jewish culture.
The plan is therefore broader than a nonprofit grant program. The administration presents it as a whole-of-government effort involving the Mayor’s Office to Combat Antisemitism, the Commission on Human Rights, NYC Public Schools, the Office for the Prevention of Hate Crimes, the NYPD, and other agencies. The strategy says the mayor’s antisemitism office will join the selection committee for relevant disbursements.
How much money is earmarked for nonprofits?
The report describes two immediate allocations that directly involve nonprofits or community organizations: $6.4 million for Partners Against the Hate (PATH) grants and $1 million for security support to vulnerable nonprofit organizations. The city says PATH funding is double the previous year’s amount. These announced figures describe different purposes, not evidence that the money has already been spent.

The figures have different stated scopes. In his letter in the strategy report, Mamdani wrote: “We kept a promise made during our campaign and increased hate crime prevention funding nearly ninefold — from $3 million to $29 million annually.” The report separately says the $7.4 million in immediate allocations is within a larger $26 million investment. Without further budget documents, those descriptions should not be added together or treated as contradictory.
Which organizations will get the grants?
The announcement names the Jewish Community Relations Council (JCRC) as an example of a community organization, but the reviewed city materials do not establish a finalized recipient list or individual award amounts. Nor do they provide grant contracts, application scoring, or the terms each recipient must meet. Naming an example is not the same as publishing the final distribution.

Those details matter to the “nonprofit complex” criticism. Public grants can support services that city agencies do not provide directly, but the existence of grants alone cannot show that an award was wasteful, politically influenced, or ineffective. To assess those claims, readers need the award records and rules, not assumptions about organizations as a category.
What would make the spending accountable?
The strategy identifies agencies and a selection committee role, but that is not a substitute for public evidence about how grants are awarded and what they accomplish. A credible accountability record would let taxpayers trace funds from authorization through results.

- Publish award details: Identify recipients, award amounts, selection criteria, scoring, and any conflicts-of-interest safeguards.
- Make grant terms visible: Show deliverables, spending rules, reporting schedules, and consequences for missed requirements.
- Report implementation: Distinguish money authorized from money obligated and spent, and report which services or security improvements were delivered.
- Measure outcomes carefully: Track outputs such as training or security assessments separately from harder questions such as whether antisemitic incidents or survivor needs changed. Define measures and time periods before claiming success.
- Enable independent scrutiny: Provide records that can be audited and evaluated, while protecting personal information about survivors and vulnerable institutions.
These are tests for future implementation, not claims that the city has already failed them. The announcement does not establish executed grant terms, audited expenditures, evaluation results, or that the plan has reduced incidents.

The report treats the problem across settings, including online hate, public life, education, survivor support, and physical security. The city announcement’s Executive Director of the Mayor’s Office to Combat Antisemitism, Phylisa Wisdom, said: “Antisemitism is a complex and persistent form of hate, and it cannot be addressed through a single program or agency.”

The administration also cites a comparison in which Jewish New Yorkers are 12% of the city’s population and account for roughly half of reported hate crimes. That is an attributed statistic reported by the mayor’s office and by the [Associated Press](https://apnews.com/article/zohran-mamdani-combat-antisemitism-jewish-e633e3343d23d2f32aa5784851aeca3b); the reviewed materials do not establish the underlying population estimate, crime period, or calculation. It should not be presented as an independently verified measurement.
Stakeholder responses have not been uniform. The Nexus Project welcomed the strategy but emphasized that implementation will determine its value. Its president, Jonathan Jacoby, called it “a very important first step” and said success depends on turning the plan into action and impact in a [September 29 statement](https://nexusproject.us/press-releases/municipal-strategy-for-nyc-to-combat-antisemitism/). Separately, [New York Jewish Week/JTA](https://www.jta.org/2026/09/29/ny/mamdanis-office-unveils-plan-to-combat-antisemitism) reported criticism from some Jewish organizations that the strategy did not address Mamdani’s rhetoric about Israel. Neither response represents all Jewish New Yorkers.

The debate over the plan’s treatment of contentious speech and civil liberties is distinct from the question of grant oversight. The reviewed materials describe the strategy’s program components and stakeholder disagreement, but do not settle what legal effects the approach may have. Assessing that question requires examining the policies as implemented, rather than inferring legal consequences from the announcement.
What the “nonprofit complex” claim gets right—and what it cannot yet show
The critical framing has a factual starting point: a meaningful part of the announced effort routes public funds to community-based organizations and vulnerable nonprofits. That makes transparency, selection criteria, contract terms, and outcome reporting essential. The plan also includes city agencies and services, so describing the entire strategy as a nonprofit handoff would be incomplete.
What the available announcement does not demonstrate is that nonprofits have captured the program, that awards are politically connected, or that spending is wasteful. Those may be questions for oversight, but answering them requires recipients, contracts, expenditure records, and evidence of results. Until those records are available, “fuel the nonprofit complex” is a criticism of the plan’s funding model—not an established account of what the money has done.
