If your PDF shows words but Ctrl+F finds nothing, the page may contain a screenshot rather than text. Run OCR on the existing PDF: it recognizes the words in the image and adds a searchable text layer. Save a copy first, then check the result for recognition errors.
Why can you see words but PDF search finds nothing?
A PDF page can look like a document while storing its content as image data. In that case, the words are pixels, not text characters that ordinary PDF search can match. This commonly happens when a page is rendered from a screenshot or scan without OCR. Adobe explains that scanned PDFs need text recognition before their contents can be searched: Adobe’s guide to scanning and OCR in Acrobat.

OCR analyzes the visible page and adds recognized text. In a searchable-image result, the original page image can remain visible while the recognized words sit in an invisible layer used for search and text selection.

- Make a backup. Keep the original PDF in case you need to compare the page or repeat recognition with different settings.
- Open the PDF in Acrobat and choose All tools > Scan & OCR.
- Choose In this file, set the page range and document language, then select Recognize Text.
- Save the processed PDF. Search for a word you can clearly read on the page, and try selecting or copying a short passage.
- Review the recognized text. Correct errors or rerun OCR with adjusted settings if recognition is inaccurate or incomplete.

For the web option, Adobe’s online OCR instructions explain how to choose a PDF and run recognition. Access and interface options can change, so check the current page for the requirements that apply to your account.
For automated jobs, Adobe documents the two searchable-image output modes in its PDF Services API OCR guide. Use the exact mode when preserving the rendered appearance is the priority; use the cleanup mode when image correction such as deskewing is useful.

Check the result—and fix common problems
Search still finds nothing
Try selecting and copying a word. If the words cannot be selected, the PDF may still lack a usable text layer; run OCR on the relevant pages and save the output. If text is selectable but a particular search fails, inspect the recognized text for spelling or character errors before repeating OCR.
Search finds words, but some are wrong
OCR can misread characters or omit text, especially when the page image is difficult to interpret. Compare the recognized text with the visible page, correct errors where possible, and rerun recognition with adjusted settings if needed. Adobe advises checking accuracy and completeness after OCR in its Acrobat OCR guidance.

The PDF is searchable but still not accessible enough
Recognized text is not the same as a fully accessible document. Searchable text addresses the problem of words trapped in an image, but accessibility can also depend on tags, reading order, and document structure. W3C explains that scanned images of text are inherently inaccessible as actual text and that further work may be needed beyond OCR: PDF7: Creating accessible PDF documents from scanned pages.
