To reduce disruption during Intune-managed network changes, make sure Wi-Fi, VPN, client-app, and certificate configurations are ready for the same devices, and avoid applying multiple VPN profile changes simultaneously to Windows 11 devices. Microsoft documents a specific Windows 11 issue in which simultaneous VPN profile changes can interrupt connectivity until a subsequent Intune check-in; it does not mean every network change causes an outage.
Plan the change around the device and its dependencies
Before assigning a network policy, confirm which platform and enrollment mode are in scope, which Wi-Fi and VPN profiles are already assigned, how VPN authentication works, and how you will verify a working connection. This is practical change-management guidance, not a Microsoft-required sequence.
- Identify the target devices and groups, along with their platform and ownership or enrollment mode.
- Record the Wi-Fi network’s SSID, security type, and other required connection settings. Intune supports Wi-Fi profile deployment for Android, iOS/iPadOS, macOS, and Windows; see Microsoft’s Wi-Fi profile guidance.
- Determine whether the VPN uses a separate client app or certificate authentication, and verify those prerequisites before assigning its profile.
- Decide what success looks like—for example, the device connects to the intended Wi-Fi network and establishes the required VPN connection.
Keep profile delivery separate from a working connection
An Intune profile being assigned or present on a device does not, by itself, establish that the device can connect. The app, certificate, authentication, VPN server, and network must also be ready and correctly configured. For a VPN that requires a specific client app, deploy the app before assigning a profile that uses it. When certificate authentication is used, deploy the certificate profile and VPN profile to the same groups so the intended devices receive both. Microsoft’s VPN profile documentation describes these dependencies.
Windows 11: avoid simultaneous VPN profile changes
Microsoft documents a Windows 11 issue where processing multiple Intune VPN profile changes at the same time can interrupt VPN connectivity. The specified examples are changing an existing profile, applying two new profiles at once, and replacing an active profile at the same time it is removed. Microsoft says connectivity is restored when the device checks in with Intune a second time. The documentation does not give a guaranteed recovery interval, so do not plan around a specific number of minutes. See Microsoft’s Intune VPN profile documentation.

For changes involving Windows 11 VPN profiles, stage assignments so multiple profile changes are not processed in the same window. This is a targeted precaution for the documented scenarios, not a claim that every Wi-Fi or VPN policy update will disrupt service.
Choose reconnection behavior for the platform
Automatic reconnection settings differ by platform. Windows VPN auto-triggers and Android Enterprise Always-on VPN are separate configuration approaches, with different behavior and consequences.

Windows VPN auto-triggers
Windows VPN profiles can be configured with automatic triggers, including Always On. Microsoft describes Always On attempts after user sign-in, a network change, or the device screen turning on. Review the trigger options and configuration details in Microsoft’s Windows VPNv2 CSP documentation and Windows VPN auto-trigger profile guidance.
Android Enterprise Always-on VPN
For Android Enterprise, an Intune Always-on VPN policy can reconnect after a device restart or wireless network change. Assign only one Always-on VPN policy to a device. If lockdown mode is enabled, traffic is forced through the VPN; when the VPN cannot be established, the device has no network access. That fail-closed behavior may be appropriate where routing all traffic through the VPN is essential, but it carries a direct availability cost. Troubleshoot the connection in layers
A failed connection alone does not establish that Intune caused the failure. Check delivery, prerequisites, and connection evidence before changing policy again. Microsoft notes that VPN failures can have causes outside Intune; its VPN troubleshooting guidance includes platform-specific log recommendations.

- Check assignment: Confirm the intended device or user is in the target group and that the Wi-Fi, VPN, app, and certificate policies are assigned as planned.
- Check sync: Verify the device has checked in with Intune and review policy status. If the issue matches the documented Windows 11 simultaneous-change scenario, allow for the subsequent check-in Microsoft identifies as restoring connectivity.
- Check prerequisites: Confirm the VPN client app is installed where required and that certificate profiles reached the same target devices as the VPN profile.
- Gather connection evidence: Microsoft recommends VPN client logs for Android and iOS troubleshooting and RADIUS server logs for Windows VPN troubleshooting. Use the relevant logs to distinguish a profile-delivery issue from authentication or server-side failure.
