It does not guarantee lower costs or better service: results depend on the task, available data, workflow fit, customer expectations, and safeguards. A sound approach starts with a specific service problem, measures whether customers’ needs are met, and preserves a practical route to human help.
What machine learning does in customer service
Machine learning (ML) is a way for software to identify patterns in data and use them to make predictions or classifications. In service operations, that can mean sorting an incoming request by topic, estimating where it should go, or helping find information relevant to a question. Generative AI can add a conversational interface that interprets a request or produces a response from information it has been given.

These are categories of possible work, not guarantees about any particular system. A model’s usefulness depends on the quality and suitability of its data, how it is connected to the service workflow, and how people handle uncertain or incorrect results. The available evidence does not establish a comprehensive catalogue of proven customer-service applications or performance for any particular company’s deployment.
Common use cases—and what each requires
The examples below are illustrative. Each should be evaluated separately for its data needs, workflow consequences, and effect on customers.

Classifying and routing incoming requests
A model can help assign a topic or destination to a new request, such as directing a billing question to the billing team. This may reduce manual sorting, but a wrong classification can send a customer in circles or delay an urgent issue. Measure routing accuracy and the downstream time and effort required to resolve requests, and provide a way to correct misrouted cases.
Retrieving relevant information for agents or customers
Search or retrieval systems can surface material that may help answer a question. A conversational system can use retrieved information to respond in natural language. Retrieval is not proof that the answer is complete or correct: the source may be outdated, irrelevant, or misunderstood. Responses should be checked against appropriate information, and unresolved questions should have a clear escalation path.
Supporting conversational self-service
A chatbot can interpret a customer’s request and attempt to handle an interaction without a live agent. That can make some interactions easier, but customers may still need a person for complex, unusual, sensitive, or unresolved issues. The system should make its role understandable and avoid trapping customers in an automated loop.

Assisting with service workflows
Classification and prediction can potentially help organize work or identify requests that need attention. The exact task and outcomes must be defined by the organization; broad claims that ML can improve a whole service operation are not a substitute for measuring a specific workflow.
Potential benefits—and what the evidence says
Gartner’s framework for evaluating AI use cases weighs expected business value—cost reduction, revenue growth, and service quality—against implementation feasibility, including skills, readiness, and adoption. These are dimensions to assess, not promised outcomes. A technically possible use case may be a poor investment if it does not solve a meaningful customer problem or cannot be adopted in the actual workflow.

Financial returns are not assured. In a Gartner survey released in July 2026, conducted January–April 2026 among 1,303 senior leaders across industries, only 24% of surveyed service and support leaders demonstrated positive financial returns across their AI use cases. This is a survey finding, not a controlled estimate that AI caused a particular return; it also does not mean every other leader lost money. Gartner’s July 2026 findings
Customer experience results are also mixed rather than automatic. Gartner’s February–March 2026 survey of 3,566 B2B and B2C customers found that 50% said their interactions were easier when companies used GenAI, while 87% said access to a human agent was essential when companies use GenAI for customer service. The release does not specify a country, and these survey responses should not be treated as universal preferences or proof of satisfaction. Gartner’s 2026 customer survey findings

Gartner’s July 2026 release also reported that customers were approximately three times more likely to use third-party GenAI tools than company-provided chatbots during their most recent service interaction. This is a finding from the same 3,566-customer survey conducted in February and March 2026, not a market-share measure or proof that company chatbots are ineffective. In that release, Eric Keller, Senior Director Analyst in Gartner’s Customer Service & Support Practice, said: “The disappointing impact of customer-facing GenAI investments has less to do with technology limitations and more to do with misalignment with customer expectations.” That is Keller’s interpretation of customer-facing GenAI investments, not a survey statistic. Compare candidate use cases before investing
Gartner’s value-and-feasibility framework can be combined with practical questions about customer experience, security, and data governance. The comparisons below describe what to examine; they do not imply that any one use case is inherently better.
| Evaluation axis | Questions to answer | Why it matters |
|---|---|---|
| Expected value | Could this reduce cost, support revenue growth, or improve service quality? | Gartner identifies these as business-value dimensions; an expected benefit needs a measurable outcome. |
| Feasibility | Are the necessary skills, data, workflow readiness, and adoption in place? | Gartner’s framework treats feasibility alongside value. A model that cannot be implemented or used reliably is not a practical use case. |
| Customer experience | Can the customer complete the task easily, and can they reach a human when needed? | Gartner’s 2026 customer survey found that ease and human access both matter to respondents. |
| Reliability and security | How will the system handle errors, validation, prompt injection, access controls, and information exposure? | NIST’s chatbot prototype report describes these as risk areas; it is not universal implementation guidance. |
| Data governance | What information is collected, retained, shared with a provider, or used to train or refine models? | FTC guidance emphasizes that actual data practices must honor a company’s privacy commitments. |
Limits and risks to account for
Incorrect answers and misleading confidence
A conversational system can produce a plausible-sounding answer that is wrong or unsupported. A retrieval system can surface the wrong material; a classification system can misread a request. NIST’s initial public draft report on an NCCoE RAG chatbot describes hallucinations and validation as issues in that prototype. It documents a particular system and point-in-time design decisions, not the performance of all chatbots.

Prompt injection, data exposure, and unauthorized access
NIST’s prototype report also addresses prompt injection, data exposure, and unauthorized access. It describes controls used in that prototype, including local deployment, access controls, and validation filters. These examples illustrate classes of risk; NIST says the report is not implementation guidance, and those measures do not eliminate risk or necessarily suit every service system. Privacy promises and third-party providers
When a business uses a model supplied or hosted by another provider, it needs to understand what happens to customer information. The FTC’s January 2024 article discusses model-as-a-service providers and customer-service chatbot examples. It warns that a provider’s incentives to use additional data can conflict with confidentiality expectations, and that a company may face liability if it fails to honor privacy commitments. Check what data is collected, retained, shared, or used for training or refinement; align customer disclosures and vendor commitments with actual practices. The article is regulator guidance, not a complete account of privacy law in every jurisdiction. FTC guidance on AI providers and privacy commitments
Bias and missed context
Automated classification can misread context or reflect problems in the data used to build or operate it. The FTC’s June 2022 report on AI used to address online harms warns that AI tools can be inaccurate and biased when datasets are unrepresentative, classifications are faulty, or context is missed. That report concerns online-harm detection, not customer-service chatbots specifically; it is a general caution about automated classification, not direct evidence about chatbot performance. Ongoing governance, not a one-time launch check
Risk management continues through design, development, use, and evaluation. NIST’s voluntary AI Risk Management Framework is intended to help organizations incorporate trustworthiness considerations throughout that lifecycle. It is a framework, not a guarantee that a system will be accurate, secure, or appropriate for a particular service task. NIST AI Risk Management Framework

- Choose a narrow service task. Define the request type or workflow to address, the customer problem involved, and the outcome that would count as success.
- Check value and feasibility. Weigh the expected effect on cost, revenue, or service quality against available skills, data, readiness, and likely adoption, following Gartner’s value-and-feasibility framing.
- Map the information flow. Identify what customer data the system and any provider receive, retain, share, or use for training or refinement. Ensure disclosures and provider commitments reflect actual practices.
- Plan for failure and escalation. Decide how the system will handle uncertainty, incorrect or incomplete responses, access restrictions, and security risks. Give customers a clear route to a human agent when the automated path does not resolve their issue.
- Evaluate the whole service outcome. Assess task completion and customer effort alongside operational outcomes. Counting automated contacts alone can make an unresolved interaction look successful.
- Review throughout the lifecycle. Reassess performance, risks, and data practices as the system is used and evaluated; NIST’s voluntary framework treats trustworthiness as an ongoing concern.
Frequently Asked Questions
Is machine learning the same as generative AI?
No. Machine learning is a broad category of methods that learn patterns from data. Generative AI is a category of AI that can produce content, including conversational responses. A customer-service system may use ML for classification or retrieval, generative AI for natural-language responses, or combine approaches.

Does machine learning always reduce customer-service costs?
No. Gartner’s 2026 survey found that 24% of surveyed service and support leaders demonstrated positive financial returns across their AI use cases. That survey result is not proof of a guaranteed saving or a controlled causal estimate.
Should a company replace human agents with a chatbot?
The cited evidence does not establish that ML universally outperforms human-only service. Gartner’s February–March 2026 survey found 87% of surveyed customers considered access to a human agent essential when companies use GenAI for customer service, supporting a human option rather than an assumption that automation can replace it.
Can an AI chatbot expose customer data?
It can present data exposure and unauthorized-access risks. NIST’s NCCoE chatbot prototype report discusses those risks alongside prompt injection and hallucinations; it is a prototype report, not a universal risk assessment for every system.
What should a company check before sending customer data to an AI provider?
Determine what data the provider collects, retains, shares, or uses to train or refine models, and make sure customer-facing privacy commitments and provider terms match actual practice. The FTC’s January 2024 guidance explains why those commitments matter.
