Apple says it will add controls so users grant Full Disk Access in macOS only through “very explicit user action.” The company’s stated reason is that this unusually broad permission can expose sensitive information, and the risks may grow as AI agents become more capable and autonomous. Apple has not yet described when the controls will arrive or how they will work.
Why Apple says Full Disk Access needs stronger controls
In an October 2, 2026 announcement, Apple said Full Disk Access (FDA) “largely sidesteps” other privacy controls. The permission supports workflows such as Mac backups, but Apple warns that some developers use it in ways that may expose files, mail, messages, and browsing history without users fully understanding the consequences. For communication apps, Apple says that access can also compromise the privacy of the people users communicate with.

Apple specifically connected its planned changes to AI agents: “As AI agents become increasingly capable and autonomous, the risks associated with this level of access will grow substantially.” This is Apple’s stated rationale, not a quantified risk assessment. The announcement does not say that all AI agents request FDA, identify a particular incident as the cause, or claim that the new controls are already in place. Apple’s announcement

FDA is a broad permission for access to protected data on a Mac, not a general authorization for every capability an app or agent might use. Apple’s developer documentation says an app cannot grant itself FDA through an entitlement or code: the user must grant it in System Settings > Privacy & Security. Developers are expected to handle cases where the user declines. Apple’s macOS App Sandbox documentation

Other macOS privacy permissions have different scopes. Apple’s platform security guide says macOS 10.15 and later requires user consent for app access to Documents, Downloads, Desktop, iCloud Drive, and network volumes; full storage-device access must be explicitly added in macOS 10.13 or later. Accessibility and Apple-event Automation also require user permission, but enable different kinds of access or control.
| Permission or access route | What the sources establish | How to distinguish it from FDA |
|---|---|---|
| User-selected files or protected folders | Consent applies to specified protected locations, including Documents, Downloads, Desktop, iCloud Drive, and network volumes on macOS 10.15 and later. | Access is associated with selected files or protected locations rather than the broad storage-device access of FDA. |
| Full Disk Access | On macOS 10.13 or later, an app needing full storage-device access must be explicitly added by the user. | It is the broad file and data access at the center of Apple’s announced controls. |
| Accessibility | User permission is required. | It is a separate permission; the cited guide does not equate it with FDA. |
| Apple-event Automation | User permission is required. | It is separate from FDA and concerns app-to-app automation rather than granting broad disk access. |
The categories should not be collapsed into a claim that FDA lets an agent “do everything.” Apple’s materials distinguish them, but do not provide a complete agent-specific capability matrix. Apple Security Research also notes that user TCC preferences—the privacy settings that track app permissions—are protected by FDA, while system TCC preferences are protected by System Integrity Protection. That illustrates the privilege involved; it is not a specification of Apple’s forthcoming controls. What Apple has announced—and what remains unknown
Established
- Apple plans additional controls intended to make an FDA grant require very explicit user action.
- Apple considers FDA unusually broad and says it can expose sensitive categories of personal information.
- Apple explicitly cites the growing capability and autonomy of AI agents as a reason the risk matters.
Not specified in the announcement
- Which macOS release will include the controls or when they will roll out.
- Whether a grant will expire, require approval for individual reads or writes, or apply differently to existing grants.
- Whether Apple will add narrower permission scopes, new developer APIs, or a different mechanism.
For now, “permission is a lease” and “judgment is per action” are useful design principles, not features Apple has confirmed. A broad system grant answers whether an app can access a category of data; it does not settle whether a particular agent action is appropriate for the user’s task. An agent should still evaluate each action in context rather than treating system permission as blanket approval. That is a design recommendation, not a description of Apple’s announced implementation.
Why a broad permission and an action decision are different
A persistent permission is efficient: a backup tool, for example, may need access beyond a single folder to do its job. But the breadth that makes FDA useful can make a grant difficult to understand in the context of one task. A user might authorize an app for a legitimate workflow without intending every future agent action to inspect or transmit every accessible item.

More granular authorization could make access easier to match to a task, but it also has costs. Repeated prompts can interrupt work and encourage users to approve without reading. A safer design would make the requested data and purpose understandable, offer narrower alternatives where practical, and leave users able to review or revoke access. For agent actions, an audit trail and contextual checks can complement the operating system’s permission gate. These are design considerations—not details Apple has disclosed.

A 2025 preprint by Yuhao Wu, Ke Yang, Franziska Roesner, Tadayoshi Kohno, Ning Zhang, and Umar Iqbal examines permission decisions in agent workflows using a vignette-based user study and a preliminary prediction model. The paper reports 85.1% overall accuracy and 94.4% accuracy for high-confidence predictions. The authors describe permission decisions as context-dependent and argue that users may need to remain involved, particularly where a false-positive grant has costs. Those results are not measurements of Apple’s system, the announced FDA controls, or production-agent safety. They support the narrower point that deciding whether an agent should access data is contextual; they do not establish a reliable automatic substitute for user judgment.
