NASA’s announced near-term priority is lunar surface infrastructure, not the former Gateway plan in its previous form. That shift reflects program direction, not proof that building a surface habitat is inherently easier, cheaper, or safer than operating a habitat in orbit. A Moon base would put people and equipment near surface work and potential local materials; an orbital habitat would provide a place to live and work without constructing directly on the lunar ground, but would still depend on launches, orbital assembly, logistics, and crew transfers.
What NASA’s current plans do—and do not—settle
In March 2026, NASA said it would pause Gateway in its current form and shift its focus toward infrastructure for sustained operations on the lunar surface. In May, NASA consolidated lunar programs, including habitation and Gateway’s surface-relevant scope, under a Moon Base program. The agency described a sustained U.S. presence on the Moon by 2030 as an objective. That is a target, not an achieved milestone or a guarantee that a particular habitat design will be ready by then.

NASA Administrator Jared Isaacman stated the program objective in May 2026: “The purpose of this directive is to consolidate all lunar programs outside of the Artemis program, into a unified Moon Base Program within HSMD, aligning capabilities and personnel to enable a sustained U.S. presence on the Moon by 2030.” This establishes the current policy signal: NASA is emphasizing surface capabilities. It does not establish that all future lunar activity will take place on the ground, or that NASA has chosen a permanent replacement for Gateway as a crewed orbital habitat.
NASA’s August 2026 update described Phase I of Moon Base, through 2029, as involving more than twenty robotic landings and reported that Gateway-derived HALO hardware was being repurposed for surface demonstrations. Those are planned activities and reported program decisions, not a record of twenty completed landings or an operational surface base. The same distinction matters when reading earlier Gateway material: it describes a prior architecture, not a current commitment to assemble that configuration on its former schedule.

What “constructing a habitat on the Moon” means in practice
Lunar construction is not a single step in which a crew arrives and builds a pressure-tight house out of soil. The near-term engineering idea is to use lunar regolith—the loose material covering the surface—for practical infrastructure, with more demanding shelter and habitat applications as longer-term possibilities. NASA’s MMPACT project described possible uses including landing pads, roadways, berms, blast shields, shelters, and habitats. These are development objectives; the cited work does not show that a crew-ready habitat has already been built from lunar material.
The sequence matters. A landing area or berm can be useful without serving as a sealed, pressurized living space. A habitat must keep its interior conditions controlled and protect its occupants while connecting reliably to power, thermal management, life-support equipment, communications, maintenance access, and other systems. Even if regolith provides some bulk construction material, pressure vessels, seals, equipment, and specialized components still have to be engineered and delivered or made through capabilities that are not yet established as operational.
Why local material could help
Transporting every kilogram of construction material from Earth would make a large surface build dependent on repeated cargo delivery. Using regolith for some infrastructure could reduce the amount of structural mass that must be launched from Earth. This is a potential advantage, not a demonstrated mass saving for a completed habitat: the equipment needed to excavate, move, process, place, inspect, and repair local material also has to reach the Moon and work reliably there.

Before construction can rely on a material, systems must identify where it is useful, handle it, turn it into a consistent building material, and verify that the resulting structure performs as intended. NASA’s cited development work identifies materials and standards, construction scale, hardware lifetime, autonomous operation, and operation in the lunar environment as challenges. A resource that is physically present is not automatically a usable building supply.

Why construction is more than making walls
A surface base needs functioning infrastructure around and inside its habitats. NASA identifies reliable power, local-resource extraction, construction, dust mitigation, robotics, and regolith transport as foundational technology needs. Equipment must be able to work for long periods, and construction cannot assume that people will be present to operate every machine or fix every failure immediately. This makes autonomy, maintainability, and the ability to inspect work important parts of the construction problem.
The surface also brings environmental and operational constraints that an orbital module does not encounter in the same way: lunar dust, temperature extremes, terrain, and the need to supply power to surface equipment. These conditions affect not only crew comfort but also the design and operation of tools, vehicles, connectors, exposed systems, and construction machinery. NASA’s MMPACT presentation is useful evidence of the development goals and challenges, but its mid-to-late-2020s demonstration dates were targets in a 2022 presentation; they should not be read as confirmation that those demonstrations have been completed.
What an orbital habitat provides
An orbital habitat places crew living and work space in lunar orbit rather than on the surface. NASA’s former Gateway concept used pressurized modules for crew habitation, work, research, and staging for surface expeditions. The agency’s earlier descriptions of HALO and Lunar I-Hab said that, together, the elements would permit astronaut stays of 30 days or more. That figure describes the former planned configuration, not a current promise about an orbital habitat NASA will build.

1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteOrbit avoids the need to construct a habitat directly on lunar terrain and avoids placing its core pressurized living space on the surface. It does not eliminate the need to launch and assemble a habitat, maintain it, deliver supplies, or move people and cargo between orbit and the Moon. Nor should “in orbit” be treated as synonymous with “free of radiation hazards”: an orbital habitat remains a spacecraft environment, with radiation and microgravity operations among the relevant design considerations.

The old Gateway plan also illustrates an important architectural distinction. An orbital outpost can support a mission to the surface, but it is not itself a surface base. Any surface expedition still requires a crew-transfer system and the logistics to get people, equipment, and supplies down to the ground and back. The cited sources do not establish a selected replacement crewed lunar-orbit habitat following the pause of Gateway in its prior form, so the former plan is best used to explain the concept rather than predict the next configuration.
Surface base or orbital habitat: the practical differences
| Decision factor | Lunar surface construction | Lunar-orbit habitat |
|---|---|---|
| Primary role | Locate infrastructure and crew near surface science, operations, and potential local resources. | Provide pressurized living and work space, research, and staging or transfer functions, as in the former Gateway concept. |
| Construction inputs | May use regolith for bulk infrastructure, but pressure vessels, seals, specialized equipment, and supporting systems still require engineering and delivery or other demonstrated supply capability. | Requires habitat modules and systems to be launched and assembled or integrated in orbit; no lunar ground construction is needed. |
| Local material potential | NASA is developing regolith construction and local-resource extraction capabilities; operational use at habitat scale is not established. | The cited former Gateway concept depends on transportation and resupply architecture; the sources do not establish construction from local materials in orbit. |
| Environment and operations | Must address dust, temperature extremes, terrain, surface power, and long-duration operation of equipment. | Must address spacecraft radiation and microgravity operations, orbital maintenance, docking, and logistics. Orbit does not remove radiation hazards. |
| Access to surface work | Provides direct access to terrain and surface equipment, while requiring mobility and construction capability on the ground. | Can stage or support surface expeditions, but crew and cargo need systems to travel between orbit and the surface. |
| Evidence and status | NASA programs and solicitations describe development, demonstrations, and goals—not an established operational habitat system. | Gateway had defined module plans, but its former configuration has been paused; a later crewed orbital-habitat plan is unsettled. |
This is a functional comparison, not a performance ranking. The available NASA material does not provide a direct, like-for-like estimate of total cost, construction time, or safety for a lunar surface habitat versus an orbital habitat. The two concepts also need not be mutually exclusive in every future architecture: a surface base and an orbital outpost could serve different roles if a program chooses and funds both.
How to judge the logistics trade-off
What has to be transported
A surface architecture can potentially substitute some locally sourced bulk construction material for cargo launched from Earth. It still has to deliver equipment capable of handling that material and the systems needed to make a habitat livable. The more construction depends on local material, the more important the reliability of excavation, transport, processing, placement, and inspection becomes.

An orbital architecture instead concentrates the habitat in modules and systems that must be carried to orbit and integrated there. It avoids surface construction for the habitat itself, but does not avoid launch dependence. Crew provisions, replacement equipment, and other logistics still have to reach the outpost, while expeditions to the surface add a separate transfer problem.

Where work and risk are concentrated
On the surface, work is concentrated around landing, mobility, construction, power delivery, and maintaining equipment in contact with the terrain and dust. On orbit, work centers on the spacecraft habitat, its assembly and upkeep, docking and visiting vehicles, and crew or cargo transfers for surface missions. Neither location makes the engineering disappear; each shifts what must be built, operated, and maintained.
Claims that one option is simply “safer” or “cheaper” need a defined mission, design, and accounting boundary. For example, a comparison would need to specify whether it includes the habitat alone or also launch, power, transport, surface vehicles, cargo delivery, maintenance, and return capability. No directly comparable total-cost or construction-time figures are established in the cited material.

NASA’s Office of Inspector General reported that the combined contract value for selected terminated or repurposed Artemis campaign systems rose from $2.8 billion to $5.9 billion, with delivery dates extended by up to seven years. That is useful context for understanding the program and schedule risks surrounding lunar systems. It is not an estimate for either a Moon-surface habitat or an orbital habitat, and it cannot be used to declare one architecture more expensive than the other.

Which architecture fits which mission?
A surface base fits work that must happen on the Moon
If the main purpose is sustained activity near surface science, equipment, and potential local resources, surface infrastructure has a direct operational advantage: people and tools are located where the work takes place. That does not mean every structure needs to be made from regolith, or that an early base must begin with a fully constructed habitat. The useful near-term steps include infrastructure that enables later work, while the more ambitious goal of regolith-based habitat construction remains developmental.
An orbital habitat fits a role as an outpost and staging point
If a mission needs a pressurized place for crew to live and work in lunar orbit, an orbital habitat addresses that need without building the habitat on the ground. The former Gateway architecture shows how such a station could also support research and stage surface expeditions. Its utility depends on the broader transport and logistics system, and its prior configuration is not a current NASA commitment.
A mixed architecture is a program choice, not a default answer
Surface and orbital facilities could be complementary, but that possibility should not be confused with a funded or selected plan. A program would have to decide whether the additional functions justify the extra hardware, transportation, operations, and maintenance. NASA’s 2026 shift establishes surface infrastructure as the near-term emphasis; it does not settle every long-term question about where crews could live, work, or stage missions.

NASA’s 2026 Moon Base solicitation seeks industry demonstrations to address architecture gaps, including infrastructure, power, and communications, positioning, navigation, and timing. Those categories are important because a surface base depends on coordinated capabilities, not just construction material. The results of such demonstrations and future program decisions will be more informative about practical surface readiness than repeating earlier aspirational target dates.
- Demonstrated construction: distinguish planned regolith demonstrations from completed tests and from a habitat proven for crew occupancy.
- Integrated systems: look for evidence that construction equipment can operate with power, communications, mobility, dust controls, and maintenance provisions.
- Current orbital decisions: treat Gateway module descriptions as historical architecture unless NASA announces a new crewed lunar-orbit plan.
- Comparable economics: seek estimates with the same mission scope and included costs before drawing conclusions about which architecture is cheaper.
The essential distinction is between a current program priority and an engineering verdict. NASA has redirected its announced emphasis toward sustained surface operations, while the previous Gateway configuration is paused. Surface construction may eventually use local material to support a base, but a crew-ready regolith habitat is not established by the cited evidence. An orbital habitat avoids ground construction but remains dependent on launches, assembly, logistics, and transfer systems. Which is the better architecture depends on the mission each is meant to serve.
