That difference makes a direct purchase easier to price and budget, while a loot box can cost far more than its single-opening price when the desired reward requires repeated attempts. Whether either option is cheaper depends on the game’s item price, drop rates, currency bundles, duplicate rules and any guarantee system.
Before spending, convert virtual currency into real money, find the probability for the exact reward, check how repeat openings work, and set a hard budget. Loot-box purchases have been associated with problem gambling in research reviewed by the UK government, but the government says causation has not been established. Legal protections and disclosure requirements also vary by jurisdiction.

What you are buying
Loot boxes
A loot box, capsule, pack or similar offer gives an item selected by the game’s stated reward system. You normally pay before learning which reward you received. Some boxes can be earned through play, while others require virtual currency or a direct real-money transaction. The reward pool may contain common and rare cosmetics, duplicates, consumables or gameplay-affecting items.

Direct-purchase cosmetics
A direct purchase identifies the cosmetic before payment. You can inspect the skin, outfit, emote, weapon finish or other item and decide whether its listed price fits your budget. The purchase removes reward uncertainty, but it does not prevent spending from accumulating across many known-price purchases. Also check whether an item is cosmetic only; the term “direct purchase” can describe functional content in other parts of a game.
Which option is cheaper?
There is no reliable universal answer. A direct purchase is cheaper when the desired item’s listed price is lower than the amount you would realistically spend chasing it through boxes. A box can be cheaper by chance if the item appears early, but that outcome cannot be used as a dependable price. Compare the actual offer using the dimensions below.
| Comparison | Loot box | Direct-purchase cosmetic |
|---|---|---|
| Item certainty | The reward is randomized. The desired item is not assured unless the game’s published rules provide a guarantee. | You select a known cosmetic before payment. |
| Cost certainty | Depends on the real-money equivalent per opening, probability, number of attempts, bundles, duplicate treatment and any pity or guarantee mechanic. | The item’s listed price is knowable in advance, but currency bundles, taxes and regional pricing can change the amount paid. |
| Information to check | Probability for the exact reward, date or version of the rates, whether rates change, reward-pool rules and guarantees. | Price, currency conversion, item characteristics and any restrictions on use or transfer. |
| Spending pattern | Repeated attempts can turn small transactions into a large cumulative cost. | Each purchase is easier to budget, although multiple purchases still add up. |
| Duplicates | Check whether duplicates are possible and whether they become credits, another item or nothing of comparable value. | You normally buy the named item once; ownership rules still depend on the game. |
| Gameplay effect | Verify whether rewards are cosmetic or provide power, progression or competitive advantages. | This comparison concerns cosmetics; other direct purchases may be functional. |
| Consumer protection | Odds, spending controls and age protections differ by country, platform and publisher. | Price and product-information duties still apply, even though reward odds are not involved. |
No published statistic in the available evidence directly compares total loot-box spending with direct-purchase cosmetic prices across games. Treat claims that one format is always cheaper as marketing or anecdote, not as a general rule.
How to calculate the real cost of a loot box
Convert virtual currency to money
First identify the currency price actually available to you. Record the smallest bundle that can buy one opening, the price of larger bundles, taxes or regional charges, and any currency left over after the transaction. If a box costs 1,000 tokens and the smallest purchasable bundle is 1,100 tokens, the relevant transaction is the price of that bundle, not an imaginary 1,000-token purchase. For several openings, calculate the least expensive combination of bundles that supplies the required tokens, including unavoidable leftovers.
The US Federal Trade Commission staff perspective on video-game loot boxes notes that virtual currency can force consumers to remember or calculate an exchange rate. A token balance can make a purchase appear cheaper than the real-money amount paid, and the first transaction may not communicate what repeated attempts will cost.

Separate scenarios instead of guessing one price
Calculate at least three scenarios:
- One opening: the real-money equivalent of the first purchase, including the bundle required.
- A planned number of openings: the cheapest currency combination for that number, with leftover currency recorded.
- A guarantee threshold: the total amount required to reach a stated pity or guaranteed-reward point, if the game publishes one.
Do not call any of these figures a prediction of what you will pay unless the game guarantees the outcome. A player may obtain the item on the first opening or never obtain it before stopping.
How odds work—and what they do not tell you
Per-opening probability
If a game states a probability p for a specific reward, that number is the chance on one opening only if the game defines it that way. Find out whether the probability applies to the exact item, a rarity tier containing several items, or a pool in which rewards have different weights.

Multiple independent openings
When every opening is independent and the probability stays fixed, the chance of receiving at least one copy after n openings is:
1 − (1 − p)n
For example, a 5% chance per independent opening gives a calculated chance of about 64.2% after 20 openings: 1 − 0.9520. It does not mean the item is guaranteed within 20 openings, and it does not say how much those 20 openings cost.
When the formula fails
The calculation may not describe the game if any of these conditions apply:

- Name the target item. Write down the exact cosmetic, not merely its rarity tier or collection.
- Record the direct price. Include the currency bundle required, taxes where shown and any regional price difference.
- Record the box price. Use the real-money bundle needed for one opening and for your planned number of attempts.
- Find the exact odds. Open the game’s probability or item-rate panel and check whether it identifies the target item, the date and the relevant event.
- Read the repeat rules. Look for independent draws, changing rates, pity counters, guarantees, duplicate conversion and limits on the reward pool.
- Calculate a scenario. Use the independent-trial formula only when its assumptions are true; otherwise describe the rules without manufacturing a probability.
- Check the item’s effect. Confirm that the reward is cosmetic rather than power-enhancing or progression-related.
- Set a stopping point. Decide the maximum real-money amount before opening anything, and do not increase it because earlier spending feels wasted.
- Compare certainty as well as price. A direct purchase may be preferable even when its sticker price is higher because it delivers the selected item immediately.
What evidence says about spending and disclosure
UK government evidence
The UK Department for Digital, Culture, Media and Sport’s 2022 response reported that 98% of respondents to its player survey had opened a loot box. In that respondent group, 72% had purchased one with virtual currency bought using real-world money, and 63% had purchased one directly with real money. These are survey results, not estimates of all players or the prevalence of loot-box use across the population.
The same response reported that 2.5% of PEGI-rated games received the “in-game purchases (includes random items)” descriptor between August 2020 and May 2022, while 15% received an in-game-purchases descriptor. Those figures describe PEGI title labels during that period; they are not a current global market share.
Some surveyed players described seeking a “‘buzz’ or ‘thrill’” from the chance of receiving sought-after rewards and continuing after substantial spending because of sunk-cost thinking. These are reported player accounts summarized by the government, not evidence that every buyer experiences harm.
Odds are often difficult to find
A 2023 study by Xiao, Henderson, Yang and Newall examined 75 of the highest-grossing UK iPhone games with first-party loot boxes. It found 64.0% disclosure-policy compliance in that sample. Only 1 of 75 games (1.3%) automatically displayed odds on the purchase page, and 5 of 75 (6.7%) had reasonably prominent disclosures in either of the two examined locations. The sample and platform limit how far these numbers can be generalized; they do not measure every game or current worldwide practice.
When a game hides rates behind several menus, gives only a rarity-level percentage or fails to show whether rates changed, treat the uncertainty itself as a cost consideration. A visible odds panel also does not make a purchase affordable or guarantee that the rate is easy to interpret.

Consumer and gambling-related risks
Uncertain cumulative spending
Repeated low-value transactions can conceal a high total, especially when currency bundles force overbuying. Track money paid, not boxes opened or tokens spent. Keep a running total outside the game if the platform’s purchase history is difficult to read.
Variable reinforcement and sunk costs
Random rewards can make a near miss or a rare result feel more compelling than a fixed-price purchase. If you find yourself increasing the budget because you have already spent money, stop and reassess: prior spending does not improve the value of the next opening unless the game’s rules explicitly provide a counter or guarantee.
Problem-gambling evidence needs careful wording
The UK government’s 2023 update states: “The government undertook an extensive call for evidence on loot boxes, and published its response in July 2022. This found an association between loot box purchases and problem gambling, but evidence has not established whether a causal relationship exists.” An association means the behaviors were observed together in the evidence reviewed; it does not prove that buying loot boxes caused a gambling problem or that every purchaser is at risk.

Children and teenagers
Children may have difficulty translating tokens into money or recognizing that repeated attempts are adding up. UK industry guidance described by DCMS calls for parental consent before under-18s acquire paid loot boxes, accessible spending controls, age assurance and fair refunds when controls fail. The guidance is an implementation commitment, not proof that every game currently provides each protection.
For a child’s account, parents should require approval for purchases, disable stored payment methods where practical, set platform spending limits, review transaction alerts and explain that a “free” earned box and a paid randomized box are different offers. Check the platform’s refund process before a problem occurs.

Are loot boxes gambling?
There is no single worldwide yes-or-no answer. In the UK position summarized by the House of Commons Library, the Gambling Commission has said the Gambling Act 2005 does not cover loot boxes. That is a statement about the UK legal scope described in that briefing, not a ruling for every country or every product. Other jurisdictions can classify paid random content differently, and legal treatment may depend on whether rewards can be transferred, sold or redeemed for money.
Do not assume that a cosmetic-only reward is legally identical to cash gambling, and do not assume that an odds disclosure settles the legal question. If a game is marketed or sold across borders, consult the consumer and gambling rules that apply where the purchaser lives.
Current protections by jurisdiction
United Kingdom
DCMS published its update on 22 August 2023, describing industry-led guidance published by Ukie on 18 July 2023. The commitments include clear probability disclosures, meaningful spending controls, parental consent for under-18s and improved age assurance. The government said the working group did not cover the entire sector and called for monitoring and evaluation. Treat these as stated commitments and an implementation program, not as evidence of universal compliance.
UK app-store listings
The Advertising Standards Authority and Committee of Advertising Practice enforcement notice says consumers should be told before buying or downloading a game whether it contains loot boxes. It recommends a prominent statement such as “contains loot boxes” or “includes random-item purchases”; a generic “in-app purchases” label is insufficient. Active monitoring began on 26 May 2026. Listings and enforcement expectations can change, so check the current notice when making a complaint or assessing a new release.
European Union
The European Commission says paid loot boxes and other paid random content must meet information duties under the Consumer Rights Directive and the Unfair Commercial Practices Directive, including clear information about price and main characteristics. It also says a game should not be promoted as “free” unless it is free in its entirety, and games must not directly exhort children to buy paid add-ons. This is the Commission’s stated consumer-protection position; national enforcement and later legal developments can differ.
United States
The Federal Trade Commission staff perspective paper summarizes workshop concerns about odds, virtual currency and cost transparency. It is not a binding rule and should not be treated as a comprehensive, current US legal standard. US requirements can also depend on state law, platform rules and the product’s specific features.

Questions to answer before paying
- What is the exact real-money price per opening, including the smallest currency bundle that can actually be purchased?
- Is the desired item’s probability shown, current and specific to that item rather than only to a rarity tier?
- Are openings independent? Do rates change? Is there a guarantee, and what total spend reaches it?
- What happens to duplicates? Can rewards be traded or resold, and is any claimed value merely in-game credit?
- Is the reward cosmetic only, or does it affect gameplay?
- What is your total budget, and can spending alerts or account limits be enabled?
- For a child’s account, are purchases blocked or approval-gated, and does the platform offer refunds if controls fail?
Bottom line
Direct-purchase cosmetics provide a known item at a listed price, so they are generally easier to budget. Loot boxes provide a chance whose eventual cost depends on odds, currency conversion, repeats, duplicates and guarantees. Compare the complete real-money scenario for the specific game, not the price of one opening; apply probability formulas only when the game’s assumptions match them; and treat gambling-risk evidence as an association rather than proof of causation. Spending controls, parental approval and jurisdiction-specific disclosures matter whichever format you choose.
