The right choice depends on what you need to evaluate, the system and workload you want to represent, and which privacy, performance, and operating constraints matter. Compare them with the same evaluation design—and treat deployment location as one factor, not as evidence that a model or application is safe.
What are you trying to evaluate?
Start by defining the decision the evaluation should support. You might be testing a model’s capabilities, whether guardrails behave as intended, resistance to adversarial inputs, impacts during ordinary user interactions, or several of these together. The answer affects what data, test methods, and operating conditions you need; the fact that inference happens locally or in a cloud does not determine whether the evaluation answers the question.

NIST’s ARIA Evaluation Planning Manual, published September 18, 2026, describes evaluations that combine model testing, red teaming, and user testing. NIST’s ARIA program also describes field testing and assessment of technical and contextual robustness—not only system performance or accuracy. A benchmark can be useful, but it cannot stand in for every evaluation objective.
NIST’s ARIA pilot report, published November 13, 2025, describes five participating organizations submitting seven AI applications across three scenarios and three testing levels: model testing, red teaming, and field testing. Those figures describe the pilot’s participation and design; they do not show that local or cloud testing produced better results.

How local, cloud, and hybrid testing differ
“Local” can mean inference on an end-user device, on-premises hardware, or a self-hosted system. These setups differ in who administers the machine and where data may be stored or processed. Cloud testing sends work to a provider’s service, introducing a provider and network trust boundary. In a hybrid setup, some requests are handled locally and others may be routed to a cloud model.
The table describes typical considerations, not guarantees. The exact data path, security controls, costs, and performance depend on the particular system and configuration.

| Decision area | Local or self-hosted | Cloud service |
|---|---|---|
| Privacy boundary | Inference may remain on systems controlled by the evaluator, avoiding transmission of prompts and outputs to a cloud inference provider. Device security, access, logging, backups, and telemetry still matter. | Prompts and outputs may cross a network and be processed by a provider. Review the exact service’s data handling, retention, access, and configuration. |
| Resources and cost | Requires capacity the evaluator can operate. Account for hardware acquisition and depreciation, electricity, utilization, maintenance, and staff time; total cost depends on the workload. | Uses provider capacity and incurs provider charges, along with the work of securing and evaluating the integration. Total cost depends on current terms and usage. |
| Latency and throughput | Avoiding a network round trip can reduce latency, but end-to-end performance depends on the device, model, workload, and operating conditions. | Performance depends on the service, network conditions, workload, and measurement method. The available sources establish no universal local-versus-cloud ranking. |
| Operations and scale | The evaluator is responsible for maintaining the environment and accounting for model updates, supported devices, and available capacity. | The evaluator must manage the service integration and its operating conditions; connectivity and provider configuration are part of the test environment. |
| Safety and validity | Location alone does not show that results represent the deployed application. Test the relevant model, prompts, guardrails, tools, and user context. | Location alone does not show that results represent the deployed application. Microsoft Learn’s guidance on choosing between cloud-based and local AI models identifies privacy and security, available resources, cost, maintenance and updates, performance and latency, scalability, and connectivity as decision factors. It describes local or on-premises processing as keeping data on the device, with security responsibility resting with the user, and notes that avoiding network transmission can reduce latency. These are considerations for a specific deployment—not proof that local processing is always faster, cheaper, or more secure.

A location comparison is meaningful only if it distinguishes the effect of deployment from the effect of changing the system being tested. If the local setup uses a smaller model than the cloud setup, for example, a difference in task success cannot be attributed to location alone. The available sources do not provide a controlled local-versus-cloud safety comparison or directly comparable cost or latency figures.

- Set the objective and scope. Specify whether you are evaluating model behavior, guardrails, adversarial resilience, ordinary-use outcomes, or a combination. Identify the application and users the results should represent.
- Hold the test design constant where feasible. Use the same task set and, where possible, the same model and version, safety policy, system prompts, context, scoring method, and tool configuration. Record any differences you cannot hold constant.
- Match the deployment conditions you care about. Test the relevant wrappers, guardrails, tools, permissions, and data flows—not just an isolated model call. For cloud runs, record network conditions and service configuration. For local runs, record the device, software stack, and warm or cold model conditions.
- Use multiple forms of evaluation where the objective requires them. Combine automated model tests with red teaming and user or field testing when those methods are relevant. NIST’s January 30, 2026 announcement for draft AI 800-2 says automated benchmark evaluations can help when time, expertise, or resources are constrained, but cannot meet all evaluation objectives.
- Report outcomes and operating measures together. Include safety and task-success results alongside time-to-first-token or response latency, sustained throughput, resource use, and the assumptions behind total cost. Identify the dataset, test date, model and software versions, system prompts, guardrail configuration, geography, and relevant operating conditions.
- Analyze differences before drawing a conclusion. Separate observed safety outcomes from differences in model capability, infrastructure, network conditions, or test setup. State what the results do—and do not—establish about the system you intend to deploy.
NIST’s draft automated benchmark guidance groups good practice around defining objectives and selecting benchmarks, implementing and running evaluations, and analyzing and reporting results. That process helps make comparisons interpretable; it does not make one benchmark sufficient for every purpose.
What privacy means in each setup
For a local evaluation, map where prompts, outputs, datasets, logs, telemetry, and backups are stored or transmitted. Keeping inference on a controlled device can avoid sending prompts to a cloud inference service, but it does not by itself secure the device, prevent unauthorized access, or determine how local logs are handled.

For cloud testing, identify what data reaches the provider, who can access it, and how the exact service and configuration handle retention and backups. NIST’s initial public draft IR 8320E, published May 29, 2026, describes confidential computing as a technical approach to protecting data while it is active in cloud memory. The draft’s public comment period closed July 13, 2026. This is a control to assess for the service in question, not a blanket guarantee that it applies to every provider or resolves every privacy concern.

How to think about cost, performance, and hardware
Cost
Build a workload-specific estimate instead of assuming one location is cheaper. For local systems, include hardware acquisition and depreciation, electricity, maintenance, staff time, utilization, and capacity. For cloud systems, include provider charges and the operational work of securing and evaluating the integration. Compare the same expected volume and operating period, using current provider terms and your own utilization assumptions. The sources cited here do not establish a directly comparable total-cost study or a general break-even point.
Performance
Measure response latency separately from sustained throughput. A cloud result should include the network conditions that affected the run; a local result should specify the device and whether the model was warm or cold. Report the model and configuration as well as the location, since a capability difference between models is not evidence that the deployment location caused the difference.
A 2026 arXiv preprint proposes a multidimensional benchmark for hardware-accelerated LLM inference on single-board computers, including throughput, power efficiency, and device size. Its scope is device- and configuration-specific; it is not a controlled general comparison of cloud APIs with local AI safety evaluations, and it does not show that a GPU or local setup improves safety-evaluation quality.
Operational trade-offs
Local environments put more responsibility on the evaluator for hardware, updates, and supported-device capacity. Cloud environments add provider and network dependencies to the evaluation setup. A hybrid arrangement may allow local-first processing with cloud fallback when a model is unavailable, a device is unsupported, a user does not consent to download a model, or a task needs a larger model. That flexibility also adds routing rules and more combinations to test. Microsoft’s guidance describes this kind of local-first fallback as an option, not as a universal design recommendation.
Choosing an evaluation setup
- Choose local or self-hosted testing when keeping inference within systems you control is important and you can support the needed model, hardware, security, and maintenance. Verify that the setup has enough capacity for representative workloads.
- Choose cloud testing when the cloud service is the system you need to evaluate, or its available resources and operating model fit your evaluation. Assess the provider and network boundary, service configuration, and cost assumptions.
- Consider hybrid testing when the application itself uses local inference with cloud fallback, or you need to evaluate both paths. Test each route and the conditions that trigger it; do not report a single blended result without showing which path handled the requests.
Whichever setup you use, judge the evaluation by whether it represents the system and user context you care about, whether its methods answer your stated objective, and whether its results can be reproduced and interpreted. A deployment choice changes the test conditions; it does not, on its own, establish safety or validity.
